Sir, I am directed to say that recurring central assistance under Mid Day Meal Scheme is released in two installments in the ratio of 60:40 on the basis of State Government's Annual Work Plan & Budget 2014-15 duly approved by the Programme Approval Board-Mid Day Meal (PAB- MDM) headed by Secretary, Department of School Education & Literacy. The meetings of PAB- MOM were convened from February to April, 2014 to appraise/approve the State Governments AWP&B-20 14-15. In order to enable the States/UTs to implement the scheme uninterruptedly, the first installment is released in two parts i.e. ad-hoc release of recurring Central Assistance @ 25% and balance 35% on receipt of information on the unspent balance from previous year's releases as well as food grain. 2. Accordingly, ad-hoc recurring Central Assistance of~ 814.39 Lakh (Rupees Eight Crore Fourteen Lakh and Thirty Nine Thousand Only) was released vide letter of even number dated 29.04.2014. In the meanwhile, the State's AWP&B-2014 IS has also been approved by PAB- MDM, The quantification of Centra! Assistance (both recurring as well as noll-recurring) for 2014-15 has already been approved in the III inutes of PAB-MOM which have since been circulated. 3. Now the Govt. of Arunachal Pradesh has info!1l1ed vide letter No. EED-9/MDM/I04/ 2010-11 dated 10.09.2014 that it had lilispent balance of ~ 22.07 lakh available with it as on 01.04.2014. The balance 35% of recurring Central Assistance from the first installment i.e. t 1187.80 Lakh (Rupees Eleven Crore Eighty Seven Lakh and Eighty Thousand Only) has become due for release as recurring Central Assistance to Govt. of Arunachal Pradesh under MOM Scheme. After re-appropriation from 2552 (Major Head) - 00 - Grants for State Plan Schemes (Sub-Major Head), 796 -Tribal Area Sub Plan, 35 Elementary Education - other expenditure, 02 - National Programme of Mid Day Meals in Schools, 35.02.31 -Gram-in-Aid for 2014-15 (Pian). 5. Accordingly, I am directed to convcy the sanction of the President of India to release of t 10.69 Lakh (Rupees Ten Lakh and Sixty Nine Thousand only) to Govt. of Arunachal Pradesh as recurring Central Assishlllcc under National Programme of Mid Day Meal in Schools for the year 20 14-15. 6. Tbe expenditure or~ 10.69 Lakh (Rupees Ten Lakh and Sixty Nine Thousand only) will be debited to Demand No. 59- Department of School Education & Literacy, 360 I - Grantsin~Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 789 Special Component Plan fol' Scheduled Castes, 57 - Elementary Education- National Programme of Mid Day Meals in Schools, 57.01 - Assistance to States (Amount to be met from Gross Budgetary Support), 57.01.31 - Grants-in~ aid for 2014-15 (Plan). After reappropriation from 2552 North Eastern Areas (Major Head) - 00 - Grants for Scate Plan Schemes (Sub-Major I-lead), 789 - Special Component Plan for Scheduled Castes, 28 - Elementary Education - other expenditure 02 -National Programnnle of Mid Day Meals in Schools (sub-head), 28.02.31 -Grams-in-Aid General for 2014~ 15 (Plan). 7. The State Finance Department. must release Centra! Assistance along with the minimum mandatory matching State share to the Education Department or the nodal department for implementation of Mid Day Meal Scheme (MOMS) immediately. The Education Department or the nodal department for MDMS must release the Central Assistance along with State Government's mandatory matching contribution to the schools/implementing agencies within a week. 8. The above grant is subject to the following conditions: - [A] Cost of food grains: (i) District administration will ensure that every consuming unit maintains a buffer stock of food grains required for a month to avoid disruption due to unforeseen (ii) exlgencles. The BPL rate for the Rice and Wheat supplied by Food Corporation oflndia (FCl) under Mid Day Meal Scheme is ~ 5650/- per MTs and ~ 4150/- per MTs respectively. District administration will ensure the payment of the bills raised by FCI within 20 days of' the submission of bills as per the guidelines issued by this Department vide letter No.1~J5/2009-Desk(MDM) dated 10.2.2011. The taxes if any levied by the State/UT would be borne by the Gov1. of India. (iii) State Governmenl wi]] nominate an officer who will be responsible for receiving the bills submitted by FCI and ensuring payment to it in time. FCI will intimate its account number and mode ofreceiving of payment to the nodal officer, who should be made responsible for transferring money/depositing cheque in that account. (iv) All other provisions made in the above guidelines issued should be strictly complid. (v) The Statcs/UTs may evolve a system for on-line payment to FCI to avoid delay. (vi) The Information on molllh-v\.'ise payment to FC! may be made available to this Department on regular basis in the format of Monthly Progress Report (MPR). (BI Cooking Cost: (i) StaLe/UT's norm or expenditure towards cooking cost shall under no circumstances be f"ixed at a level less than ~ 3.34 upto 30th June, 2014 and ~ 3.59 from 1st July. 2014 onwards and per child per school day for primary stage and ~ 5.00 upto 30th June. 2014 and ~ 5.38 from ISl July, 2014 onwards per child per school day for upper primary stage and NCLP schools. (ii) State Government should release looli, minimum mandatory State Share of cooking cost simultaneously. (iii) StatesiUTs will 1101 reduce its own budgetary allocation for cooked Mid-Day Meal Programme