Overall implementation progress is rated Satisfactory. Rehabilitation of the LIBRAMP corridor (248 km) is completed, a dedication ceremony was held in October 2016, and the road has been renamed Suakoko Highway. Lot 1 (178 km) entered the maintenance phase in September 2016, while Lot 2 did so in March. Despite physical progress, cost overruns and exchange rate losses mean LIBRAMP will require additional financial resources. The government has also been unable to contribute the promised counterpart financing (US$72.8 million over ten years). The government is considering various options to mitigate the situation and project risk, such as requesting additional financing or dropping some pending activities, and a response is pending. A public employee has admitted responsibility for theft of five missing RAP payments checks. Restitution has been received for one check, leaving an ineligible expenditure balance of US$11,348. Unless further restitution is paid, the World Bank will request the ineligible expenditure be returned by the Government of Liberia (GoL). Residents in some areas have raised concern about impacts of road construction equipment vibration on their homes. The IIU has been asked to ensure an appropriate and accessible project Grievance Redress Mechanism is triggered to follow up on all claims of property damage under the project. As mentioned in the previous ISR sequence, the improvement in pavement condition has led to increased traffic speeds and had a negative impact on road safety in the short term. A partial road safety assessment had identified national-level and corridor-level road safety deficiencies The Monitoring Consultant for Lots 1 has been tasked to submit report on road safety along the corridor by end November 2016. The Infrastructure Implementation Unit of the Ministry of Public Works and the Government have yet to resolve outstanding contractual issues. Variation orders to account for Ebola-related force majeure and delayed site handover are yet to be finalized for the Lot 1 works contract. Refund of previously levied import taxes (due to change in regulations) is still pending US$1.3 million. The government has agreed to clarify procedures for this reimbursement process but has so far not done so. The Lot 1 Contractor is owed an additional US$490,000 for explosive import costs due to new government regulations. The services for preparing the concept design and bidding documents for ELWA Junction-Red Light intersection -Coca Cola Factory road section are ongoing.
