The in-depth discussion between the client and the Bank team have reached agreement that restructuring is needed not only because of the $10 million budget cut, but also because of the changing social-economic context of the project, the slow implementation, and the establishment of the new Ministry of Fisheries and Aquaculture Development (MOFAD). The MTR has confirmed the continued high relevance of the project and its PDO. However, the design was over-ambitious vis a vis the available implementation capacity, and it underestimated the socio-economic barriers to realize some of the policy goals, particularly regarding licensing for the canoe sector in which a more gradual progress seems required. The following is a summary of the project progress since the MTR in January. Component 1 (Governance) 1. Registration of all marine vessels is complete and embossment of marine canoes is 90% complete. 2. Guidelines for vessels registration and licensing have been finalized and are ready for publishing in July 2015. 3. Revolving fund: A Transitioning Technical Committee has been established to coordinate the development and implementation of the alternative livelihoods program, which is hosted in the MOFAD. Small scale Aquaculture business ventures are being developed to benefit from the credit scheme. 4. Communication plan has been developed and the community sensitization is on the way; Fishery community network has been established to provide a platform for communication; So far, 120 officers have been trained on how to carry out community champion; website of MOFAD (www.mofad.gov.gh) and WARFP (www.warfp.gov.gh) have been set up and information is updated. Component 2 (Reduce Illegal Fishing) 30 fisheries Observers have been recruited and trained and are ready to be deployed. Inland and at-sea fisheries Enforcement patrol have been ongoing regularly. The National Plan of Action for IUU deterrence is going through consultations Component 3 (Value addition) The Landing Site Development Plans have been completed and stakeholder consultations and sensitization have been carried out. Manuals for training veterinary technicians/doctors in testing, certifying and monitoring fish health have been prepared and approved. Laboratory facilities & equipment for fish health, safety monitoring and certification have been procured. National fish processors/traders association organization (NAFPTA) has been launched and is functional now. Needs assessment has been conducted and management systems are being designed. Component 4 (Aquaculture) Aquaculture Code of Conduct and Guidelines have been prepared and ready for publishing. The zoning consulting work is ongoing and will conduct consultation soon.
