Offers are invited from reputed and experienced Catering Agencies and/or having restaurant chains for awarding contract to provide canteen facilities to staff members of the Bank at Staff Canteens housed in Main Office Buildings (MOB) and Additional Office Buildings (AOB), Reserve Bank of India, Nagpur. 2. The Catering Agency should have an office in Nagpur or should be running a canteen or catering services in Nagpur. Preference will be given to those who are already successfully running canteen/food plaza in reputed organizations like All India Financial Institutions, Public Sector Banks/undertakings, MNCs and large Private Sector companies including offices of RBI itself. 3. The contract shall initially be for a period of one year and would be renewable for another two year at the sole discretion of the Bank and subject to satisfactory services. 4. The contractor has to prepare and serve the standard items of snacks, lunch, tea and other beverages for Bank s staff members (including police guards posted in the Bank). There will be no guarantee on minimum turnover in the canteens. Bank will not give any subsidy to the contractor and the cost of fuel shall be borne by the caterer. Further, as necessary space, electricity, water and use of existing infrastructure will be provided free of charge by the Bank, the final price of items to be served in the canteen will be based on the above factors and can be decided only in consultation with the Bank. 5. The Caterer will have to be affiliate of M/s. Sodexo SVC India Pvt. Ltd. and serve Tea/Lunch/Snacks/beverages to the Staff members against Sodexo Coupons and/or cash payment. 6. Based on the suitability of offers, terms and conditions of the arrangement concerning the items to be served and rates there-for will be negotiated taking into consideration the provision of above mentioned facilities to contractors. 7. Pre Qualification Criteria and Application form can be downloaded from the website of RBI, i.e. www.rbi.org.in. 8. Interested parties/organizations may submit their Expression of Interest (Technical Bid-Part I) on or before 7 th August 2017 (up to 02.30 p.m.), furnishing full details of their experience and other particulars in a sealed cover super scribing thereon APPLICATION FOR CATERING CONTRACT TO RUN STAFF CANTEEN AT RESERVE BANK OF INDIA, NAGPUR. 9. Incomplete applications or applications received after 02.30 p.m. on August 7, 2017 will be declared ineligible. Catering Agencies should ensure that the applications are submitted to /reach the Bank on or before the due date and time. 10. The Bank reserves the right to accept or reject any/or all the offers without assigning any reason thereof and Bank's decision shall be final and it shall not be open to challenge anywhere. Requirement of Contractor for Staff Canteen Pre Qualification Criteria 1. The Catering Agency having an office in Nagpur or running a canteen or catering services located anywhere in India may apply. However, preference may be given to those having necessary experience in providing catering services in reputed organizations like All India Financial Institutions, Public Sector Banks/undertakings, MNCs and large Private Sector companies including offices of RBI itself. 2. The Caterer could be a sole proprietary concern, partnership firm or a company of repute and should be registered with the Registrar of Firms/Companies, wherever applicable and should be in existence for the last five years.. The organization should have experience in preparing and serving all types of dishes, i.e. Vegetarian, Non-Vegetarian, South Indian, North Indian, Chinese, Continental, etc 3. The agency should have achieved annual sales turnover of Rs. 10 lakh in two of the last three years, i.e. FY 2015/2016/2017. The agency should submit authenticated documentary evidence of the company s turnover for the last three years. 4. The Bidders must be registered with GSTN, EPF Department, ESI Department, and must have PAN. The bidder should also have a license under Contract Labour (Regulation & Abolition) Act - 1970, if applicable. 5. The caterer will have to produce on demand, license/permit/approval etc. from the concerned statutory authority to the local office (RBI) or any other authority concerned for carrying out this type of work. They must also have necessary license to engage labour under the Labour laws. The caterer will have to abide by all applicable laws/rules including minimum wages/pf etc. The caterer will be solely responsible for violation of any laws. 6. The Catering Contractor shall not engage any agent or enter into sub-contract with any other caterer/s for running the said canteen. 7. The Caterer will have to cook in the kitchens attached to the canteens in the Main Office Building (MOB) and Additional Office Building (AOB) of the Bank necessarily except under such circumstances as approved by the Bank. 8. The Caterer should use only commercial LPG cylinders in the Staff Canteen. Use of kerosene and other flammable items are strictly prohibited. 9. The Caterer should have personnel with relevant experience at the supervisory level. The supervisor must have the ability to supervise the entire affairs of the Canteen and must have cordial disposition. The catering support staff must have necessary experience of table service. High standard of hygiene which will be verified periodically by the Bank s doctor, as prescribed will have to be maintained. 10. The staff engaged in providing services should have their medical checkup and police verification conducted before engaging in service. The medical report as well as police verification report has to be submitted to the Human Resources Management Department, RBI, Nagpur. Only on satisfactory scrutiny by the office, personnel will be allowed to serve in the Staff Canteen. Medical checkup of the workers of the Caterer should be conducted on an annual basis after the initial checkup. During the contract if any new worker is engaged by the Contractor, it should be
informed to the Bank well in advance and his/her medical checkup and police verification reports should be submitted to the Bank. All the expenses incurred on the police verification and on medical examination of the workers of the Caterer should be borne by the Caterer himself. The Caterer should not employ any worker having adverse police record or any serious or contagious disease. 11. The catering Staff will also be required to wear uniform during their duty hours which will be provided by the Caterer. 12. The Caterer will have to be affiliate of M/S Sodexo SVC India Pvt. Ltd. and serve Tea/Lunch/Snacks/Soft Drinks to the Staff members against Sodexo Coupons, cards and/or cash payment. 13. The Caterer will have to use / provide his own crockery. He will use steel crockery for lunch and good quality cups for serving tea. 14. The canteen will be required to be run on all the working days of the Bank and other days if required by the Bank. 15. The Caterer shall not carry in the said premises any business other than running the said Canteen. He should not make any changes, additions or alterations in the said premises. 16. The selected bidder will have to make a Security Deposit of Rs 1,00,000/- by Cash, Cheque or BG (Bank Guarantee) in favor of RBI, Nagpur once the contract is awarded. No interest will be paid on the said deposit. 17. The said canteen shall be for the exclusive use of the employees of the Reserve Bank of India or as decided by the Bank. 18. The Bank has the right to levy penalty and even terminate the contract if there is deterioration in any kind of services, quality of food stuff, material, hygiene, etc. In case of any dispute in this regard, the decision of the Regional Director, RBI, Nagpur should prevail. 19. Agencies qualifying the above pre-qualification criteria may apply in the prescribed format on or before 7 th August 2017 (up to 02.30 p.m.) 20. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender and to reject any or all offers without assigning any reason there for. Bank s decision in this regard shall be final and it shall not be open to challenge anywhere.
