STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE MOFFETT DRIVE ( CIP 70224) AND PARK AVENUE ( CIP 70225) ROADWAY EXTENSION CONSTRUCTION PROJECT SUMMARY The plans and specifications for the Moffett Drive ( CIP 70224) and Park Avenue ( CIP 70225) Roadway Extension Construction Project have been prepared and the project is ready to be bid. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 15-16 approving the plans and specifications for the Moffett Drive CIP 70224) and Park Avenue ( CIP 70225) Roadway Extension Construction Project; 2. Authorize the City Clerk to advertise to receive bids; and, 3. Appropriate $ 10, 000, 000 from Fund 561, MCAS Tax Allocation Bond Proceeds. FISCAL IMPACT The construction of these portions of Moffett Drive and Park Avenue was contingent upon the sale of land to Standard Pacific Corporation for the development of 375 single family homes. Land sale negotiations can be lengthy, and therefore staff elected to request an appropriation once design was complete and not as part of the Fiscal Year 2014-2015 budget. The engineer' s estimate for the project is $ 10, 000, 000. The project is funded through a combination of sources that include MCAS Tax Allocation Bonds and Irvine Ranch Water District ( IRWD). CORRELATION TO THE STRATEGIC PLAN The construction of Moffett Drive and Park Avenue roadway extension contributes to the fulfillment of the City's Strategic Plan Goal A: Economic and Neighborhood Development. Specifically, the project implementation of Strategy 1, which among other items, is to develop critical phases of Tustin Legacy. DISCUSSION AND BACKGROUND The Moffett Drive roadway extension from Park Avenue to west of Peters Canyon Channel and Park Avenue roadway extension from Moffett Drive to Victory Road project consists of clearing and grubbing, mass grading including Lot 19 of TM 17404, storm drain construction in Moffett Avenue from Tustin Ranch Road to Peters Canyon Channel, miscellaneous underground wet and dry utility work, roadway improvements and landscape improvements. The Moffett Drive bridge over Peters Canyon Channel will be constructed at the time the channel is widened. The tentative schedule for construction of the project is as follows:

RESOLUTION NO. 15-16 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE MOFFETT DRIVE ( CIP 70224) AND PARK AVENUE ( CIP 70225) ROADWAY EXTENSION CONSTRUCTION PROJECT AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Moffett Drive ( CIP 70224) and Park Avenue ( CIP 702250 Roadway Extension Construction Project; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, That on January 16, 2001, the City of Tustin certified the Program Final Environmental Impact Statement/ Environmental Impact Report ( FEIS /EIR) for the reuse and disposal of MICAS Tustin. On April 3, 2006, the City Council adopted Resolution No. 06-43 approving an Addendum to the FEIS /EIR. On May 13, 2013, the City Council adopted Resolution No. 13-32 approving the 2nd Addendum to the FEIS /EIR. The FEIS /EIR along with its Addendums and Supplement is a program EIR under the California Environmental Quality Act ( CEQA). The FEIS /EIR, Addendum and Supplement considered the potential environmental impacts associated with development on the former Marine Corps Air Station, Tustin; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Moffett Drive ( CIP 70224) and Park Avenue ( CIP 70225) Roadway Extension Construction Project BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 21" day of April, 2015.
