Description of Work Estimated Value Earnet Money Cost of T.D. (non Completion period Supply And Installation of Fuel Monitoring System on HEMM vehicles in Rajmahal OCP. Rs 173106.00 (including GST) refundable) Rs.2164.00 Rs.118.00 45 days Tender paper will be received in Two Bid Systems. The Part-I offer (Techno-commercial Bid) should contain Earnest Money, Receipt against Tender Document, Credential / past experience (Copies of Work Orders ),Xerox copies of GST Certificate & PAN Card. All the documents are to be self attested. The Original Tender Document is also to be enclosed with Part-I Offer duly signed as a token of acceptance of the entire terms & conditions given in the Tender Document. The Part-II offer (Price Bid in a separate sealed envelope) should contain only Cost of Items as mentioned above. I. SUBMISSION OF TENDER: The Tender should be submitted in the following 02 (two) Bid System i.e. in PART-I (Techno-commercial Bid) & Part-II (Price Bid) only in sealed cover. 01. PART-I (TECHNO-COMMERCIAL BID): It should consist of EMD, receipt against purchase of tender document, past experience and other documents as per eligibility criteria etc. strictly in terms of tender enquiry (Tender notice) / tender document along with commercial terms & conditions as mentioned below for the job of Supply and Installation of Fuel Monitoring System on HEMM vehicles in Rajmahal OCP. The original tender document is also to be enclosed duly signed as a token of acceptance of the entire terms and conditions given in the tender document. 02. PART-II (PRICE BID): It should consist only of cost for the job of supply and installation of fuel monitoring system on HEMM vehicles in Rajmahal OCP (including all taxes & duties) as per scope of work as mentioned below. No other document is to be enclosed along with the Part-II offer. 03. Both the offers of Part-I & Part-II of the tender must be covered in two separate sealed envelopes on which the details of tender number, date, Part-I & Part-II should be clearly mentioned. Both the envelopes containing the Part-I & Part-II offers should be covered ultimately in another envelope on which our tender number & corrigendum number & date and date of opening should be clearly mentioned. All the covers should be properly sealed. The Part-II shall be opened after Technocommercial evaluation of the offer (Part-I). The Price Bid (Part-II) of those tenderers shall be opened whose offers are found to be Technically & Commercially acceptable. II. SCOPE OF WORKS: For the job of Supply and Installation of Fuel Monitoring System on HEMM vehicles in Rajmahal OCP: 01. Fuel Monitoring System (FMS) is to be supplied & installed in 3 nos. BH100 dumper with fuel capacity of 1240 ltrs.(subject to change) on turnkey project basis. 02. A complete demonstration is to be given after successful installation of FMS in required dumpers. 03. Fuel Monitoring System should be handed over to the ECL representatives in full working condition after successful commissioning of the system. 04. During warranty period full tech support is to be provided by the successful bidder. 05. In case of any complaints, same is to be resolved within 48 hrs. of registering of complaints.

