1 Attachment to Order No 49/2017 of the PUEB Rector of 28 June 2017 REGULATIONS FOR THE USE OF THE MAIN LIBRARY BOOK COLLECTIONS OF THE POZNAŃ UNIVERSITY OF ECONOMICS AND BUSINESS (PUEB) I. General provisions 1 1. Regulations for the use of the Main Library book collections of the Poznań University of Economics and Business (hereinafter referred to as the Library) determine in detail the conditions and rules of: 1) sharing printed and electronic resources, 2) using other Library services, 3) using the Library equipment and facilities. 2. The Library is a public library and its primary purpose is to provide resources and scientific, teaching, and information services. 3. The Poznań University of Economics and Business staff members, PhD students, students and other persons who are 15 years old can use the Library services, as defined in these Regulations. The Library provides its collections and services: 1) onsite in two Reading Rooms, 2) through the PUEB IT network, 3) through individual loans, 4) through interlibrary loans The Library Director shall set the opening hours of the Library facilities. The Director may from time to time change the facilities opening hours and restrict access to some collections and services for all borrowers or specific categories thereof. 2. The Library Director shall establish detailed rules regarding the use of collections or services (hereinafter referred to as detailed rules). 3. Borrowers are obliged to read the Regulations and detailed rules and observe them. Those who breach the Regulations or detailed rules may be temporarily or permanently deprived Page 1 from 14

2 of the right to use the Library book collections and services. The decision in this matter is made by the Library Director. 4. The Library collects and processes personal data of borrowers as defined in the PUEB Statute. 5. The Library employees are prohibited from providing information about borrowers. Personal data of borrowers can be disclosed only upon legitimate request that must meet the requirements set forth in the provisions of the law on personal data protection. Requests for access to personal data of borrowers should be submitted in writing to the PUEB Rector, through the Library Director. 6. Librarians, persons entrusted with protecting the Library facilities, and other persons authorized by the PUE are entitled to control and check ID of borrowers who do not comply with the Regulations for the use of the Library book collections and services, disturb the peace and order or whose identity is in doubt. Refusal to present an identity document provides the basis for refusal to access to the Library book collections and services. Furthermore, a person disturbing the peace will be asked to immediately leave the Library building. 7. Using the Library facilities for purposes other than using its book collections and services requires the Library Director s consent. II. Rules regarding the use of collections and services in Reading Rooms 4 1. In the Book Reading Room and the Journal Reading Room the borrowers can use (onsite): 1) the Library book collections divided into categories, 2) their own materials having previously reported them to the duty librarian, 3) their own laptop or tablet. 2. Persons using print collections made publicly available are obliged to: 1) search for information on the books and/or journals needed in catalogues and find them on shelves on their own, 2) put books and/or journals back on the trolley. 3. Books from selected collections may only be borrowed by the PUEB staff members and PhD students. 4. The Library Director determines which collections and on what terms can be borrowed. The relevant information is made available to the public in the Reading Rooms and on the Library's website. 5. An active borrower account is necessary to borrow books from the Book Reading Room. 3 Books are delivered the following day, after placing an order (also electronically) for selected items. All book loans are recorded in the library and information electronic system in the Reading Room. 6. The rules for loans, reservation of books currently lent and the loan period regarding items borrowed from the Book Reading Room will depend on the book type and the borrower status and are specified in 10 hereof. 7. Subject to 6 (4), making copies of passages from published works for personal use with borrower s own equipment is allowed onsite, within the limits permitted by copyright law Those who order library materials from depositories and use them on the site are required to: 1) search for information about items they need in library catalogues on their own, 2) submit an order slip at the borrower service centre (for books) or borrower service desk (for journals), 3) leave their ID card on deposit, 4) return library materials after use at the borrower service centre (for books) or borrower service desk (for journals), 5) wait until a librarian checks the completeness of returned items, 6) pick up their ID card left on deposit, 7) submit an order slip for materials from depositories at the latest 30 minutes before closing of the Reading Rooms, 8) return materials ordered at least 15 minutes before closing of the Reading Rooms. 2. Items ordered from depositories (storages) are delivered the same day. 3. Orders for items stored outside the Reading Rooms and depositories are delivered the following day. 4. Items from depositories can also be reserved at the borrower service centre (for books) or borrower service desk (for journals). Should the borrower fail to pick up items he/she ordered within the agreed deadline, they will be sent back to depositories. II.A. Rules for access to doctoral dissertations 6 1. The Library provides access to doctoral dissertations before public defence at the Poznań University of Economics and Business. Printed versions of dissertations are available for review on the day of defence in the Journal Reading Room upon presentation of an ID card. Page 3 from 14

