MINNESOTA STATE LOTTERY GAME PROCEDURES 2015 MINNESOTA MILLIONAIRE RAFFLE 1.0. Name of Game The name of the Minnesota Raffle Lotto Game conducted in 2015 is 2015 MINNESOTA MILLIONAIRE RAFFLE. 1.1. Definitions A. Director means the Director of the Minnesota State Lottery. B. Drawing means the formal process of selecting W inning Numbers. C. Game Ticket or Ticket means a Ticket produced by a Terminal for the 2015 MINNESOTA MILLIONAIRE RAFFLE game. Each Ticket will contain a unique six-digit number issued sequentially across Minnesota, starting with 000001 and ending with 700000. D. Lottery means the Minnesota State Lottery. E. Lotto Lottery Game means the lottery game wherein a Ticket is produced by the Terminal. F. Play means the unique six (6) numbers from 000001 through 700000 that appear on a Ticket as a single numbered selection and are to be played by a player in the game. G. Retailer means a person or entity authorized by the Lottery to sell lottery game H. "Terminal" means a device that is authorized by the Lottery to function in an online, interactive mode with the Lottery's computer system for the purpose of issuing lottery Tickets and entering, receiving and processing lottery transactions including purchases, validating Tickets and transmitting reports. I. "W inning Numbers means one of the 4,160 six-digit numbers randomly selected at the Drawing that shall be used to determine winning Plays contained on a Ticket. 2.0. Game Description A. 2015 MINNESOTA MILLIONAIRE RAFFLE is a Lotto Lottery Game that pays set prizes and bonus prizes depending on the order in which the unique number is selected.
B. To play the 2015 MINNESOTA MILLIONAIRE RAFFLE, a player requests a Play in the 2015 MINNESOTA MILLIONAIRE RAFFLE Lotto Lottery Game from the Retailer. The Retailer will then issue a Ticket, via the Terminal, containing the next available unique number between 000001 and 700000, which constitutes a game Play. The Ticket will also designate the bonus prize that the Ticket holder is eligible to win. C. The sale of Tickets in the 2015 MINNESOTA MILLIONAIRE RAFFLE Lotto Lottery Game will begin on October 28, 2014, and end when 700,000 Tickets containing unique six-digit numbers between 000001 and 700000 have been issued (sold), or at midnight on December 31, 2014, whichever occurs first. 2.1. Claims A Ticket shall be the only proof of a game Play or Plays, and the submission of a winning Ticket to the Lottery or Retailer shall be the sole method of claiming a prize or prizes. 2.2. Player Responsibility It shall be the sole responsibility of the player to verify the accuracy of the game Play or Plays and other data printed on the Ticket. The placing of Plays is done at a player's own risk through the Retailer who is acting on behalf of the player in entering the Play or Plays. 2.3. Price of Ticket The price of each 2015 MINNESOTA MILLIONAIRE RAFFLE Ticket shall be $10.00 and shall contain one (1) Play. 2.4. Ticket Characteristics and Restrictions A. The player shall request selection by the Terminal of the unique sixdigit number. The minimum Play amount is $10.00. The Retailer will then issue a Ticket that contains the unique six-digit number, amount bet, system control number data and the bonus prize that the Ticket is eligible to win. B. The Ticket shall be the only valid proof of the bet placed and the only valid receipt for claiming a prize. C. A Ticket may not be canceled. 2.5. Time, Place and Manner of Conducting a Drawing A. The 2015 MINNESOTA MILLIONAIRE RAFFLE Drawing will be held when all available tickets have been sold out or on January 2, 2015, if all 700,000 Tickets have not been issued by 11:59:59 PM on December 31, 2014 Drawing results are scheduled to be available on January 1, 2015.
