4 Second Substitute Senate Bill 6062 Each school district that has an ASB fund must publish the following information on its website no later than August 31, 2014: The fund balance at the beginning of the school year; Summary data about expenditures and revenues; The fund balance at the end of the school year for and

8 The WASBO Legislative Affairs Committee has offered to help get this unfunded mandate rescinded! Keep track of the issues: How long it took to publish, any comments or concerns from the public, etc. so we can provide information.

9 Implementation Date: July 1, 2014 Smart Snacks in School standards require all foods sold on school campus during the school day to meet standards for fat, saturated fat, trans fat, and sodium while promoting products that have whole grains, low fat dairy, fruits, vegetables, or protein foods as their main ingredient.

10 Steps to follow: 1. Does the item meet one of the listed exemptions, e.g. fruits, veggies, etc. 2. Does the item meet ONE of the General Standards, e.g. whole grain, protein, etc. 3. Does the item meet ALL of the Nutrient Standards, e.g. calories, fat content, etc.

11 Applies to all food and beverages sold to students on campus during the school day. Includes: Fundraisers and student store sales during the regular school day + 30 minutes after school. Vending machine sales. Culinary arts programs, like ProStart.

12 For culinary arts programs, like ProStart: USDA is not able to allow any flexibility to programs that sell to students during the school day. Recommend selling to non-student venues or after the school day.

13 USDA definition of school day: The period from the midnight before, to 30 minutes after the end of the official school day. USDA definition of School Campus: All areas of the property under jurisdiction of the school that are accessible to students during the school day.

14 The USDA allows for some flexibility in the rules to exempt some fundraisers. Washington State will defer that decision until after 14-15, so there are no exemptions. During the school year, Child Nutrition Services will convene a work group of stakeholders to evaluate fundraisers and exemptions.

17 What is it? Donation-based website. SNAP-Raise prepares a video with the student group or team. Students and coaches provide , Twitter, and Facebook accounts to SNAP-Raise to solicit their friends and family for donations. SNAP-Raise provides reports on: Valid addresses, individual student fundraising amounts, prizes, etc.

18 How does the $ work? $ is collected through encrypted credit card payments on the SNAP-Raise website, and goes to the SNAP-Raise merchant account (in Washington State). Within days of the end of the fundraising period, SNAP- Raise will cut a check and provide documentation showing the total amount raised, less prize cost, less fees. There is an option to have the school receive a check for the full amount of the donations raised. An invoice will be sent for SNAP-Raise costs (prizes and fees) to be paid after the SNAP-Raise check is received.

19 SNAP-Raise Fees & Costs: 25 percent fee to SNAP-Raise + 3 percent credit card processing fees. Reduction to 20 percent fee to SNAP-Raise + 3 percent credit card processing fees if: 70 percent participation level: 70% of the students on a team meet the number of valid , Twitter, Facebook accounts submitted to the vendor.

22 Some things to consider: RCW Every public officer and employee, whose duty it is to collect or receive payments due or for the use of the public shall deposit such moneys collected or received by him or her with the treasurer of the local government once every twenty-four consecutive hours.
