Implementation Status and Key Decisions 1. Overall implementation progress is satisfactory and key elements of the sector reform and institutional development program have been completed while others are underway. As of July 9, 2015, 67 percent of IDA Grant proceeds, and 35 percent of Australian and New Zealand Grant funds (channeled through the Pacific Region Infrastructure Facility (PRIF) trust fund) are disbursed. 2. The sale of most of the assets of Telekom Services Kiribati Ltd (TSKL), was agreed on 31 March 2015 and completed 26 May 2015. ATH (Fiji) was the successful purchaser and ATH Kiribati Ltd (ATHKL) has been formed to be the operator of those assets that were transferred. ATHKL did not acquire TSKL s assets on the Outer Islands, (which comprise all islands other than South Tarawa, Betio and Kiritimati) however ATHKL is to have the right to use these assets subject to maintaining them. 3. Work is ongoing to define a mechanism for supporting outer islands connectivity. The MCTTD and CCK have committed to working together and consulting closely, consistent with the respective roles prescribed for each under the Communications Act. 4. Key issues over the next 6 to 12 months include: (a) drafting the wholesale access regime (including interconnection rules) for the smooth entry into the market of possible new entrant(s); (c) licensing of a new mobile operator; and (iv) the developing and implementing a strategy to support services on Outer Islands. In this regard it will be important for the MCTTD and the CCK to consult closely on all policy and regulatory matters relevant to the introduction of private sector operators (ATH, the buyer of TSKL assets and any new mobile operator) and the mechanism for the supply of services on Outer Islands. 8/27/2015 Page 2 of 10
