Only eligible emplyees and retirees can participate in pen enrllment. Eligible emplyees are defined as permanent full time r part time emplyees wrking 20 r mre hurs per week, and eligible retirees are defined as retirees under age 65 with at least 10 plus years f creditable service and participatin in the City s healthcare plan during the last five years prir t retirement. Yu may have heard news stries abut the rising cst f healthcare natinwide. The City f Richmnd has experienced substantial increases in ur healthcare csts. Hwever, we are very prud t infrm yu that yur cntributins fr healthcare benefits will nt increase this year as the City f Richmnd will absrb the 6.7 millin dllar premium increase that we experienced this year, while cntinuing t ffer healthcare benefits that are cmpetitive when cmpared t ther lcal municipalities. It is estimated that this actin will result in an average savings t all participating emplyees and retirees f apprximately $500 fr the upcming plan year. The City f Richmnd carefully weighed all alternatives and had t make difficult decisins. A determinatin was made t cntinue t ffer health insurance cverage thrugh CIGNA Healthcare. In an effrt t ffer quality healthcare t all emplyees and retirees, the City f Richmnd streamlined yur benefits ptins int tw new plans. A brief descriptin f the new healthcare plans available are summarized n the next page.
Plan A -PREMIER PLAN- Open Access Plus 20/40 HEALTHCARE BENEFIT PLANS The pen access plus 20/40 has in-netwrk and ut-f-netwrk benefits. The in-netwrk plan allws yu t use netwrk physicians; hspitals, pharmacies and ther netwrk prviders at n charge after the c-pay and deductible are met. The in-netwrk primary care physician c-pay is $20.00, and the specialist c-pay is $40.00. If yu need t see a specialist, n referral is required when yu select a dctr in the CIGNA Open Access Plus netwrk. The ut-f-netwrk benefits allw yu t chse a nn-participating physician. This plan prvides lwer c-pays at the time f service with higher bi-weekly premiums. Plan B- CLASSIC PLAN Open Access Plus 25/50 The pen access plus 25/50 has in-netwrk and ut-f-netwrk benefits. The in-netwrk plan allws yu t use netwrk physicians, hspitals, pharmacies and ther netwrk prviders at n-charge after the c-pay and deductibles are met.