B. The 2014 MINNESOTA MILLIONAIRE RAFFLE Drawing will be conducted by the Multistate Lottery Association (MUSL) at MUSL in Iowa. C. During the Drawing, MUSL will first draw, at random, 4,122 unique numbers between 000001 and the last number sold to the public that will be known as the Winning Numbers for the set cash prizes after verification. D. After the Winning Numbers for the set prizes have been drawn, MUSL will draw an additional 38 unique numbers between 000001 and the last number sold to the public that will be known as the Winning Numbers for the bonus prizes after verification. 3.0. Prize Pool The prize pool for all prize categories shall consist of approximately $3,568,913.50. 3.1. Determination of Prize W inners A. The owner of the Tickets that contain the first two (2) numbers selected in the Drawing will be awarded a prize of one million dollars ($1,000,000.00). B. The owner of a Ticket that contains any one of the third through seventh numbers selected in the Drawing will be awarded a prize of $100,000.00. C. The owner of a Ticket that contains any one of the eighth through twelfth numbers selected in the Drawing will be awarded a prize of $25,000.00. D. The owner of a Ticket that contains any one of the thirteenth (13 th ) through twenty second (22 nd ) numbers selected in the Drawing will be awarded a prize of $10,000.00 E. The owner of a Ticket that contains any one of the twenty third (23 rd ) through one hundred and twenty second (122 nd ) number selected in the Drawing will be awarded a prize of $500.00. F. The owner of a Ticket that contains any one of the one hundred and twenty third (123 rd ) through four thousand, one hundred and twenty second (4,122nd) number selected in the Drawing will be awarded a prize of $100.00. G. The owner of a Ticket that contains any of the additional numbers selected for the bonus prize will win the bonus prize based on the bonus prize set and printed on that Ticket. 3.2 Bonus Prizes
A. One (1) 2015 Ford Mustang convertible will be awarded. The 2015 Ford Mustang convertible includes payment of the sales tax, license fees and applicable state and federal withholding taxes on the prize. Total value of the Ford Mustang convertible prize is approximately $48,000.00. The depiction of the Ford Mustang convertible prize in any advertising or promotional material may not actually reflect the vehicle to be delivered to the winner. The actual specifications/features for the 2015 Ford Mustang convertible will be determined at the Lottery s sole discretion. B. One (1) 2015 Ford Edge will be awarded. The 2015 Ford Edge includes payment of the sales tax, license fees and applicable state and federal withholding taxes on the prize. Total value of the Ford Edge prize is approximately $55,410.00. The depiction of the Ford Edge prize in any advertising or promotional material may not actually reflect the vehicle to be delivered to the winner. The actual specifications/features for the 2015 Ford Edge will be determined at the Lottery s sole discretion. C. One (1) Ford Explorer will be awarded. The 2015 Ford Explorer includes payment of the sales tax, license fees and applicable state and federal withholding taxes on the prize. Total value of the Ford Explorer prize is approximately $56,472. The depiction of the Ford Explorer prize in any advertising or promotional material may not actually reflect the vehicle to be delivered to the winner. The actual specifications/features for the 2015 Ford Explorer will be determined at the Lottery s sole discretion. D. Ten (10) Luxury Vacation Prizes will be awarded. Each Luxury Vacation Prize includes a six thousand dollar ($6,000.00) vacation voucher, three thousand dollars ($3000.00) in cash, and approximately $4,284.00 in state and federal withholding taxes on the value of the prize. The total value of each Luxury Vacation Prize is approximately $13,284.00. E. Ten (10) Travel Packages will be awarded. Each Travel Package includes a three thousand dollar ($3,000.00) travel voucher and two thousand dollars ($2,000.00) in cash. The total value of each Vacation Prize is approximately $5,000.00. F. Two (2) Slumberland Furniture Package Prizes will be awarded. Each Slumberland Furniture Package Prize includes eight (8) $500.00 Slumberland gift cards and one thousand dollars ($1,000.00) in cash. The total value of each Slumberland Furniture Package is $5,000.00. G. Two (2) Gas Prizes will be awarded. Each Gas Prize includes eight (8) $500 VISA gift cards. Total value of each Gas Prize is $4,000.00. H. Two (2) Groceries Prizes will be awarded. Each Grocery Prize includes eight (8) $500 VISA gift cards. Total value of each Groceries Prize is $4,000.00. I. Five (5) Shopping Spree Prizes will be awarded. Each Shopping Spree Prize includes eight (8) $500 VISA gift cards. The total value of each Shopping Spree Prize is $4,000.00.