4 2. The Library holds and provides access to doctoral dissertations presented for defence in a public exam at the Poznań University of Economics and Business. Printed doctoral dissertations are available for research or learning purposes after signing the Declaration on the use of doctoral dissertations collections. 3. Rules referred to in points 1 and 2 above do not apply to doctoral dissertations containing information to which access is restricted by law or under agreements concluded by the PUEB with information providers. 4. Doctoral dissertations are available at the designated point of the Journal Reading Room, without the right to copy. 5. The rules for access to doctoral dissertations are governed by the PUEB Rector's order. 6. Printed doctoral dissertations stored in the Wielkopolska Digital Library are not available. II.B. Rules for access to master s degree and postgraduate theses 7 Bachelor's, master's and postgraduate papers stored in the Library are made available in the Journal Reading Room to their authors only, after leaving a slip order and an ID card at the borrower service desk. II.C. Rules for the use of electronic collections and services available in the PUE computer network 1. The Library provides the following electronic collections: 1) licensed databases, 2) the Library own databases (developed in the Library), 8 3) publications placed in the PUEB Digital Library (they form a sub-collection of the Wielkopolska Digital Library), 4) multimedia publications, 5) sources of scientific information available on-line. 2. Electronic collections are made available though: 1) desktop computers in the Reading Rooms or through any computer registered in the University network within its premises, 2) the borrowers own computer through the University wireless network under terms and conditions determined by the PUEB Computer Centre, 3) any computers outside the Library and the University based on authorization of Page 4 from 14

5 legitimate borrowers. 3. Electronic collections can only be used for personal use for research and educational purposes, in accordance with terms and condition of license agreements and copyright laws. 4. When using licensed electronic files, it is forbidden to create local archives and use software to automatically search and download content that is available on-line. The number of materials downloaded on a one-off basis should correspond to borrower s actual needs relating to scientific, research, or teaching projects. 5. The PUEB staff members, PhD students, students and post-graduate student who joined the Library and have an active borrower account may use the licensed databases also outside the Library and the University. 6. Desktop computers in the Reading Rooms with access to the Internet can be used only by: the PUEB staff members, PhD students, students (also from other universities), postgraduate students, individuals working on their PhD dissertations and other theses at the PUE, the PUE retired staff members, high-school students from classes under the PUEB patronage and staff members from institutions that have concluded cooperation agreement with the PUEB. 7. The Library Director may grant a one time or temporary consent to use of the computers referred to in point 6 above also to other visitors to the Library. 8. Individuals using desktop computers connected to the PUEB network are required to: 1) put their names down on the visitors list, 2) give priority to those who intend to use the Library's electronic collections, 3) follow instructions given by librarians monitoring computer posts, 4) report computers failures to the duty librarian, 5) use the computers solely for the purposes described in point 3 above, 6) behave in a way that does not disturb the peace of other borrowers and the university dignity. 9. Borrowers are allowed to save the results of their work for their own scientific, research or educational purposes on data storage devices or send them to their own accounts. 10. Borrowers with their own electronic equipment are required to follow librarians instructions. 11. It is forbidden to: 1) make any changes and modifications in the configuration of computer hardware and software provided in the Library, Page 5 from 14

