uvodnik Prof. dr Veroljub Dugalić Generalni sekretar Udruženje banaka Srbije ubs@ubs-asb.com DO LIČNOG IZVEŠTAJA - INTERNETOM Mnogi od nas su bar jednom, a neki i više puta, povlačili Lični izveštaj iz Kreditnog biroa kako bi kontrolisali, potvrdili ili proverili svoje finansijske obaveze ili, pak, uložili reklamaciju na određeni podatak. Verovatno je ovo najpoznatiji izveštaj koga, pored niza drugih, dostavlja Kreditni biro zahvaljujući svojoj preciznoj i sveobuhvatnoj bazi podataka. Lični izveštaj po podacima Kreditnog biroa Udruženja banaka Srbije služi samo za potrebu ličnog uvida u podatke koje su dostavile članice Kreditnog biroa i sadrži određene informacije: 1. obaveze po kreditima (korišćenje kredita, docnja po kreditima i dato jemstvo - docnja jemstva i otkazano jemstvo); 2. tekući račun (korišćenje i sporna potraživanja); 3. platne kartice (debitne - korišćenje i sporna potraživanja, kreditne kartice - korišćenje i docnja); 4. lizing ugovori (korišćenje i docnja) kao i 5. izveštaji za poslednjih 12 meseci koje su banke tražile od Kreditnog biroa za to lice radi pružanja određene usluge (dobijanje kredita ili lizinga, osiguranje kredita, izdavanje platne ili kreditne kartice, otvaranje tekućeg računa). Do sada se zahtev za Lični izveštaj mogao podneti u banci, kada zainteresovano lice, nakon identifikacije, potpisuje saglasnost za preuzimanje izveštaja i plaća traženu uslugu. Banka njegov zahtev elektronski dostavlja Kreditnom birou, koji licu dostavlja Lični izveštaj na način za koji se opredelilo: faksom, mejlom ili poštom. Lični izveštaj se mogao 4bankarstvo 1 2012

editorial Prof Veroljub Dugalić PhD Secretary General Association of Serbian Banks ubs@ubs-asb.com 5bankarstvo 1 2012 Many of us have at least once - and some of us more than once - withdrawn a Personal Report of the ASB Credit Bureau, in order to control, confirm or check our financial liabilities, or, perhaps, file a complaint concerning a certain piece of data. This is probably the best-known report provided, alongside many others, by the Credit Bureau thanks to its accurate and comprehensive database. Personal Report composed on the basis of data held by the Association of Serbian Banks Credit Bureau is used only for the purpose of personal insight into the data submitted by the Credit Bureau s members, and it contains the following information: 1. liabilities in respect of loans (loan usage, loan default and relevant guarantees - default per guarantee and cancellation of guarantee); 2. current account (usage and disputable claims); 3. payment cards (debit cards - usage and disputable claims, credit cards - usage and default); 4. leasing contracts (usage and default), and 5. reports withdrawn in the past 12 months by the banks from the Credit Bureau regarding the concerned person, with a view to providing a certain service (issuing of a loan or a leasing contract, loan insurance, issuing of a payment or credit card, opening of a current account). Until now, it has been possible to file a request for a Personal Report in a bank, when the interested party, upon identification, would sign the consent for report withdrawal and pay GET A PERSONAL REPORT - VIA INTERNET