J. Four (4) Electronic Shopping Prizes will be awarded. Each Electronic Shopping Spree Prize includes eight (8) $500 Best Buy gift cards redeemable at any Best Buy store. The total value of each Electronic Shopping Spree Prize is approximately $4,000.00. K. Bonus prizes are not transferable, non-refundable and may not be exchanged for cash, unless a prize has been converted to cash by the Lottery to satisfy a debt as provided in Section 3.6, E. L. Applicable state and federal income taxes on any bonus prize, except the Ford vehicles and Luxury trips, is the sole responsibility of the winner. M. The Lottery provides no warranties, guarantees or representations of any kind, express or implied, arising by law or otherwise, including, without any limitation, any implied warranty or fitness for a particular purpose or any implied warranty arising from course of performance, course of dealing or usage or trade in relation to any item included in a bonus prize. N. The Lottery is not liable for any delays, accidents, taxes, fees or other additional expenses, including any debts, incurred as a result of the winner accepting a bonus prize. 3.3. Odds of W inning The following table sets forth the odds of winning and the probable distribution of winners in and among each prize category based upon 700,000 Tickets being sold. The actual probability will be based on the actual number of Tickets sold. 3.5. Prize Claim Period $ 10,000 10 1: 70,000 $ 500 100 1: 7,000 $ 100 4,000 1:175 Bonus Prizes 38 1: 18,421.05 Prize claims must be submitted by January 2, 2016. 3.6. Procedure for Claiming a Prize A. To claim a prize of one hundred dollars ($100.00) or five hundred dollars ($500.00), a player shall sign the back of the Ticket in the space designated on the Ticket and present the winning Ticket to any Retailer. The Retailer shall verify the claim through use of the Terminal and, if valid, make payment of the amount due the player. In the event the Retailer cannot verify the claim, the Retailer shall provide the player with a claim form and instruct the player on how to file a claim with the Lottery. If the claim is validated by the Lottery, a check shall be forwarded to the player in the amount due. In the event the claim is not validated, the claim shall be denied and the player shall be notified promptly. B. To claim a prize of ten thousand dollars ($10,000.00) or twenty-five thousand dollars ($25,000.00), the player must sign the winning Ticket, fill out a claim form and present both at any Lottery office or mail both to the Minnesota State Lottery at P.O. Box 131000, Roseville, MN 55113. If the claim is validated by the Lottery, a check in the appropriate amount will be forwarded to the player less any applicable federal and state withholding tax and debt owed under Minnesota Statutes 270A.03. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified promptly. C. To claim a prize of one hundred thousand dollars ($100,000.00) or one million dollars ($1,000,000.00), the player must sign the winning Ticket, fill out a claim form and present both at the Lottery's main office in Roseville, Minnesota or at such other locations as may be authorized by the Director. If the claim is validated by the Lottery, a check in the appropriate amount will be forwarded to the player, less applicable federal and state withholding tax and debt owed under Minnesota Statutes 270A.03. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified promptly. D. To claim the Ford Mustang Convertible, Ford Edge, Ford Explorer Bonus Prize, or another Bonus Prize, the player must sign the winning Ticket, fill out a claim form and present both at the Lottery's main office in Roseville, Minnesota or at such other locations as may be authorized by the Director. If the claim is validated by the Lottery, the prize will be awarded to the player, unless the player is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes 270A.03, subdivision 5. In such event, the Lottery will follow the procedures
outlined in Section 3.6, E. below. In the event that the claim is not validated by the Lottery, the claim shall be denied and the player shall be notified immediately. E. If a winner of a 2015 MINNESOTA MILLIONAIRE RAFFLE Bonus Prize is delinquent in the payment of state taxes or owes a debt as defined in Minnesota Statutes 270A.03, subdivision 5, and the value of the prize awarded is $600 or greater, the winner will be given thirty (30) calendar days from the date that the Lottery notifies the winner that he or she has won a prize in which to fully satisfy the debt, as determined by the Minnesota Department of Revenue. In the event that the winner fails to completely satisfy the debt, the Lottery will liquidate any non-cash prize and it will forward the proceeds it receives from liquidating the non-cash prize to the Department of Revenue to satisfy or partially satisfy the debt on the winner s behalf. If any cash remains after the Lottery has forwarded the proceeds of a non-cash prize to the Minnesota Department of Revenue, the winner will receive the remaining cash. This Section applies only to Bonus Prizes (non-cash prizes and non-cash prizes that are combined with cash prizes). 4.0. Ticket Responsibility A. A 2015 MINNESOTA MILLIONAIRE RAFFLE prize claim is deemed to be submitted by the person whose name appears on the Ticket or, in the case of a Ticket not completed with name and address, by the person holding the Ticket. B. The Lottery will not be responsible for lost or stolen 2015 MINNESOTA MILLIONAIRE RAFFLE Tickets. C. The purchaser of the 2015 MINNESOTA MILLIONAIRE RAFFLE Ticket has the sole responsibility for checking the accuracy and condition of the data printed on the Ticket. 4.1. Ticket Validation Requirements A. To be a valid 2015 MINNESOTA MILLIONAIRE RAFFLE Ticket, the following conditions shall be met: 1. The Ticket system control number shall be present in its entirety and shall correspond, using the computer validation file, to the selected numbers printed on the Ticket for the date printed on the Ticket. 2. The Ticket shall be intact. 3. The Ticket may not be mutilated, altered, reconstituted or tampered with in any manner. 4. The Ticket may not be counterfeit or an exact duplicate of another winning Ticket in whole or in part.
