1 Circulation Policy Cooperative Information Network (CIN) Updated May 28, 2015 Cardholders and Libraries An individual may register for a library card at any CIN Library. Documentation required: 1. Photo ID 2. Proof of current physical address Additional documentation preferred: 1. Phone or contact number 2. (required for CIN digital downloads) 3. Guardian name if minor card Entering Patron Records 1. Nothing should be entered in ALL CAPS. 2. Patron s name must be entered as it appears on photo ID. 3. NA must be entered if patron does not have phone number. 4. Staff and library initials must be entered when a new card is issued and/or an existing card is updated. 5. Set one-year expiration date on non-resident cards. Include non-resident circulation note and non-resident fee to patron fine account. 6. Expiration date for all other patron cards is two years (except temporary cards that expire at 30 days). 7. A CIN Library cardholder can use his or her card at any CIN Library (except temporary cards that may only be used at the issuing library). 8. Cardholders may return CIN items to any CIN Library. Checkout Limits 1. Number of items CIN cardholders may checkout is subject to the policies of the library they are using for check out. Cardholder accounts must be permanent and unrestricted. 2. Most items can be renewed once if there are no holds.
2 Checkout Periods Check out periods for items are: 28 days [books, magazines, audio, Playaways, music] 14 days high demand items [books] 7 days [DVD, Videos, books] 14 days-bookmobile items Checkout Period Modification Due dates may be modified with the owning library s consent. Exceptions may be made for homebound patrons or emergencies. Accounts Fines and Fees Fines are 10 cents a day. Exceptions are Osburn, Kellogg, Plummer, Tensed and Tri-Community where patrons are charged $1.00 per day for overdue DVDs. Any CIN Library (excluding Liberty Lake Municipal Library and Pend Oreille County Library District) has the discretion to waive fines for their cardholders [during an Amnesty campaign, for example or case by case basis]. Cardholders are blocked from checking out if fines or estimated fines on the card they are using total $3.00 or more. Exceptions may be made by individual libraries for fees accrued upon their library s materials. Cardholders may pay fines at any CIN Library. Fines paid remain at the collecting library. Checks for lost or damaged item replacement fees should be made out to the owning library and routed to the owning library via mail or delivered at the monthly CIN meeting. Maximum Fine Threshold: $3.00 per item, per transaction Collection Agency Fees Amounts charged vary by library, example: Priest River charges a $10.00 fee, Community Library Network charges a $15.00 fee. Non-resident Fees Non-resident fee of $25.00 is charged by all CIN libraries with the exception of Liberty Lake Municipal Library where non-residents are issued a unique card free of charge, limiting their access to shared CIN library resources. 3 Grace Periods Community Library Network Libraries 10 days Plummer 5 days Kellogg 7 days Priest Lake 7 days Liberty Lake 2 days All remaining CIN libraries do not maintain a grace period. To Be Determined: Grace period discussion is tabled until high demand feature in Koha is available. Holds All items are holdable with the exception of reference, in-house, staff collections and professional collections. Notification of an available hold is made in a timely fashion via phone, or mail. When a hold is not available the home library is responsible for notifying the patron. An available hold is held at the pick-up library for 3-7 days. This is subject to the library where the item is being held. To pick up a hold for another cardholder, an individual must have proof of permission. Cardholders are subject to the privacy policies of the library they are using for check out. Idaho Code requires the card of the person who placed the hold. If the pick-up location of an available hold is changed, contact the library where the item is currently being held so it can be scanned and put in transit. Any CIN item may be returned to any CIN library. Interlibrary loans must be returned to the patron s home library (e.g., the Community Library Network library through which they placed the ILL request). Courier Schedule Items routed through the courier should each have a transit slip indicating the item s destination, with the destination fully written or printed on the slip. Courier bins and bags should also be clearly labeled with the destination library. 5 Lost Items 1. Mark item Lost. If item is being paid for, mark item: Lost and Paid for. 2. Replacement costs and processing fees will automatically be assessed when these statuses are applied to the item. 3. Fees collected for lost items should be sent to owning library via mail or delivered at the monthly CIN meeting. 4. Refunds are not allowed for LOST or DAMAGED ITEMS without a receipt after patron has paid for replacement. Liberty Lake Municipal Library, West Bonner Library District (Priest River and Blanchard Libraries) and Coeur d Alene Public Library issue refunds under NO circumstances. Damaged Items 1. Do not discharge item. 2. Apply the damage review status to the item. 3. Return item to owning library. 4. Owning library will assess damage, and notify library or patron of charges. 5. Fees collected for damaged items shall be sent to owning library via mail or delivered at the monthly CIN meeting. Incomplete items 1. Do not check item in. 2. Apply the incomplete status to the item. 3. Contact patron and determine where patron will return missing piece. If patron cannot be reached, return the item to the home library with a note indicating date, missing item(s) and patron information.
