WRITTEN DIRECTIVES & POLICY DESSEMINATION SOG SCOPE This guideline shall apply t all members f the Stney Pint Fire Department (SPFD) and shall be adhered t by all members regarding disseminatin f written directives and standard perating guidelines. PURPOSE The purpse f this standard is t infrm all firefighters and t establish guidelines with respect t the disseminatin f departmental perating guidelines and written directives. The Deputy Fire Chief is charged with the duties f serving as the Chairman f the Plicy Cmmittee. I. This guideline sets frth the guidelines t ensure unifrmity in the develpment, revisin, and issuance f written Stney Pint Fire Department guidelines and written directives. All members f Stney Pint Fire Department are charged with the respnsibility f being familiar with and abiding by the prvisins f written guidelines and directives. The written guidelines f Stney Pint Fire Department shall include: Standard Operating Guidelines Manual Intranet Site Frms (Intranet) cnsisting f Stney Pint and ther agencies frms and reprts. Memrandums issued by the Fire Chief s Office
II. Functin and Preparatin f Written Guidelines & Frms Written guidelines gverning Stney Pint Fire Department in its internal and external affairs shall be issued nly by the Fire Chief s Office subject t apprval f the Bard f Directr s. The Fire Chief s Office shall have authrity t issue, mdify and apprve written directives. Effective Date: The date the plicy is first issued. This date shall be cnsidered the effective date f the rule, regulatin, r written directive unless therwise directed in writing by the Fire Chief s Office. This date shall be placed n the frnt page in the lwer left crner abve the revisin date. Revisin Date: This date shall be placed n the frnt page in the lwer left crner belw the effective date. This date shall be cnsidered the effective date f the revisin f the rule, regulatin r written directive. All prtins f the guideline which has changed shall be underlined in rder t identify the revised segments f any plicy. Frms Intranet Site Frms are lcated and updated t the Fire Department s intranet site where each frm can be dwnladed by department members fr cmpletin. All frms shall be typed r cmpleted using a black ink. Each frm shall be assigned a frm number by the chairman f the Plicy Cmmittee t be printed in the upper left crner f each frm. The wrds New r Rev preceding the (mnth/year) date f apprval shall fall immediate belw the frm number. The issuance r revisin date shall be cnsidered the effective date f the frm. The chairman f the Plicy Cmmittee may request t create a cmmittee cnsisting f prcess wners t mdify and r imprve a selected frm. The cmmittee shall make recmmendatins cncerning the revisin f a frm t the Plicy Cmmittee Chairman. The Plicy Cmmittee Chairman shall be respnsible fr prviding infrmatin cncerning the prcess f a frm t the Fire Chief fr final apprval. When it is determined that the creatin f a new frm is needed r an existing frm needs t be deleted, the Chairman f the Plicy Cmmittee shall be ntified t start the apprpriate prcess.
Review f Guidelines by Prcess Owner At Least nce within the calendar year, the Chairman f the Plicy Cmmittee shall cnvene the plicy cmmittee fr the purpse f thrughly reviewing assigned guidelines and directives t ensure they accurately reflect peratinal prcedures currently being used by Stney Pint Fire Department. Once the guidelines have been reviewed all recmmendatins shall be frwarded t the Chairman f the Plicy Cmmittee fr review and pssible implementatin upn apprval f the Fire Chief. New r Revised Guidelines / Frms All Department Supervisrs charged with administrative duties requiring generatin f rules, regulatins r frms shall frward thrugh the chain f cmmand any needed guideline/frm changes r recmmendatins affecting their sectin t the Chairman f the Plicy Cmmittee. Any member wh discvers material that is n lnger current r has a discrepancy is encuraged t reprt such infrmatin via the chain f cmmand t the chairman f the Plicy Cmmittee. Prpsed changes f written guidelines r frms must be made in writing (In Memrandum frmat) and directed t the Chairman f the Plicy Cmmittee. The Chairman will evaluate the prpsal in cnsultatin with the Fire Chief and determine the apprpriate curse f actin, which may include the member making the request fr the changes t prvide all dcumentatin that will supprt the prpsed change(s). Additinally, the member shuld be prepared t discuss any prpsed change(s) t guidelines r frms during the scheduled fficer staff meetings. When it is determined that a new r revised written guideline/frm is needed, the Chairman f the Plicy Cmmittee can task the prcess wners with the respnsibility f assisting with research and develpment f a revisin r draft guideline r frm. Revised r draft guidelines / frms shall be returned t the Chairman f the Plicy Cmmittee fr review, editing, and r frmatting. The Chairman shall ensure that prpsed revisins r additins are reviewed by the Fire Chief and thers deemed apprpriate. Prepare the Guideline change in final frm and submit t the Fire Chief and Bard f Directrs fr final apprval. Prepare necessary dcuments fr psting t department Intranet frms and plicy site.
When a change f Guidelines must be made withut delay, the Fire Chief shall issue a memrandum changing the Guideline immediately. Each member shall fllw such memrandum even when it cnflicts with existing guidelines. The memrandum will remain in effect until the Fire Chief revkes it r the apprpriate guideline is changed in accrdance with the memrandum. The Chairman f the Plicy Cmmittee is respnsible fr indexing, distributin and/r purging f all written guidelines. III. Distributin f Written Guidelines Each member f the Stney Pint Fire Department shall have access t a department Standard Operating Guidelines Manual r the Department s Intranet site. Each revisin r new guideline will be accmpanied by updated instructins as an rder issued and signed by the Fire Chief. Each member will be required t acknwledge that he/she has received the new r revised guideline by signing and dating the Disseminatin f Guidelines frm (frm 1A.001) with the understanding that they are accepting respnsibility fr reviewing the cntent within plicy. IV. Other Crrespndence In rder t facilitate effective, efficient cmmunicatins and infrm members f specific crrespndence related t training issues, law changes, r ther pertinent infrmatin, the fllwing frms f cmmunicatin may be utilized: CAD, E Mail, Mbile Data Cmputer (MDC), memrandum, Statin newsletter, Intranet, etc.