preuzeti i u Kreditnom birou, za samo nekoliko minuta, uz indentifikaciju ličnom kartom i plaćanjem usluge. Svi ovi načini povlačenja Ličnog izveštaja biće i dalje u funkciji, ali će se korisnicima uskoro ponuditi još jedan, mnogo komforniji način. Zainteresovanima će biti ponuđen uvid u sopstveni Lični izveštaj internetom sa bilo kog mesta pomoću kompjutera, ali uz mikročitač, ličnu kartu i elektronsko plaćanje karticom preko banke. Potrebno je naglasiti da je identifikacija fizičkih lica bez neposrednog kontakta i uvida u lična dokumenta moguća samo ako je lična karta nova, sa kvalifikovanim sertifikatom. Ovaj način povlačenja Ličnog izveštaja uz korišćenje lične karte sa kvalifikovanim sertifikatom, naročito će odgovarati bolesnim osobama i licima sa invaliditetom koja koriste kompjuter. Pomenuti postupak otvara mogućnosti daljeg unapređenja bankarskog poslovanja sa tim licima, jer bi elektronski mogli da potpisuju naloge, zahteve za kredit, ugovore i slično. Putem veb portala Kreditnog biroa (www.kreditnibiro.com) ili Udruženja banaka Srbije (www.ubs-asb.com) registrovanim korisnicima biće omogućeno dobijanje Ličnog izveštaja sa podacima koje o njima vode pružaoci usluga - članice KB (banke, banke u stečaju i likvidaciji, lizing kompanije, državni fondovi i agencije koje se bave kreditiranjem). Lica koja ne poseduju ličnu kartu sa kvalifikovanim sertifikatom mogu takođe postati registrovani korisnici ovih usluga Kreditnog biroa, ali je neophodno da ih na postojeći način identifikuju šalterski radnici u bankama ili u Kreditnom birou, da potpišu zahtev za registraciju sa potrebnim ličnim podacima, koje će šalterski radnik uneti u aplikaciju KB. Nakon sticanja statusa registrovanog korisnika, lice može zahtevati lični izveštaj sa svog kompjutera koji će mu nakon potrebnih provera biti dostavljen kako je stranka navela prilikom registracije i identifikacije. Kreditni biro će, kao i do sada, u potpunosti poštovati odredbe Zakona o zaštiti podataka o ličnosti. Naime, podatke o obavezama mogu preuzeti pružaoci usluga samo na osnovu potpisane saglasnosti lica na koje se podaci odnose, a omogućeno je i pravo uvida u podatke koji se o njima vode u bazama Kreditnog biroa. Novim načinom preuzimanja Ličnog izveštaja identifikacija i potpis se obavljaju elektronskim putem. Početak korišćenja lične karte sa kvalifikovanim sertifikatom za dobijanje Ličnog izveštaja otvara nove mogućnosti dogradnje sistema Kreditnog biroa i rada bankarskog sektora sa klijentima i na tome će Udruženje banaka posebno biti angažovano. Iako je broj ličnih karata sa kvalifikovanim sertifikatom još uvek mali, Kreditni biro će i dalje razvijati najnovija tehnička i tehnološka rešenja. U korišćenju kvalifikovanog sertifikata na ličnoj karti za dobijanje Ličnog izveštaja preko interneta smo među prvima, ako ne i prva institucija koja će to primenjivati i prihvatati 6bankarstvo 1 2012

The bank would then electronically submit this request to the Credit Bureau, which in turn submits the Personal Report to the interested party in the previously designated manner: by fax, by e-mail or by post. It has also been possible to withdraw a Personal Report at the Credit Bureau itself, within no more than several minutes, upon identification by means of a personal ID card and upon payment for the service. All the above ways of withdrawing a Personal Report will still be available to the clients, but they will soon be offered another, much more comfortable option. The interested parties will have at their disposal the possibility to gain insight into their own Personal Report via the Internet, from any location, the only preconditions being a micro-reader, a personal ID card and electronic payment via their card through the bank. It has to be underlined that the identification of natural persons without direct contact and insight into personal documents is possible only if the ID card belongs to the new generation of cards, containing the qualified certificate. This manner of withdrawing a Personal Report by using an ID card with the qualified certificate will in particular be suitable for ill or disabled persons having access to a computer. The mentioned procedure opens up a possibility for further promotion of banking business with such persons, given that they would be able to electronically sign orders, loan requests, contracts, etc. By means of the Credit Bureau s web portal (www.kreditnibiro.com) or the Association of Serbian Banks website (www.ubs-asb.com), the registered users will be enabled to obtain a Personal Report with the data about them held by the service providers - members of the ASB Credit Bureau (banks, bankrupt or liquidated banks, leasing companies, government funds and agencies extending loans). The persons which do not own a personal ID card with the qualified certificate may also become registered users of this Credit Bureau s service, but it is necessary for them to be previously identified in the prescribed manner by the bank tellers or Credit Bureau employees, upon which they sign a registration request containing the requested personal data, to be entered by the bank teller into the relevant CB application. Upon gaining the status of registered users, the persons may request a personal report from their computer, which will be submitted accordingly, after the necessary checks, in the manner designated by themselves during the registration and identification process. As before, the Credit Bureau, will continue to fully respect the provisions of the Law on Personal Data Protection. Namely, the data on liabilities may be withdrawn by service providers only upon the written consent of the concerned person, with the clients always having the right to gain insight into the data held about them in the Credit Bureau s databases. Within the new manner of withdrawing Personal Reports, identification and signatures are conducted electronically. The commencement of using personal ID cards with qualified certificates for the purpose of withdrawing Personal Reports generates new possibilities for the upgrading of the Credit Bureau s system, as well as for the retail operations in the banking sector, which is something that the Association of Serbian Banks Kreditni biro Credit Bureau will be particularly engaged upon in the future.

