1 TENDER CALL NOTICE NO- 14722 /T.C Dated- 24.10.2013 Sealed quotations are invited from manufacturers/ authorized dealers /interested suppliers for supply and commissioning of one Bank Note Counting Machine-Cum-Authenticator for the office of the Transport Commissioner Manufacturers/authorized dealers / interested suppliers may obtain the tender document from the office of Transport Commissioner, 6 th Floor, Rajaswa Bhawan, Cuttack in person or through their authorized agent during the office hours from 01.11.2013 till 15.11.2013 on payment of Rs. 500/- + 5% VAT (Rs.25/-) by way of bank draft drawn in favour of Transport Commissioner, Odisha payable at Cuttack. Tender papers duly filled in and complete in all respect should reach the office of Transport Commissioner on or before 1.00 P.M. of 15.11.2013. The tenders will be opened by the Evaluation Committee on the same day i.e. on 15.11.2013 at 2.30 P.M in presence of the tenderers or their authorized representative, if present. The tender must be accompanied by the VAT clearance Certificate for the year 2013-14, Up-to-date Income Tax Clearance Certificate for 2013-14, Sales Tax Registration Certificate and up to date Sales Tax Clearance Certificate along with Rs-20,000/- (Rupees Twenty Thousand) only as EMD (Refundable) by way of Bank Draft/Bankers Cheque drawn in favour of Transport Commissioner, Odisha, payable at Cuttack. 2 1. INTRODUCTION: State Transport Authority desires to procure State-of-the Art one Bank Note Counting Machine-Cum-Authenticator for use in the Accounts Section. Approximately, daily Rs 4.00 lakh is collected in cash and deposited in the Bank. For counting and verification of notes it is proposed to procure the machine. 2. GENERAL INSTRUCTIONS: 1. The firm intending to participate in the tender shall be a manufacturer/ dealer / distributor of the product. The authorized dealers / distributors shall produce the certificate of authorization in force along with the tender. The equipment will be installed in the Accounts Section of STA. 3. The firm should submit VAT Clearance Certificate for 2013-14. Up-to-date Income Tax Clearance Certificate for 2013-14, Sales Tax Registration Certificate and up to date Sales Tax Clearance Certificate. 4. The bids of all the tenderers will be opened on 15.11.2013 at 2.30 P.M. at the Office of the Transport Commissioner, Odisha, 6 th Floor, Rajaswa Bhawan, Cuttack in the presence of the bidders or their authorized representative present.
3 5. The Transport Commissioner reserves the right to reject any or all of the tenders without assigning any reasons. 6. Any applicable discounts should be clearly indicated in the offer and no further correspondence on these will be entertained. 7. The bidder must have a cumulative turn over for last three years for a minimum amount of Rs. 3.00 Crore. Proof to be submitted 8. The bidder must have supplied a minimum of hundred such machines in last three years. 9. The bidder must have maintained a minimum 100 such machines under Annual Maintenance Contract. Details to be furnished. 10. The submission of more than one tender by the same agency under different name is prohibited. Such tenders shall be rejected and no representation or correspondence shall be entertained with the vendors. 11. The vender shall make his own arrangements for supply and installation of materials at the purchaser s site. The site address will be furnished to the vender along with the work order 12. The prices quoted should be firm and inclusive of all duties like sales tax, entry tax, excise and any other taxes EMD 1. Each Tenderer is required to deposit an earnest money (EMD) of Rs. 20.000/- ( Twenty thousand) only in form of a Bank Draft, drawn from a nationalized bank, drawn in favour of Transport Commissioner, Odisha, Cuttack payable at Cuttack. The earnest money for unsuccessful farms shall be returned on the finalization of the tender without any interest. 2. E.M.D of Rs 20,000/ shall be forfeited if a bidder withdraws its bid during the period of bid validity. BANK GUARANTEE The successful tenderer shall furnish a performance bank guarantee (BG) of 10% of the total contract price before the purchaser. The BG should cover due fulfillment by the vender of all the terms and conditions of the contract inclusive of guarantee to the purchaser the delivery, installation /
4 commissioning of equipment. The bank guarantee shall remain valid for six months. WARRANTY 1. The equipment supplied is subject to satisfactory operation for a period of 1 year from the date of commissioning. The vendor will have to rectify any defects during the warranty free of cost within 72 hours of the receipt of complaint. 2. If the equipment is down beyond 72 hours of complain then penalty at the rate of 0.5% of the cost of equipment will be charged per week or its fraction from the supplier. PAYMENT Payment will be released after successful installation and demonstration. DELIVERY The successful bidder should deliver the equipment within seven days of acceptance of work order. In case of delay beyond the stipulated period of supply 0.5% of the cost of the equipment will be deducted for every one week delay The purchaser, if so wants, can ask for demonstration of the equipment at a convenient date and time with notice. The equipment shall conform to ISO 9001 : 2000.