6 2) install other additional software, 3) save one s own files on Library computers, 4) use the Internet in the Library for illegal purposes, 5) visit any website that contains porn, racist, vulgar, lewd, or indecent content or implication, 6) switch off desktop computers available in the Library on one s own. 12. Duty librarians provide information on available electronic resources and monitor the use of computers and other electronic equipment in the Reading Rooms. In the event of violation of the applicable rules, the duty librarian has the right to immediately interrupt the borrower s session and turn him/her out of the Library. II.D. Rules for sharing collections by outside loans 9 1. The Student Library Division (hereinafter referred to as the Lending Room) registers loans from the Book Reading Room and provides teaching book collection (handbooks): 1) onsite (for borrowers with an active account), 2) by individual direct loans, 3) by interlibrary loans, domestic and foreign. 2. The following individuals are entitled to use the Lending Room: 1) the PUEB students, PhD students and academic staff members, 2) students and employees of public colleges affiliated as part of the Poznań Foundation of Scientific Libraries, 3) the PUEB retired staff members, 4) high-school students from classes under the PUEB patronage (adults may use the Lending Room unassisted while minors through their schools, school library, as part of cooperation between the school library and the PUEB); the principles of cooperation between high school libraries and the Library are set forth in the Understanding on sharing library resources; 5) other borrowers authorized by the Rector order or decision. 3. To use the Lending Room book collections, borrowers must have an active account (valid for only one academic year) and valid electronic student ID or library card. 10 Page 6 from 14

To activate borrower account one must: 1) fill in and personally sign the registration form, 2) present the following documents: a) for students: valid electronic student ID card or student record book and an ID card, b) PhD students: valid PhD student ID card and an ID card, c) postgraduate students: an ID card (as an additional requirement for registration, the Lending Room should receive lists of postgraduate students from the head of postgraduate studies), d) the PUEB staff members: an ID card and proof of employment and employee, insurance or pensioner ID card, e) high-school students of age from classes under the PUEB patronage: valid school ID card (as an additional requirement for registration, the Lending Room should receive lists of such students from faculty coordinators of the project), f) other borrowers: a valid student card from their home university and an ID card or valid student ID card, 3) pay a fee: a) the PUEB staff members for issuing a library card, b) students and other borrowers for activating borrower account, c) high-school students of age from classes under the PUEB patronage for issuing or activating a library card, and a deposit to secure the safe return of any borrowed item. 2. The amount of the deposit referred to in point (1) (3) (c) above is each time determined by the Lending Room employees, considering the value of borrowed books, where: 1) the amount of the deposit is the equivalent of the price of borrowed items, but not less than PLN per volume, 2) the Lending Room issues a receipt (together with borrowed items) as a deposit payment slip, 3) only student book collection loans require security deposits, 4) the deposit is returned upon borrowed items return, including the receipt referred to in point 2, less charges mentioned in point 5, 5) the amount of the deposit is reduced by accrued and unpaid fines for late return; the deposit will be forfeited in full if the grace period for returning books exceeds 180 days or more, Page 7 from 14

8 6) the Lending Room keeps a register of collected and returned deposits. 3. Borrowers with free access to the Lending Room book-shelves are required to: 1) each time present a library card or electronic student ID card, if it was used to join the Library, 2) check the physical condition of borrowed items, 3) report to the librarian any damage to borrowed items, 4) register a loan and deactivate it on their own, 5) control the status of their account available on-line on the Library home page, 6) return borrowed items within the deadline. 4. Subject to 9 (2) (4) and 10 (5) and (6) above, books are borrowed personally, based on a valid library card or electronic student ID card. 5. In specific and justified situations plenipotentiaries may be appointed to borrow books. The person granting the power of attorney is responsible for acts and omissions of the plenipotentiary. 6. Disabled borrowers may authorize another person to borrow books on their behalf. This authorization is valid until the borrower account expires. 7. The quantitative limit for library loans depends on the borrower status and the type of book collections made available and is: 1) as for the Book Reading Room (from selected collections) for: a) the PUEB staff members up to 20 volumes, b) other PUEB employees up to 5 volumes, c) the PUEB PhD students up to 5 volumes, 2) as for the Lending Room (teaching book collection) for: a) the PUEB staff members, PhD students and students up to 20 volumes, b) high-school students from classes under the PUEB patronage up to 3 volumes, c) other borrowers (i.e. students and academic staff members affiliated as part of the Poznań Foundation of Scientific Libraries) up to 5 volumes. 8. The loan period depends on the borrower status and the type of book collections made available and is: 1) as for the Book Reading Room (from selected collections) only for the PUE staff members and PhD students up to 30 days, 2) as for the Lending Room (teaching book collection) for: a) the PUEB staff members, PhD students and students: Page 8 from 14

