BACKGROUND Sund Transit s Transit System Access Prgram (Adpted 2018 Transit Imprvement Plan, page 65) enables the agency t invest in additinal nn-mtrized, transit, and pick-up/drp-ff access imprvements at and arund Sund Transit passenger facilities, in partnership with hst jurisdictins and perating partners. This actin will prvide cnsultant supprt required t cmplete the System Access Strategic Plan, establishing a strategic plan fr the system access prgram and baseline access data frm existing Sund Transit facilities. The strategic plan will develp, cnslidate, and integrate Sund Transit s passenger facility access plicies, strategies, and guidance in ne cmprehensive dcument addressing all mdes f passenger access and intermdal cnnectin including, but nt limited t:
pedestrian, bicycle, public and private transit, ADA/paratransit, private and fr-hire vehicle pickup/drp-ff and autmbile parking. The dcument will be used t cmmunicate infrmatin t facility designers, peratins and maintenance staff, partner agencies, permitting authrities, lcal jurisdictins riders, and the public. Envirnmental review fr prjects that riginate under the strategic plan and/r are funded thrugh the Transit System Access Prgram will each individually g thrugh an envirnmental review prcess, nce the prjects are identified and defined. PROCUREMENT INFORMATION Prir t issuing the slicitatin fr these services, Sund Transit cnsidered the prject scpe, the determining factrs fr cntract award, and the need fr prpsal discussins and revisins, and determined that a Request fr Prpsal prcurement methd was the mst advantageus. Sund Transit advertised Request fr Prpsals N. RTA/RP 0038-18 n March 15, 2018. Five firms submitted a prpsal, and the prpsals were evaluated based n the advertised evaluatin criteria including price, knwledge and experience f key individuals, firm experience and histry, capacity and prject rganizatin, innvatin and creativity, cmmitment and cmpliance with EEO law, and utreach effrts and cmmitment t small business and DBE s. The fur highest ranked firms were selected t enter int negtiatins. Revised prpsals were evaluated based n the same advertised evaluatin criteria, and Nelsn/Nygaard Cnsulting Assciates, Inc. was identified as the tp ranked firm. Sund Transit recmmends award f this cntract based upn the determinatin that Nelsn/Nygaard Cnsulting Assciates, Inc. s negtiated prpsal best meets the evaluatin criteria and ffers the best value, and this cntract award is in the best interest f the agency. FISCAL INFORMATION The authrized prject allcatin t date fr the Transit System Access Prgram is $142,139,000. Within that amunt $2,000,000 has been allcated t the preliminary engineering phase. This prpsed actin wuld cmmit $1,487,728 t this line item, leaving a remaining uncmmitted budget balance f $512,272.
