T initiate and cmplete an annual wrk plan f prjects that will benefit the airprt industry as it relates marketing and cmmunicatin matters. T actively prvide the ACI-NA Bard f Directrs and ther ACI-NA cmmittees with input regarding marketing and/r media relatins n legislative and/r plicy matters as well as select initiatives. T assist ACI-NA in develping its annual Marketing and Cmmunicatins Cnference, JumpStart Air Service Develpment Prgram, and the bi-annual seminars fr Air Service, Custmer Service and Media Relatins. T assist ACI-NA with the annual Excellence in Airprt Marketing and Cmmunicatins Cntest. Cmmittee s Structure: The structure utlined in this participatin plan will be effective t rganize the ACI-NA Marketing and Cmmunicatins Cmmittee. The plan became effective when ratified by the 2011 Steering Grup and the ACI-NA Bard f Directrs. It was amended in January 2012 and in December 2014. The Cmmittee is cmpsed f individual airprt emplyees wh are actively invlved in prmting an airprt thrugh media relatins, air service develpment, custmer service and marketing. Individual emplyees f Wrld Business Partner/Assciate members wh are invlved in similar marketing activities are welcme t participate. The Steering Grup guides, shapes and implements the Cmmittee s activities. It cnsists f 23 vting members. The Cuncil f Past Chairs is cmpsed f frmer Steering Grup chairs wh n lnger serve n the Steering Grup. The grup prvides guidance t the Steering Grup and frms the nucleus f the ad hc Ted Bushelman Legacy Award fr Creativity and Excellence Nminatins Cmmittee. The Nminatins Cmmittee will slicit and review candidates fr the Steering Grup and present a slate f candidates t the Steering Grup. Wrking Grups are created by the Steering Grup t take n specific tasks. And, in turn, there may be a subcmmittee f a wrking grup t handle a specific prject. The Cmmittee currently has three Wrking Grups: Marketing and Air Service Develpment, Media Relatins, and Custmer Service and Aviatin Educatin. 1
Steering Grup Cmpsitin: There are 23 vting members f the Steering Grup. There is ne nn-vting liaisn member frm the ACI-NA Bard f Directrs. There is ne nn-vting liaisn member frm the ACI-NA Cmmissiners Cmmittee. An ACI-NA staff member serves as the Cmmittee Secretary, a nn-vting psitin. If the Hst Airprt fr the an upcming cnference under the jurisdictin f the Cmmittee r the Cmmittee s established wrking grups is nt already represented n the Steering Grup, the chair may appint a representative f that airprt t the Steering Grup as a nn-vting member t facilitate the planning f the event. This individual is encuraged t attend all meetings. Airprt Representatives: There are 20 airprt members as vting members. There are 15 frm U.S. airprts. There are 5 frm Canadian airprts. Diversity: There shall be gegraphic diversity n bth natinal delegatins. There shall be airprt size diversity n bth natinal delegatins. Of the 20 airprt members, there shall be a balanced mix f air service develpment, custmer service, marketing, and media relatins prfessinals. Assciate Membership: There shall be three individuals frm Wrld Business Partners/Assciate members t serve as vting members f the steering grup. Each f the three industry sectrs air service, custmer service and media relatins shuld be represented by an assciate member. Terms: Each term is fr ne calendar year January 1 t December 31. Term Limits Except where nted, each airprt member is limited t fur ne-year terms. Fr years tw, three and fur incumbent airprt members are nt required t stand fr re-electin by the whle Cmmittee. Instead, the Steering Grup s leadership will apprve these additinal years based n their participatin and invlvement. Minimum standards fr participatin and attendance: Attend tw f the fur n-site meetings each year. Participate in 50 percent f the scheduled telecnferences each year. Any member wh fails t meet these bligatins will be dismissed frm the Steering Grup by the chair. N ne airprt r firm will have mre than ne member n the Steering Grup. T ensure cntinuity f experience, there are staggered caps n maximum terms n the Steering Grup. Class 1 Maximum f three additinal ne-year terms. Class 1 is cmpsed f thse five current members in excess f 10 years n the Steering Grup. Class 2 Maximum f five additinal ne-year terms. Class 2 is cmpsed f thse five current members appinted in 2008 r earlier. Class 3 Maximum f six additinal ne-year terms. Class 3 is cmpsed f thse five current members appinted in 2009 r mre recently. Class 4 Maximum f fur years. Class 4 is cmpsed f thse members appinted after July 1, 2011. Upn the cmpletin f the current terms f incumbents utlined in Class 1, 2 and 3, new Steering Grup members in these classes will serve fur ne-year terms. Each new Steering Grup member (Class 4) may serve up t fur years, except: Time served as vice chair, chair r past chair is nt included as part f the fur ne-year terms. (Thus, a persn hlding a leadership psitin can serve seven years.) Assciate Members. The cntributin f assciate members is valued and t ensure cntinuity each current assciate member has als been assigned a Class dependent n their tenure. Custmer Service, Class 1; Marketing, Class 2; and Air Service, Class 3. If a Steering Grup member (airprt r assciate) changes jbs, cntinuatin n the Steering Grup is nt autmatic. The Steering Grup will determine if the individual in the new psitin cntinues t represent the same industry and gegraphic sectr as befre. Any Steering Grup member elected t fill a vacancy f a term is eligible t cmplete the remaining term and then serve the maximum fur terms f his/her wn. Officers: Chair The chair will serve a ne-year term. Qualificatins: At least three years n the Steering Grup; an airprt emplyee. Duties: Frmulate an annual wrk plan; crdinate cnference calls; present the wrk plan and prgress reprts t the entire Steering Grup and/r Cmmittee. Vice Chair The vice chair will serve a ne-year term and mve up t chair the fllwing year upn ratificatin by the full Cmmittee. Qualificatins: At least tw years n the Steering Grup; an airprt emplyee Duties: Assist the chair in leading the Cmmittee. The vice chair will becme the chair, if the chair resigns. The vice chair can then serve his/her wn full-term as chair. 3