9 up to 150 days (items with the W symbol by the catalogue number), up to 14 days (items with the WP symbol by the catalogue number), b) high-school students from classes under the PUEB patronage: up to 30 days (only items with the W symbol by the catalogue number), c) other borrowers (i.e. students and academic staff members affiliated as part of the Poznań Foundation of Scientific Libraries): up to 90 days (or up to 14 days for items with the WP symbol by the catalogue number). 9. After the designated deadline, all items should be returned. If necessary, certain items may be renewed. However, items may not be renewed if there is a pending hold on the item. 10. The Library Director may establish detailed rules for renewing the loan and conditions for appointing a plenipotentiary to use the Library book collections and services. These rules are publicly available in the Lending Room, Reading Rooms and on the Library home page. 11. The library and information electronic system charges fines for late return of borrowed books for each day and per volume. The fine amount is set forth in the Rector s order The borrower is obliged to immediately inform the Lending Room of: 1) change of personal data used to join the Library, 2) change of home address, 3) losing the library card or electronic student ID card (if it was used to join the Library). 2. The Lending Room may: 1) confirm the borrower account status by computer print, 2) request the return of borrowed books before the end of the deadline or stipulate the condition of an earlier deadline at the time of lending books, 3) show the borrower which items to buy in exchange for a destroyed or lost item; the value of such an item may five times exceed the value of the lost item, 4) send notifications of the upcoming return date, 5) send notifications of exceeding the return date, 6) collect fees and fines set forth in the PUE Rector s respective order. 3. The fees and fines are charged for: 1) activating the borrower account for one academic year, 2) issuing a library card, 3) issuing a duplicate library card (duplicates are issued within 7 days of notification of the Page 9 from 14

10 card loss or damage), 4) damaged book covers, protection measures, stickers and bar code labels, 5) untimely book returns, 6) sending prompt-notes to borrowers. 4. The Lending Room confirms the settlement of liabilities to the Library on clearance slips for graduates, employees changing their job or retiring. 5. Borrowers cannot: 1) pass their library card or electronic student ID card (if it was used to join the Library) to other people; should this be the case, the Lending Room is entitled to retain such a library card to the end of a given semester, 2) borrow more than one copy of a given item. II.E. Rules for the use of interlibrary loans Interlibrary loans are available to researchers, PhD students and students writing their master s thesis at the PUEB. 2. Written and electronic slip orders should include item accurate bibliographic data, and the borrower s full name and address. 3. National interlibrary loans cover materials not available in libraries in Poznań. 4. Foreign interlibrary loans cover materials not available in national libraries and in full-text databases owned by the Library. 5. The Lending Room informs the interested borrower of materials provided as part of interlibrary loan by Items provided as part of interlibrary loans are made available only on the site, in the Book Reading Room, on terms and conditions set by the lending library. 7. If costs of delivery of such items are expected to be high, the borrower may be obliged to cover them. In this case, the ordered item is provided only after the borrower has undertaken to cover the delivery costs. Interlibrary loans from the Library book collections are delivered as follows: 13 1) the Library reserves the right to decide the type and number of interlibrary loans and introduce borrowing restrictions regarding: Page 10 from 14

11 a) rare and valuable items, held in a single copy, b) large format and volume items or in poor physical condition, c) items necessary for teaching process to take place at the PUE, d) special book collections. 2) Instead of the original, the Library may, in consultation with the borrower and at his/her expense, make a copy of a given item and give it to borrower. 3) Book collections other than those mentioned in point 1 are lent to out-of-town libraries for the period of: a) 14 days (book collections from the Reading Rooms), b) 30 days (other materials). III. Rules for the use of copying services Within the Library, chargeable copying services are provided by independent third parties. 2. The Library Director may forbid borrowers to copy specific materials to protect the collections or copyrights. IV. Regulations Borrowers using the Library services and collections are obliged to: 1) leave briefcases, backpacks, laptop bags, bags, umbrellas and outerwear outside the Reading Room or the Lending Room (i.e. in the cloakroom), 2) leave food and beverages (except for water) outside the Reading Room or the Lending Room, 3) turn off sound signals in cell phones and other electronic devices, 4) put their names down on the visitors list at the entrance to the Reading Room and Media Library, 5) report their own materials, 6) put the items back where they belong (the Library book collections cannot be taken from one Reading Room to another), 7) keep silence, 8) follow the instructions given by the Library staff and show them respect, Page 11 from 14

