CITY OF WINTR PARK COMMUNITY RDVLOPMNT ADVISORY BOARD Regular Meeting June 22, 2017 12:00 pm Chapman Room MINUTS Chairman Javier Omana called the meeting to order at 12:03 pm BOARD MMBRS PRSNT: Javier Omana, Teri Gagliano, Jeff Stephens, Alex Trauger, Lambrine Macejewski, and Woody Woodall. BOARD MMBRS ABSNT: Tom Hiles STAFF MMBRS PRSNT: Kyle Dudgeon, Laura Neudorffer, Lindsey Hayes, Dori Stone at 12:18 p.m. ADMINISTRATIV ITMS: Item A: Approval of the 05-23-2017 Meeting minutes Motion made by Alex Trauger, seconded by Jeff Stephens, to approve the 05-23-17 minutes. Motion passed 6-0. ACTION ITMS: INFORMATIONAL ITMS: A. Strategic Plan Updates Staff provided a brief update of the items including upcoming Agency meetings tentatively scheduled for August 28 th to review previous discussion items followed by a September 11 th meeting to approve the budget. The Board was also provided with a table of the project updates in their agenda packets. Staff provided a review of the parking summit meetings and the perception of the project. Feedback on the project is very important and staff would like to receive more feedback from the second floor businesses in the downtown moving forward. Board inquired if there have been any intercept surveys conducted to include visitors and employees visiting the area. Updates on the Orange Avenue Corridor Planning, 1111 W. Fairbanks property, Denning Drive, and New York Avenue were all provided to the Board. Safety concerns regarding the intersection at New York and Lyman Avenues was briefly discussed as board members do not feel everyone adheres to the 4-way stop signs. The intersection has been a concern in the past as well. Board members also requested clarification on the materials being used in the upgrade to the intersection. NW BUSINSS ITMS: Item A: Upcoming CRA Agency meetings August 28, 2017 to review previous discussion items. September 11, 2017 to review and approve the budget. July 27, 2017 Subject: Item 2A Railroad Crossing Minnesota Ave motion recommendation Motion to approve $20,000 as a contribution to the Minnesota Avenue railroad crossing improvement is requested. background Located at the corner of Minnesota and Barnum Avenue, the project scope levels the railroad crossing at Minnesota Avenue with upgraded materials as to provide a higher level of service to the city s transportation network. There is a desire to upgrade the improvement to a reinforced concrete similar to the Morse and Pennsylvania locations. F.S. 163 describes faulty street layouts as a condition of blight. Therefore, improving the intersection meets the mission of the CRA. The plan further discusses the need to improve gateway areas in near Orange Avenue. In January 2016, the board made a similar investment at the intersection of New York and New ngland Avenue repaving the road as part of the New York Avenue improvement concept. Total cost of the project is estimated at $75,000. The CRA s role would be to close the gap on funding this project by providing a financial contribution. Useful life of the improvement is estimated to be at least 50 years. Project is expected to be executed the weekend of July 28 th. The intersection will be closed through Monday, July 31 st and possibly part of Tuesday. alternatives other considerations fiscal impact

July 27, 2017 Subject: Item 3A Martin Luther King Jr. Park discussion motion recommendation N/A background As part of the FY2015-2016 budget, the Agency directed staff to financially contribute to an update to the Martin Luther King (MLK) Park Master Plan. Since that time, staff has engaged with the board and the Agency on a strategic planning exercise designed to prioritize large scale capital projects throughout the life of the CRA ending in 2027. Part of the discussion with the board has been the CRA s involvement and potential contribution to upgrading MLK Park. Highlighted in the CRA Plan, it call for the board to consider showcasing Lake Island Park. Over the past months, the master plan update has been underway combining discussions, focus groups, and landscape planning principles. This informational item provides for the city s consultant on this project, GAI, to discuss proposed updates with the board to provide greater clarity on its strategic planning exercise. alternatives other considerations fiscal impact
