The timestamp is in CCYY-MM-DD HH:MM:SS.RR format, with singledigit components padded with a leading zero. Hours are on a 24-hour clock. This field is filled with zeros. 22 BORROWER LAST NAME A 16-character field indicating the last name of the borrower. 23 BORROWER FIRST NAME A 12-character field indicating the first name of the borrower. 24 BORROWER MIDDLE NAME A 1-character field indicating the middle initial of the borrower. 25 LOAN APPLICABLE INTEREST RATE A 9-character field indicating the base interest rate for a loan. This field does not include any deductions for borrower incentive programs and is not the actual interest rate. The field format is , preceded by a space as the first character in the field. 26 LOAN ACTUAL INTEREST RATE A 9-character field indicating the net rate of interest accrual for the loan. This field is calculated by subtracting borrower incentive program deductions from the applicable interest rate indicated in LOAN APPLICABLE INTEREST RATE (field 25).
