A RESOLUTION related to the purchase of materials, supplies or equipment, and the furnishing of services; authorizing the appropriate City officials to enter into contracts and, where specified, waiving competitive bidding requirements, authorizing sales of surplus property, or increasing or extending existing agreements. City of Tacoma EXHIBIT "Au RESOLUTION NO.: ITEM NO.: Environmental Services Department MEETING DATE: FEBRUARY. 0 DATE: TO: SUBJECT: January, 0 Board of Contracts and Awards Tacoma Asphalt Plant RAPIRAS Retrofit Equipment Budgeted from ES Solid Waste Fund 00 Request for Proposals Specification No. ES-0F RECOMMENDATION: The Environmental Services Department recommends a contract be awarded to Asphalt Equipment & Service Co., Auburn, WA, for supply of equipment which would enable the City's Asphalt Plant to incorporate recycled asphalt pavement (RAP) and recycled asphalt shingles (RAS) into the asphalt mix. The contract amount reflects a total award of $,., including sales tax. EXPLANATION: The City currently does not have the ability to recycle asphalt pavement or asphalt shingles that are removed and replaced every year by Public Works Street Operations and City property owners and contractors. Significant amounts of this material are either being landfilled or transported longer distances for recycling than would be necessary if the City had the capability of using this material internally. Recycling this material will reduce greenhouse gas emissions and help to create new markets for these materials. COMPETITIVE SOLICITATION: Request for Proposals Specification No. ES-0F was opened January, 0. Ten companies were invited to bid in addition to advertising the project in the Seattle Daily Journal of Commerce and the Tacoma Daily Index. One submittal was received. Location (city and state) Auburn, WA Select Rank or Score SUSTAINABILITY FACTORS: The evaluation criteria included sustainability factors including evaluation of life cycle operation costs and energy usage. The proposer provided estimates for energy usage and operation and maintenance costs to meet this requirement. Recycling asphalt pavement and asphalt shingles with this equipment will save the City money, reduce greenhouse gas emissions, and help to create new markets for these materials. Interim Environmental Services Director Council Action Memo - Purchase Resolution - February, 0 Asphalt Plant RAP/RAS Retrofit Equipment January, 0 The Environmental Services Department is requesting the City Council award a contract to Asphalt Equipment & Service Co., of Auburn, WA, for supply of equipment which would enable the City's Asphalt Plant to incorporate recycled asphalt pavement and recycled asphalt shingles into the asphalt mix. The contract amount reflects a total award of $,., including sales tax. Background The Environmental Services Department has identified an opportunity to recycle asphalt pavement grindings and waste asphalt roofing shingles by purchasing equipment for the Asphalt Plant which will allow for the incorporation of these materials. The reuse of the recycled asphalt pavement (RAP) and recycled asphalt shingles (RAS) will reduce the amount of binder and aggregate purchased for production for the Street Operations Division as well as divert asphalt pavement grinding and asphalt shingle materials from being landfilled, thereby avoiding disposal costs. The Environmental Services Department's Science and Engineering Division issued a bid for the equipment required to retrofit the Asphalt Plant. A separate contract for the installation of the equipment will be designed around the selected equipment and bid separately. Prior Council Action The City Council formally accepted a grant from the Washington State Department of Ecology on November, 0 through Resolution No.. The portion of the grant award that may be applied to this project is $,00, with a City match of $,00. Funding The budget for this project is $0,000 including $,00 which will be provided from the Washington State Department of Ecology grant. The remaining funds are budgeted from the ES Solid Waste Fund 00. This project is budgeted in this fund because the implementation of the recycling of RAP and RAS materials at the Asphalt Plant will result in the diversion of waste materials from being landfilled. Reason for Project The City currently does not have the ability to recycle asphalt pavement or asphalt shingles that are removed and replaced every year by Public Works Street Operations and City property owners and contractors. Significant amounts of this material are either being landfilled or transported longer distances for recycling than would be necessary if the City had the capability of using this material intemally. Additionally, the Washington State Department of Transportation (WSDOT) is working on finalizing a General Special Provision for piloting the use of RAS and high RAP, above 0%, in hot mix asphalt pavements on state roads. WSDOT has been working with the Washington Asphalt Pavement Association (WAPA) to develop the special provision; the paving industry is very interested in advancing the use of these recycled materials in the state. 0