12 9) take proper care of personal property brought to the Reading Room (it cannot be left unattended). 2. Borrowers are required to (i) comply with industrial safety and fire regulations applicable in the Library, (ii) use marked entrances, passages and emergency routes, and (iii) respect the Library book collections, equipment and facilities. V. Sanctions for failure to comply with the Regulations Failure to comply with the rules and procedures for using the Library book collections and services results in sanctions set forth in the points below. 2. Failure to comply with the rules and procedures for using the Library book collections and services includes: 1) failure to meet the deadline for return of books and other library materials, 2) pass a library card and an electronic student ID card (if it was used to join the Library) to other people, 3) failure to inform the Lending Room about changing the borrower s personal data or losing his/her library card, 4) failure to sign a clearance slip after graduation or termination of employment, 5) damage, destruction, loss or theft of the Library book collections, 6) theft or damage to the Library equipment. 3. In the event of failure to meet the deadline for return of books, the Library is authorized to: 1) freeze the borrower account, 2) charge fines for late return of borrowed books, 3) freeze access to databases, 4) decide forfeiture of deposit, 5) charge the borrower with fees for sending prompt-notices, 6) take legal actions if the borrower avoids satisfying the Library's claims voluntarily. 4. If the borrower passes his/her library card or an electronic student ID card (if it was used to join the Library) to unauthorized people, the Library is entitled to: 1) deprive such a borrower of the right to borrow book collections, 2) retain his/her library card to the end of the semester, 3) impose an obligation on the borrower to repair any damage caused to the Library book Page 12 from 14

13 collections, 4) freeze access to databases. 5. If the borrower fails to inform the Lending Room about changing personal data or losing his/her library card, the Library will impose an obligation on such a borrower to repair any damage caused to the Library book collections. 6. In the event of damage, destruction or loss of the Library book collections, the borrower is obliged to: 1) make up for the damage, 2) provide an item (as indicated by the head of the Library relevant division), the price of which may be five times higher than the value of the lost copy, 3) cover the costs of fixing damaged books. 7. In the event of damage, destruction or loss of the Library book collections or equipment, the Library is authorized to: 1) impose an obligation on the borrower to repair any damage suffered by the Library, for example by covering the costs of repairing or replacing damaged equipment (the amount of damage is determined by the head of the Library relevant division), 2) ban the borrower from using the Library book collections and services on temporary or permanent basis, 3) notify the PUEB authorities of such an incident. 8. Improper behaviour in the Library and misuse of licensed databases and the PUE network may result in: 1) turning the borrower out of the Reading Room or Lending Room, after such a borrower proved his/her identity, 2) depriving the borrower of the right to use the Library book collections and services on temporary or permanent basis, 3) notifying the PUEB authorities of such an incident, 4) imposing an obligation on such a borrower to repair any damage suffered by the Library [University]. 9. In the event of refusal to leave the Library premises in situation described in point 8 (1), the Library staff members are entitled to call security. 10. The Library Director or persons authorized the Director shall decide what type of measures referred to points 7 (2) and 8 (2) above should apply and for how long. VI. Final provisions Page 13 from 14

14 17 1. The Library Director is competent to resolve disputes not covered by these Regulations, applicable provisions of law and detailed rules, related to the use of the Library book collections and services. The Director takes actions upon written request of the person concerned or ex officio. The Director s decision may be appealed against to the PUEB Rector; such an appeal is made through the Library Director within 14 days of the decision receipt. 2. The Regulations come into force on 1 October As of the entry into force of these Regulations, the Regulations for the use of the Main Library book collections of the Poznań University of Economics and Business, introduced by the PUEB Rector s Order No 26/2012, shall expire.