Page 4 / 5 III. COMMERCIAL TERMS & CONDITIONS: 01. PAYMENT TERMS: The payment to the contractor for the performance of the works under the contract will be made by the owner as per the guidelines and conditions specified herein. a) CURRENCY OF PAYMENT - All payments under the contract shall be in Indian Rupees only. b) Due dates for payment: Owner will make progressive payment as and when the payment is due as per the terms of payment. Payment will become due and payable by the owner on the receipt of contractor s bill /invoice / by the owner, provided the documents submitted are complete in all respects. c) Paying Authority Area Finance Manager, ECL, Bara Simra, Godda Jharkhand. d) Terms of payments: Payment will be made to the party on submission of bills in accordance with the procedure as detailed below: i) 90% payment will be made within basis of actual completion of work on presentation of the contractors bill duly certified by AE(E&T) or representative of A.E.(E&T) and balance 10% shall be payable on expiry of the guarantee / warranty period e) The contractor shall have to furnish the documentary evidence towards charging of service tax prevailing rate on Commissioning and Maintenance of Equipments during warranty period and training to the operators/ concern personnel after installation/ Commissioning. f) Submission of Bills: Bills should be submitted (in quadruplicate in each step) duly stamped, pre-receipted and the same duly certified by the engineer-in-charge should be presentedto concerned AFM for payment. 02. WORK PERIOD: The time and the date of completion of the works as stipulated in the NIT i.e. 45 days 03. TOOLS, TACKLES, MATERIALS & MANPOWER: All Tools, Tackles, Manpower & Materials is to be provided by the successful bidder at their own cost. 04. Accomodation & Transportation: Successful bidders will have to make their own arrangement for accommodation and transportation at their own cost. 05. SAFETY: The complete Safety of your manpower deployed by you for job at our site will be your responsibility only. Safety measures are to be taken as per Company s Rule. In case of accidents, you shall be responsible for compliance with all the requirement imposed by the Workmen s Compensation Act or any other similar laws in force, and shall indemnify the company (ECL) against any claim on this account. 06. The contractor shall at all times exercise reasonable precautions for the safety of employees in the performance of his contract and shall comply with all applicable provisions of the safety laws drawn up by the State or Central Govt. or Municipalities and other authorities in India. 07. Consignee: Depot Officer, Area Store, ECL or his nominated staff officer 08. CERTIFICATES: You shall have to furnish the Xerox copy of (a) GST Certificate (b) PAN Card & (c) Copies of past experience along with the PART-I offer. All the tender documents / photocopies must be signed & stamped. 09. FINAL INSPECTION: The Final Inspection of Job as per scope of work will be carried out by the AE(E&T), or his authorized representative.

CREDENTIALS: The documentary evidence (credential) for supply, installation or maintenance of Fuel Monitoring System in any Public Sector / Central Govt / State Govt / Subsidiary of Coal India Limited/reputed private firm is to be submitted along with the PART-I offer as per following details: Experience of having successfully completed similar nature of work during last 7 years ending last day of month previous of the one in which applications are invited should be either of the following- (i) Three such completed works each costing not less than the amount equal to 40% of the estimated cost OR (ii) Two such completed works each costing not less than the amount equal to 50% of the estimated cost OR (iii) One such completed work costing not less than the amount equal to 80% of the estimated cost. 11. EARNEST MONEY: The Earnest Money of Rs.2164.00 (Rupees Two thousand One hundred Sixty Four only) in the Form of Demand Draft in favour of Eastern Coalfields Limited, A/C Rajmahal Project payable at SBI, RCMP (Urjanagar Branch) Code No.7265 or at UCO Bank, Urjanagar Branch Code No.1294 is to be submitted along with the PART-I Offer. For unsuccessful Bidders, it will be refunded without Interest after award of Work Order. For successful Bidders, it will be kept as Security Deposit and shall be refunded after completion of warranty period. The Offer without accompanying Earnest Money in PART-I shall be rejected. 12. VALIDITY: Your offer should be valid for 180 days from the date of opening of the Part I Offer. 13. You are also required to submit the following details in the PART-I offer: (a) NAME OF PAYEE (b) ACCOUNT NUMBER (c) NAME OF THE BANK (d) NAME OF THE BRANCH & BRANCH CODE (e) IFSC NUMBER (f) GST REGISTRATION NUMBER (g) HSCN CODE OF PRODUCTS 14. You will have to make regular payment to your employee/worker through banks only. 15. Performance guarantee / warranty: The guarantee / warranty shall stand for any defect in the materials, bad workmanship, quality etc. and commitment of guarantee / warranty is to be ensured. If any defect found due to bad workmanship during the guarantee period, you are liable to rectify the defects free of cost. All other Terms & Conditions of ECL will also be applicable on the bidder. The Management reserves the right to accept or reject the Tender wholly or partly or distribute the work amongst different bidders without assigning any reason thereof. Please submit your offer in Two Bid Systems in a Sealed Envelope to this Office on or before 04.06.2018 till 01.00 PM.
