Component 1 (Sustainable Fisheries) 1. A Fisheries Management Plan is complete and has been approved by Cabinet. 2. Clarification of roles and responsiblities between the Ministry of Fisheries and Aquaculture Development and the Fisheries Commission have been outlined and approved by the Minister. 3. The Ministry is linking up the registry of canoe with other incentive schemes such as Insurance and Pension which is considered a good practice to increase the adoption rate of the registry and embossement. 4. The MOFAD has requested to reduce the number of co-management sites supported by the project from 12 to 2. This activity has not started yet. 5. The TOR to support small scale aquaculture development and women from the National fish processors/traders association are under preparation. Component 2 (Reduce Illegal Fishing) The Vessel Monitoring System is being expanded from Tema to the Navy. In addition, a contract has been signed for the delivery of an AIS system which allows one to see all boats, regardless of whether or not they have a VMS transponder. At Sea fisheries Enforcement patrol have been ongoing regularly. Through the efforts of this component, the yellow card given to Ghana by the EU has been lifted and exports resumed. The Bank has requested MOFAD to prepare a plan to support surveillance activity without project support in order to prepare for the end of the project. Component 3 (Value addition) The Landing Site Designs and safeguard documents are being prepared. The project has to submit safeguard documents that comply with Bank's policy. Upon submission of both designs and safeguard documents, an informed decision will be taken on the feasibility of finalizing construction of landing sites within the time remaining before closure (22 months) Manuals for training veterinary technicians/doctors in testing, certifying and monitoring fish health have been prepared and approved. Laboratory facilities & equipment for fish health, safety monitoring and certification are being procured. National fish processors/traders association organization (NAFPTA) has been launched and a membership drive is underway. Needs assessment has been conducted. Component 4 (Aquaculture) Aquaculture Code of Conduct and Guidelines have been prepared and has been published. The zoning consulting work is on going. Page 2 of 10
