2 In 2017 we started the conversation Created a forum for the IESO, LDCs and other parties to share insights, challenges related to grid interoperability We discussed a range of topics DER penetration in Ontario DER impacts that the IESO and LDCs are experiencing Forecast challenges Data availability and sharing Impacts of hidden embedded generation Need for and value of collaboration through pilots 2
3 Common Themes Emerged Better understanding of how the integrated grid operates Visibility to DER (where, what, forecasting, operational data) LDC operations (control actions, outage mgmt, load transfers) Need to define operational coordination and integration Future operational models (TSO, DSO, TE) Evolution of connection standards (IEEE 1547, telemetry requirements, hosting capacity, local ancillary services) Advanced Analytics for forecasting and planning 3
4 Collaboration Opportunities (March 2017) From To Value of Information Embedded Generation (EG) Visibility LDC IESO Providing telemetry and registration data for embedded resources to improve visibility of these resources Solar variable generation forecast IESO LDC Aggregated EG telemetry forecasted at a station level to assist LDC s in forecasting their variable generation outputs Geomagnetically Induced Current (GIC) values LDC IESO Share LDC real-time GIC values, where available to improve monitoring and studies IESO to share GMD operating guidelines with LDC and provide individualized plan Coordination of Load Transfers IESO LDC Having prior knowledge of what transfers are possible as well as load distribution details could help with restoration plans and coordinating difficult outages Improved understanding of customer consumption patterns LDC IESO LDCs have more experience with changes in consumption patterns of their customers, either from the impacts of time of use prices, conservation efforts or changes in end use technologies 4
5 What does success look like in 2018 The IESO would like to: Continue the conversation and further develop relationships; Develop clear sense of what enhanced coordination of distribution and bulk system operations means, and; Initiate at least 2 pilot projects that enable a new higher level of coordination between LDCs and the IESO, which supports the efficient operation of the bulk and distribution systems and sets us up for the rapid change that is already underway. 5
6 Setting the Committee Agenda for 2018 How can we, organize our discussions and prioritize capabilities to pilot? Create an operational capability roadmap outlining capabilities that will be required for success at key development stages Develop and demonstrate prioritized capabilities through pilots Or; Maintain a less structured ad hoc approach and choose topics that are of most interest Other ideas are welcome 6

12 DERs as Non-Wires Alternatives New services need to be defined to permit DERs to provide and monetize distribution-level value Focus in near term is expected to be on T&D deferral value DER ownership and operation is expected to be open to fair competition Where DERs are identified as a viable, cost-effective alternative to T&D infrastructure, the opportunity should translate to a local market signal to direct local DER deployment This would be distinct and additive to the IESO Administered Market (i.e. revenue/value stacking), providing a local capacity value IESO has recently been engaged in two NWA pilots POWER.HOUSE demo project employed a utility-centric model Brant Local DR pilot employed a third-party-centric model IESO has several local achievable potential studies underway to assess the technical and financial feasibility of NWAs Currently, for specific areas with identified distribution capacity needs 12
13 Using Data to Signal Efficient DER Deployment IESO and stakeholder access to system and customer data is needed to improve DER investment and operation Greater visibility, will improve forecasting and dispatch Granular economic signals for the value of services that DERs provide Better inform DER providers business plans, reducing the cost of DER IESO currently provides data through OPO, IRRPs, and time-series data on system demand, supply, and wholesale market prices MDM/R, processes and stores meter data from customers for LDC billing purposes. Data access could: Improve operational forecasting and situational awareness Streamline settlement of BTM DERs participating in IESO s markets Today, customers can access their meter data through LDC websites using the Green Button Download My Data standard Connect My Data implementation can improve M&V of BTM DER 13
14 Integrating DER in System Operations In a high-der future, operators will need to actively manage resources that are orders of magnitude greater in number than what is participating in the IESO s markets today A more dynamic distribution system will require active management to obtain and value services from DERs IESO and LDCs need to expand coordination at T-D interface to enable and clarify roles and responsibilities Today, the IESO s telemetry and network model has minimal view into the distribution system Telemetry data is received from some large DERs Remaining resources are effectively invisible to operators Several new operational models have been proposed Distribution System Operators (DSO) or Independent DSO (IDSO) includes a comprehensive data transfer framework with the IESO Total System Operator (TSO), where the IESO s system and market operation responsibilities are fully extended to the distribution system Transactive Energy (TE), distributed optimization and control architecture that is still in early R&D 14