below the level of BE: 2005-06. (iv) As stipulated in the MOM Guidelines, 2006 [para 3.30v)], States/UTs shall ensure that a minimum of one-month's requirement of cooking cost is available in each school as advance through-oul 2014-15. (v) The StaleslUTs may evolve online transfer of funds to schoolsl implementing agenctes. (C] Transportation Cost: (i) Earlier the Grant of Central Assistance towards transportation cost was based on flat rate or~ 750/- per MT for State/UT and ~ 1250/- per MT for North Eastern Region States & Himachal Pradesh, J & K and Uttarakhand as a whole or actual expenditure whichever is less. It was decided that the admissibility of transportation assistance for I I Special Category States shall be revised to the rate prevalent under the Public Distribution System CPDS) in these States in place of the earlier assistance at a flat rate of ~ 125/- per quintal vide order No. 1-1/2009-Desk(MDM) dated 24. 11.2009 effective from I. I 2.2009. The utilisation of this grant should be commensurate with the actual quantity of food grains lifted and transported under the Scheme. Requirement of Transportation cost may vary from district to district within State/UT depending upon the topography and distance to be transported. States/UTs may therefore, reallocate this grant amongst the districts as per the requirement and as per State/UT norms. [DI Honorarium to Cooks-cum-Helpers (i) State Govt. may also release ~ 100/- per cook-cum-helper as Stale's share without any delay so that ~ 1000/- per month is paid to cook-cum-helper on consolidated basis. (ii) State Govt. may give priority to weaker section of tile society like women, SC/ST, OBC, Minorities in engaging the cook-cum-helper. The cook-culll~helper should be engaged purely on temporary basis. Central Oovt.,(iii) will not bear any past service liability in respect of cook-cum-helper. (iv) Separate accounl will be maintained by the Slate Government for the Central assistance being released under each category (Primary and Upper Primary) separately to meet the payment of cook-cum-helpers under the Scheme. 4 ;...

Monitoring and Evaluation (MME) i.e. 1.8% of total recurring Celltnli Assistance I.e. {al Cost of foodgrains, (b) cooking cost, (e) transport assistance & (d) hononll"iull1 to cook-cul11-helpers as per the guidelines issued by this Ministry's letter No. 1-IS/2009-0esk (ivlom). dated 21.6.20 IO. (F) GENERAL The grant shall be subject to the following conditions: (i) It shall be utilized only for undertaking activities proposed in the Annual Work Plan & Budget for the year 2014-15 and as approved by the Programme Approval Board (PAB-MOM), and by the Government of India on the basic norms of expcnditui"c. (ii) The assets, if any, acquired vvholly or substantially out of this grant, should not, without the prior sanction of the Government of Jndia, be disposed of, encumbered or utilized for purposes other than those for which the grant has been sanctioned. (iii) The grantee shall maintain a separate and proper account of the expenditure incurred out of the grant and the accounts so maintained shall be open to audit by the Comptroller & Audilor General of India for any authority deputed by him for the purpose as per rules. (iv) The State Government shall contribute and release their minimum mandatory share simultaneously to implementing agencies. (v) The grantee shall furnish this Department with item-wise statement of expenditure 011 a quarterly basis and other reports on physical and financial progress in approved formats. The grantee will also submit annual progress within one month from the close of the financial year. The unspent balance, if any shall be taken into account before funds or subsequent years are released. (vi) The grantee shall follow strictly all the instructions issued by the Govt. of India from time to time with regard to the implementation of the Scheme and the funds earmarked for Special Component Plan for Scheduled Castes and Scheduled Tribes Sub Plan. Therefore, the funds are required to be further bifurcated into these minor budget heads i.e. for SCs and STs. 9. It is certified that the pattcrn of assistance under the Scheme has the prior approval of Ministry offinancc. It is also certified that the grant is being released in conformity with rules and principles of the Scheme. 10. The utilization certificate of this grant may be submitted to Govt. of India within three months of the next financial year. 11. The accounts of the grantee shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act 1971 and Internal Audit by the Principal Accounts Office of the Ministry of Human Resource Development, Department or School Education and Literacy, whenever the grantee is called upon to do so. 5.. ~,.,~,..-.",._-----'"...

The amount oj'grant-in-aid is tinally adjustable In the books of Principal Accounts Officer, Ministry of HRD, Department of' School Education & Literacy, D- \Ving, Ground Floor, Shastri Bhawan, New Delhi-I 10 115. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Gank of India (Central Accounts Section), Nagpur for affording credit to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant General and Finance Department of the State Government along with a copy to undersigned in the Department of School Education & Literacy. Grantee is located in Arunachal Pradesh circle of account. 14. This issues \,,. itl1the concurrence of Integrated Finance Division vide their Dy.
