2 DISCUSSION: 1. Purpose Amend existing consultant services work and provide funding for Phase 2 to support Los Angeles World Airports' (LAWA) modernization program at Los Angeles International Airport (LAX) with a comprehensive Utilities Infrastructure Plan (UIP). The UIP will inform and direct proposed capital projects over the next fifteen to twenty years to meet projected LAX utility demands and replace aging infrastructure. 2. Prior Related Actions December 4, Resolution No (DA- 4963): Board of Airport Commissioners (Board) approved a three (3) year contract to HNTB Corporation for utilities infrastructure planning services at Los Angeles International Airport (LAX) in the amount of $1,999,735 for Phase Current Action UIP will aid LAWA in developing a prioritized and phased utility improvement program and will be integrated into proposed capital projects over the next fifteen to twenty years. The consultant services will identify projects and opportunities for enabling utility relocation projects. Funding was only requested for Phase 1 to provide the framework for the UIP. During Phase 1, HNTB completed an overview of the current state of infrastructure in the Central Terminal Area (CTA), created an updated domestic and fire water model, provided an analysis of LAWA's utilities complementing the projected Capital Improvement Program (CIP) projects for the next fifteen to twenty years and developed the framework for a permanent utilities monitoring program. Phase 1 deliverables included: Created domestic and fire water hydraulic analysis models Drafted Civil 3D Standards and Practices Developed anticipated utility demands, recommendations for optimum utility performance characteristics and guiding principles Identified "highest priority projects" Developed methodology, procedures and tools for utility data collection /verification Phase 2 will provide detailed information (i.e. cost estimates, current condition, etc.) and implementation plan to address and prioritize deficiencies in the CTA discovered in Phase 1 as highest priority projects. These projects are necessary upgrades and redundancies to the sanitary sewer, chilled and hot water, domestic water and fire distribution systems, and electrical system capacity and reliability improvements. The implementation plan will use opportunistic phasing of utility projects to ensure minimal disruption to both airport operations and passenger comfort. HNTB will conduct field condition assessments of targeted high -risk (based on age, pressure and size) utility pipelines and complete the Project Definition Booklets (PDBs) for new utility CIP projects. 3 Additional scope of work will include: Initiate PDBs and System Assessment Studies for the highest priority projects within the CTA, such as redundant water loop and upgrade of high temperature and chilled water distribution lines from the Central Utility Plant to the terminals Compile digital data for existing subsurface utilities within targeted areas of CTA Implement procedures and tools for utility data collection, verification and reporting including the creation of a "Resource Consumption Dashboard" Propose resource conservation measures based on usage and highest return on investment to LAWA HNTB will continue to work with LAWA staff to identify additional uses for recycled water within 12 months to support both LAWA's and Mayoral goals of reducing use of potable water. Action Requested Approve First Amendment to Contract DA with HNTB Corporation to add supplemental tasks to the existing scope of work and fund Phase 2 of the Contract by $2,299,484, for a total not to exceed amount of $4,299,219. Fiscal Impact Costs related to this contract will be recovered through landing fees and /or terminal rates and charges, as well as revenues from non -airline -related facilities. 4. Alternatives Considered Take No Action Staff considered taking no action; however, LAX will not be mitigating the risks of ongoing utility failure nor meet the Mayoral Directive for sustainability as efficiently and quickly as possible. Issue a Request for Proposals (RFP) for a new Consultant to complete the Utility Infrastructure Plan and Project Definition Booklets Staff considered issuing a new RFP for continuation of the Utility Infrastructure Plan tasks; however, a new consulting team would be unfamiliar with the complex work completed to date. For expediency and cost -efficiency, staff decided to retain the existing team to complete these efforts. APPROPRIATIONS: Funds for this contract are included in the Fiscal Year Los Angeles World Airports Operating Budget in LAX Cost Center Capital Programming and Planning, Commitment Item Contractual Services. Funding for subsequent fiscal years will be requested as part of the annual budget process. No appropriation is being requested from the Capital Budget as approval of this action will have no fiscal impact on LAWA's Capital Budget. Page 3 HNTB 1st Amendment Board Report docx

4 STANDARD PROVISIONS: 1. This action, as a continuing administrative activity, Is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Article II, Section 2.f. of the Los Angeles City CEQA Guidelines. 2. This item is subject to approval as to form by the City Attorney. 3. Actions taken on this item by the Board of Airport Commissioners will become final pursuant to the provisions of Los Angeles City Charter Section HNTB will comply with the provisions of the Living Wage Ordinance. 5. Procurement Services has reviewed this action (File No ) and established a mandatory 15% Small Business Enterprise (SBE) goal for this project. HNTB committed to 15% SBE participation and has achieved 14.34% participation to date. 6. HNTB will comply with the provisions of the Affirmative Action Program. 7. HNTB has been assigned Business Tax Registration Certificate No HNTB will comply with the provisions of the Child Support Obligations Ordinance. 9. HNTB has approved insurance documents, in the terms and amounts required, on file with the Los Angeles World Airports. 10. Pursuant to Charter Section 1022, it was determined that the work specified on the proposed contract can be performed more feasibly or economically by an Independent Contractor than by City employees. 11. HNTB has submitted the Contractor Responsibility Program Questionnaire and Pledge of Compliance and will comply with the provisions of the Contractor Responsibility Program. 12. HNTB has been determined by Public Works, Office of Contract Compliance, to be in full compliance with the provisions of the Equal Benefits Ordinance prior to contract execution. 13. HNTB will be required to comply with the provisions of the First Source Hiring Program for all non -trade LAX Airport jobs. 14.