U narednom periodu dogradiće se sistem KB kako bi registrovani korisnik mogao samostalno da uloži reklamaciju na podatke iz Ličnog izveštaja, koja bi potom bila dostavljena pružaocima usluga na obradu, uz prihvatanje ili odbijanje, jer samo banka ili drugi pružalac usluga ima mogućnost i obavezu da podatak ažurira ili ispravi, ukoliko je pogrešan. Ovaj sistem je moguće primeniti i kod preduzetnika i pravnih lica identifikacijom njihovih zakonskih zastupnika, uz istovremenu proveru kod Agencije za privredne registre. Velike mogućnosti snažne informatičke i stručne podrške u Kreditnom birou, po organizovanju jednom od najsavremenijih u svetu (po oceni Svetske banke i OECD), obećavaju još mnogo novih kvalitetnih usluga. Sve ovo potkrepljuje naše uverenje da će Kreditnom birou i ubuduće stizati priznanja i pohvale kao i tokom ovih prvih osam godina njegovog rada, jer je 18. februara 2004. godine potpisan Ugovor sa bankama o njegovom osnivanju. To iziskuje velike radne, stručne i materijalne napore, ali jednom dostignuta izuzetnost trajno obavezuje. Glavni i odgovorni urednik dr Veroljub Dugalić 8bankarstvo 1 2012

Although the volume of issued personal ID cards with the qualified certificate is still low, the Credit Bureau will continue to develop the most advance technical and technological solutions. We are among the first, if not the first institution to use ID cards with qualified certificates for the purpose of obtaining a Personal Report via the Internet, and to accept this as an electronic signature. Out ambitions, however, are larger than that, hence the number of services based on using ID cards with qualified certificates is bound to increase in the future. In the forthcoming period the CB system will be upgraded in order for the registered users to be able to independently file a complaint in respect of the data contained in the Personal Report, which would then be submitted to service providers for further processing, with potential acceptance or rejection as alternatives, given that only a bank or another service provider have the possibility and the obligation to update or correct the concerned pieces of data, if they prove to have been incorrect. It is also possible to implement this system when it comes to entrepreneurs and legal entities, by means of identifying their legal representatives, accompanied by a simultaneous check up with the Business Registers Agency. The huge possibilities of the powerful, expert and IT support of the Credit Bureau - one of the most advanced credit bureaus in the world when it comes to its organization (according to the assessment of the World Bank and OECD) - guarantee many more new highquality services to come. All this is reinforced by our firm belief that the Credit Bureau will continue to receive recognitions and praises as was the case during its first eight years of operation, given that it was on February 18 th 2004 that the Contract about its establishment was signed with the banks. This calls for some extensive professional, expert and material efforts, but once achieved exquisiteness is an ever-lasting obligation. 9bankarstvo 1 2012
