Overall Implementation Progress (IP) Satisfactory Satisfactory Overall Risk Rating Substantial Substantial Implementation Status and Key Decisions The International Development Agency (IDA), the World Bank, is supporting the implementation of the Tanzania Statistical Master Plan (TSMP) 2009-14 through a credit of US$30 million. The IDA-credit is being implemented in a 'basket fund' arrangement with the UK Department for International Development (DfID) and the Department of Foreign Affairs, Trade and Development, Canada (DFATD). Activities financed by the TSMP Basket Fund are fully planned, executed and accounted for by the Government of Tanzania through the National Bureau of Statistics in close consultation with the three basket fund partners. In addition to the basket fund partners, other partners such as the United Nations Children's Fund (UNICEF), the International Labor Organization (ILO), the Food and Agricultural Organization (FAO) and the European Union (EU) are contributing to the TSMP through parallel streams of financing and technical assistance of selected activities. The project consists of five components addressing issues such as the legal, institutional and organizational framework for statistics in Tanzania, training and skills development, development of statistical infrastructure, data development and dissemination and investments in ICT equipment as well as new office space for the National Bureau of Statistics and the Office of the Chief Government Statistician of Zanzibar. Government of Tanzania initially expected implementation of the Tanzania Statistical Master Plan to be complete in June 2014. However, due to delays in securing funding and getting activities started the Ministry of Finance and the National Bureau of Statistics have extended the closing date of strategy implementation to June 2018. and DFATD have adjusted their bilateral funding instruments accordingly, whereas DFID are still considering. These are some of the TSMP highlights of year 2014-2015: - National Accounts revision and rebase completed and revised national accounts series released. The national account system has been reset and recalculated with 2007 as the base year. In addition, updated statistical classifications have been introduced, e.g. ISIC rev. 4. The revision resulted in a 27.8% increase in the GDP level for the new base year of 2007; and a 31.6% increase in GDP level for 2013. - New official poverty estimates were released on the basis of Household Budget Survey 2011-12. Official poverty is estimated at 28.2 percent of the population down from 34.4 percent in 2007. - The Statistics Act 2015 was signed into law by the President of the United Republic of Tanzania and came into operation in November, 2015. The Act provides more autonomy for the National Bureau of Statistics and allows for more professionalism as well as a stronger mandate for the Bureau to lead and coordinate the official statistical system of Tanzania. However, substantial criticism has been voiced on the part of opposition MPs, media, NGOs and independent researchers to certain parts of the Act, which would see harsher penalties for 'misuse' of statistics. The Government has pledged to amend the controversial clauses and to clarify interpretation of the Act through the regulations. - Other important activities include the 2012 Population and Housing Census, 2014 Integrated Labor Force Survey, 2014/15 National Panel survey and 2013 Annual Large Farms Production Survey which are completed, and the 2013 Industrial Census which is close to completion with results expected in May 2016. -The construction of new office space for the Office of the Chief Government Statistician of Zanzibar has started and the preparation of the architectural design and technical specifications of the National Bureau of Statistics new office is underway. Specific procurement notices for contracts to be bid under the World Bank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgmarket.