5. The Ticket shall have been issued by the Lottery through a Retailer in an authorized manner. 6. The Ticket may not have been stolen, canceled or produced in error. 7. The Ticket data shall have been recorded on the central computer system prior to the Drawing and the Ticket data shall match this computer record in every respect. 8. The computer selected numbers, the system control number data, and the Drawing date of an apparent winning Ticket shall appear in the official file of winning Tickets. 9. The Ticket must pass all additional validation tests provided for in the game procedures, the Lottery Statute (Minnesota Statutes, Chapter 349A), the Lottery s Prize Payment Rules (Minnesota Rules, Chapter 7857) and any other confidential security and validation checks of the Lottery. B. A Ticket not passing the validation checks in Subsection A. will be considered invalid and will not be paid. In cases of doubt, the determination of the Director of the Lottery is final and binding. 4.2. Allowance for Delay of Payment The Lottery may delay payment of the prize pending a final determination by the Director under any of the following circumstances: a) if a dispute occurs or it appears likely that a dispute may occur regarding the prize; b) if there is any question regarding the identity of the claimant; c) if there is any question regarding the validity of the Ticket presented for payment; or d) if the claim is subject to any setoff for delinquent debts owed by the claimant under Minnesota Statutes, Section 349A.08, subdivision 8. No liability for interest for any delay shall accrue to the benefit of the claimant pending payment of the claim. 4.3. Payment of Prizes to Person Under 18 A prize in the 2015 MINNESOTA MILLIONAIRE RAFFLE game may not be paid to a person under 18 years of age. 5.0. Ticket Ownership A. Until such time as a signature is placed upon the back portion of a Ticket in the space designated therefor, a Ticket shall be owned by the physical
possessor of said Ticket. When a signature is placed on the back of the Ticket in the space designated therefor, the player whose signature appears in that area shall be the owner of the Ticket and shall be entitled to any prize attributable thereto. B. Notwithstanding any name or names submitted on a claim form, the Director shall make payment to the player whose signature appears on the back of the Ticket in the space designated therefor except as provided below. C. If more than one (1) name appears on the back of the Ticket or more than one (1) person has agreed to share the prize and the prize being claimed is for the $100.00, $500.00 prize or a Bonus Prize, the Director shall require that one (1) of those players whose name appears thereon or have agreed to share the prize be designated to receive payment. D. If more than one (1) name appears on the back of a Ticket or there is a valid agreement among more than one (1) person agreeing to share the prize as indicated on the Lottery claim form and the prize being claimed is for the $10,000.00, $25,000.00, $100,000.00 or $1,000,000.00 prize, the Director may make payment to each person who has agreed to share the prize. 6.0. Governing Law In purchasing a Ticket, the player agrees to comply with and abide by these g ame procedures for the 2015 MINNESOTA MILLIONAIRE RAFFLE game; Minnesota Statutes, Chapter 349A (the State Lottery Law); the Lottery's Prize Payment Rules; and all final decisions of the Director.
