The project teams are now focusing on establishing robust operationsl and maintenance for sustainability of investments, and on documenting the results achieved. There is support from the Sectoral Council of Ministers for Lake Victoria for a new phase of support to LVEMP beyond the close of the existing projects at the end of 2017, and a number of studies to identify the most effective future investments to improve the environmental health and climate resilience of the Basin will start soon. A draft harmonized policy on fisheries management and agreement on a strategy and timeframe for adoption, sumitted by LVBC and approved by the Council of Ministers (Yes/No, Custom) Value N N N Y Date 30-Jan-2011 03-Jun-2016 21-Dec-2016 29-Dec-2017 The draft Fisheries and Aquaculture Policy for East Africa was finalized and validated by stakeholders during a validation workshop held in Arusha Tanzania on 28th June, 2016. The comments provided during the validation were incorporated by the task force from 29th June to 1st July, 2016. This paved the way for the submission of the draft policy to the next LVFO Council scheduled for March, 2017 for endorsement before submission to the EAC Council of Ministers for final approval. This indicator is on-track. A draft harmonized policy on water management and agreement on a strategy and timeframe for adoption, submitted by LVBC and approved by the Council of Ministers (Yes/No, Custom) Value N N N Y Date 31-Jan-2011 25-Mar-2014 21-Dec-2016 29-Dec-2017 The harmonized Water Policy and associated Bill have been submitted to the EAC Sectoral Committee (SECOM), but the Council to the Community and countries have raised comments that will need to be addressed, and UG has requested a Strategic Environmental Assessment of the draft water release and water allocation policies under the Bill, before the Policy and Bill can be submitted to the Council of Ministers. It is unlikely that the Bill will be approved by the Council of Ministers before the end of the project. Number of urban pollution hotspots addressed through investment to control wastewater pollution (Number, Custom) Value 0.00 4.00 4.00 9.00 Date 19-Jan-2011 03-Jun-2016 21-Dec-2016 29-Dec-2017 Four are already completed, but more than 5 more are underway. This indicator is on track to be slightly exceeded by the end of the project. Page 3 of 12

Number of hectares under sustainable land management practices in the targeted sub-catchments (Hectare(Ha), Custom) Value 0.00 10,223.00 9,625.00 8,000.00 Date 19-Jan-2011 03-Jun-2016 21-Dec-2016 29-Dec-2017 The indicator has decreased a little since the last ISR due to a more accurate assessment of the area covered in Kenya. However, not all areas have yet been assessed, so the total will increase again before the end of the project, and the target has been reached in any event. A regional strategy on water hyacinth monitoring and control, submitted by LVBC and approved by the Council of Ministers (Yes/No, Custom) Value N Y Y Y Date 19-Jan-2011 30-Jun-2015 03-Jun-2016 29-Dec-2017 Number of identified water hyacinth hotspots with active monitoring and removal activities (Number, Custom) Value 0.00 39.00 43.00 41.00 A further 11 sites in Kenya, that had not been performing, are being re-established, which should add to the margin by which the target is exceeded. Direct project beneficiaries (Number, Core) Value 0.00 807,981.00 1,800,000.00 450,000.00 Page 4 of 12

PHINDGEOTBL The figures for total beneficiaries and % female should be considered provisional, as there is a need for more scrutiny of how these were calculated (particularly for access to improved sanitation facilities). Nevertheless, it is clear that the target will be significantly exceeded. Female beneficiaries (Percentage, Core Supplement) Value 0.00 47.00 40.00 30.00 Overall Estimates for quantitative indictors such as the area of SLM or total project beneficiaries should be considered approximate, as there is still a need to ensure that consistent approaches are being used for the calculations across the project. Nevertheless, there is a high level of confidence that the targets are already exceeded. Regional standards for industrial and municipal effluent discharges for adoption by participating countries in place (Yes/No, Custom) Value N Y Y Y Date 15-Sep-2011 03-Jun-2016 03-Jun-2016 29-Dec-2017 Fisheries Management Plan (FMP) updated (Yes/No, Custom) Value N N Y Y Date 15-Sep-2011 18-Mar-2015 03-Jun-2016 29-Dec-2017 GIS-based database and WRIS developed and available for public access (Yes/No, Custom) Value N N N Y The WRIS has been created and is starting to be populated. At least some data can be publically accessed through the WRIS website -. Data products still need to be produced, however. Harmonized monitoring protocols and schedules in place (Yes/No, Custom) Value N N N Y LVFO is using standard protocols for fisheries monitoring. Water quality protocols have been updated, but joint monitoring has not been taking place a first survey is expected early in 2017, after being delayed. Monitoring of water hyacinth has been taking place, but the approach is not fully standardized. Page 6 of 12

Number of preliminary technical designs for wastewater treatment facilities (Number, Custom) Value 0.00 14.00 16.00 15.00 16 completed and 3 more underway. Number of sanitation facilities (public/schools) constructe/pprovided (Number, Custom) Value 0.00 59.00 59.00 67.00 59 have been completed and another 62 are in progress. The target should be exceeded comfortably. Number of people provided with access to improved sanitation facilities under the project (Number, Custom) Value 0.00 346,852.00 122,507.00 150,000.00 The estimate is decreased from the last ISR as it is based only on the numbers of people will access to improved toilets, not the populations serviced by improved wastewater treatment systems. The target should still be exceeded comfortably by the end of the project, even based on the more conservative measure. Page 7 of 12

Number of targeted industries trained on Cleaner Production Technologies (Number, Custom) Value 0.00 282.00 284.00 280.00 Date 19-Jan-2011 03-Jun-2016 21-Dec-2016 29-Dec-2017 Percentage of targeted industries adopting cleaner production in-plant assessments and/or generated cleaner production options (Percentage, Custom) Value 0.00 41.00 43.00 35.00 Date 19-Jan-2011 03-Jun-2016 21-Dec-2016 29-Dec-2017 Number of locations equipped with aids to navigation (Number, Custom) Value 0.00 37.00 37.00 8.00 Date 15-Sep-2011 03-Jun-2016 21-Dec-2016 29-Jun-2017 An additional 8 locations are expected to be covered by the end of the project. Page 8 of 12

Number of individuals trained in improved sustainable land management (SLM) practices (Number, Custom) Value 0.00 17,119.00 18,576.00 12,000.00 Number of Individuals adopting improved SLM under the project (Number, Custom) Value 0.00 8,266.00 8,762.00 10,000.00 The target is expected to be met by the end of the project. Cumulative hectares of degraded wetlands restored and/or rehabilitated by communities in targeted sub-catchments (Hectare(Ha), Custom) Value 0.00 544.80 938.00 1,450.00 Date 15-Jan-2011 25-Mar-2015 21-Dec-2016 29-Dec-2017 Meeting this target is more of a challenge since the number of check-dam rehabilitation investments was decreased in Uganda (due to insufficient time for proper planning and implementation), but the achievement should at least come close to the target once areas of wetlands that have been cleared for water hyacinth infestation are included. Number of CDD sub-projects implemented under the project (Number, Custom) Value 0.00 297.00 292.00 660.00 Page 9 of 12

The figure is a little lower than the last ISR as it is reflecting only the number of subprojects completed. Subprojects are underway with an additional 309 groups. Including subprojects that were partially implemented and repeater or add-on subprojects provided to wellperforming groups, the original target is still within range. Communication notes, with summary reports on project achievements and progress on indicators, are made available to stakeholders atleast on a quarterly basis.
