Implementation Status and Key Decisions Project objectives continue to be fully achievable as the Project has been performing satisfactorily over the past year. The Project has disbursed to date USD 17,799,005.86, representing almost 90% of the total loan amount. After some initial delays in the implementation, the project got up to speed and has been consistently rated satisfactory over the last year and a half. This important reduction was due to the measures promoted by the Project and the application of lapsing (perencion) and desist (desistimiento) tools of the new code. Productivity in the civil, family and labor courts of Barranquilla, Bogota, Bucaramanga, Cartagena, Cali and Medellin increased by an average of 50 cases resolved per judge per year. Except from Bogota (average 638 cases per judge), the rest of the cities clearly exceeded the proposed target (Barranquilla, 741; Bucaramanga, 813; Cali, 1025; Cartagena, 1205; and Medellin, 1513). Decentralized units in Barranquilla, Bogota, Bucaramanga, Cali, Cartagena and Medellin provide services to 350,000 users. The decentralized units have already been adapted. The number of users attended was not measured. However, it is important to notice that the decentralized units are available for the whole population in the particular locations where the centers are. The potential population, according to local census carried out by local governments, in Barranquilla is 270,000 habitants; in Bogota, 567,861; in Bucaramanga, 350,000; in Cali, 700,000; in Cartagena, 90,000; and in Medellin, 1,500,000. The new administrative model for the EJRLB and certification school and college is being adopted. To date 1700 officers have been trained from a total of 1920. It is important to notice that all officers evaluated were trained as well. In this sense, this has been an important tool for potential justice services users that facilitates effective access to justice.