Nminatin and Electin Prcedure: Each fall, the Nminatins Cmmittee shall be established and cmpsed f seven airprt representatives. It will chaired by the immediate past chair f the Steering Grup. Cmpsitin: past chair; chair; vice chair; each wrking grup chair (in the case f cchairs the Steering Grup chair will designate the Nminatins Cmmittee representative; and ne member f the Cuncil f Past Chairs designated by the current Steering Grup chair. The Nminatins Cmmittee will circulate t the full Cmmittee a request fr nminatins. In additin t basic bigraphic and career infrmatin, the nminatin frm will specifically include questins n previus Steering Grup tenure; wrking grup invlvement; airprt industry sectr; airprt size and reasns fr seeking a psitin n the Steering Grup. All candidates must btain frm their airprt directr permissin t participate n the Steering Grup and prvide t a signed letter t the Nminatins Cmmittee. The Nminatins Cmmittee will review all the nminatin frms and cmpse a slate f airprt and assciate candidates that reflects Steering Grup s desired diversity. The Nminatins Cmmittee will als nminate a chair and vice Chair fr the next term. If the candidate slicitatin prcess des nt attract enugh candidates t cmpse a balanced slate, the Nminatins Cmmittee can recruit individuals t achieve this balance. As the Nminatins Cmmittee cnsiders candidates fr the vice chair, it shuld be guided by tw principles: At least every fifth year, the chair psitin shall be held by a Canadian airprt representative. The vice chair elected in 2014 shall represent a Canadian airprt. The chair shall alternate between airprt representatives in the media relatins/marketing/custmer Service sectr and the air service develpment sectr. The Nminatins Cmmittee will present its prpsed slate fr the next term. The Steering Grup will review the prpsed slate and submit it t the full Cmmittee membership fr a vte. The Steering Grup will als submit the nminatins f the chair and vice Chair t the ACI- NA Bard f Directrs fr apprval as spelled ut in the bard bylaws. After the Steering Grup apprves the slate f candidates, an electin f fficers, airprt and assciate members fr the Steering Grup psitins will be held thrugh electrnic ballting pen t the full Cmmittee fr each psitin. Candidates fr the tw leadership psitins chair and vice chair will be listed and requiring a vte required fr each psitin. Each individual candidate fr airprt and assciate members will be listed and requiring a vte fr each psitin. Space n the ballt will be prvided fr write-in candidates fr all psitins. The final determinatin f the Steering Grup and fficers shall be made by majrity vte f thse Cmmittee members casting a ballt. The results shall be annunced by the current Steering Grup s December cnference call t enable a transitin in leadership. Vacancies: Vice Chair -- If the vice chair resigns during the year, the chair will select an interim vice chair fr the remainder f the term. 4
Airprt r assciate member If mre than six mnths f the term remains, the chair will call fr a special electin. Nminatins frm the full Cmmittee will be slicited. The Steering Grup will frward all candidates, which maintain the desired diversified balance, t the full Cmmittee n an electrnic ballt. The Steering Grup shuld attempt t hld this special electin within 30 days f the vacancy. Rle and Functin f Cuncil f Past Chairs In recgnitin fr their lng cntributin t the Steering Grup, frmer chairs, nce their service n the Steering Grup has cncluded, will be invited by the current chair t serve n the Cuncil f Past Chairs. There is n limit n the size f the Cuncil f Past Chairs. Eligibility Any frmer chair f the Steering Grup can be a member f Cuncil f Past Chairs prvided he/she is still actively emplyed by an airprt. The Steering Grup immediate past chair will serve as the chair f the Cuncil. The Cuncil can prvide advice t the current Steering Grup by Wrking with the Steering Grup chair n special prjects in supprt f the Cmmittee s annual wrk plan as apprpriate. Attending the Steering Grup meetings as nn-vting participants Invited at the Chair s discretin t participate in specific mnthly cnference calls t prvide updates n the Cuncil s activities. Assist in the selectin f the Bushelman Award. Each year, the chair will invite up t fur members f the Cuncil f Past Chairs t serve n an ad hc Bushelman nminating cmmittee. The thers n the ad hc Bushelman nminating cmmittee will be the chair, vicec and tw first-term Steering Grup members. The ad hc Bushelman nminating cmmittee will review the Bushelman nminatins frms and then by majrity vte recmmend t the Steering Grup the annual winner f the Bushelman Award. If a member f the Cuncil has been nminated fr the Bushelman Award, he r she will decline appintment t the ad hc Bushelman nminating cmmittee. Rle f Wrking Grup The Cmmittee s traditinal wrking grups have served as subcmmittees fr each industry sectr air service, custmer service and media relatins. Each wrking grup is charged with planning a biannual seminar. Due t the size f each wrking grup, smaller cmmittees are frmed n an ad hc basis t handle specific tasks. Leadership: At least ne member f the wrking grup s leadership team must be a member f the Steering Grup. A c-chair f a wrking grup can be an individual nt n the Steering Grup. An assciate member can serve as a wrking grup chair. The chair will appint the wrking grup leadership. The leadership f the wrking grup will reprt t the larger Steering Grup. A wrking grup chair (r c-chair) must be a participant f any ad hc smaller grup. 5
Frmatin f Wrking Grups: A new wrking grup may be created by the Chair. A new wrking grup must be given a specific charge and/r missin. A wrking grup may be discntinued r inactivated by the Steering Grup if its purpse n lnger exists. 6
