Agenda Item #5.6 Council Agenda Report SUBJECT: UPDATED CAPITAL IMPROVEMENT PROGRAM (CIP) MEETING DATE: February 20, 2018 RECOMMENDATION Staff recommends that the City Council of the City of Rio Vista adopt Resolution No. 2018-018, "Approving the Updated Multi- Sewer and Water Capital Improvement Program (CIP). DISCUSSION At the November 1, 2016 City Council meeting, the Council approved the CIP list for future CIP Projects through 2020-2021. Staff has updated this list based on information gathered over the past year (see attached list). As part of that list, the City Engineer and staff have also identified which roads and streets will receive paving repairs, and/or replacement of pavement due to damages caused by the construction of those projects. Staff continues to identify infrastructure improvements that are still needed in order to compile a comprehensive list of future CIP projects. This CIP list includes some of the projects that remain from the original CIP Project List generated in 2009, and other improvements that were identified as problem areas. Staff will also use the results from the recent 2017 CCTV sewer inspection project to determine future sewer projects in year 2018 and beyond. The projects which include waterline replacements will also include pavement rehabilitation due to the fact that the pavement condition indexes (PCI) of those streets are some of the lowest within the City. FINANCIAL CONSIDERATIONS There will be costs to the City with approval of future projects as identified in the CIP List from the Water Fund 080 and the Sewer Fund 085 and 086. The costs will include monies for the construction of each project as well as costs associated with the City Engineer developing bid documents, plans, specifications, and performing project management, construction management and inspection. These estimated costs are included in the total costs in the CIP List. Page 3 of 5

RESOLUTION NO. 2018-018 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIO VISTA APPROVING THE UPDATED MULTI-YEAR SEWER AND WATER CAPITAL IMPROVEMENT PROGRAM (CIP) WHEREAS, the City Council of the City of Rio Vista requests to review and approve a CIP Project List for sewer and water pipeline repair and/or replacement projects, and; WHEREAS, the City Council wishes to adopt the updated CIP Project List to help improve the City's infrastructure, and; WHEREAS, the city shall annually review and approve the CIP Project List for sewer and water pipeline repair or replacement projects, and; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIO VISTA that the City Council does hereby approve the Updated Multi- CIP Project List for sewer and water pipeline repair or replacement projects, and the preparation of bid documents, plans, and specifications to seek bids in 2018. PASSED AND ADOPTED this 20 TH day of February 2018.
