The project is about one year behind in its implementation of the original project scope. However, after startup and other delays in its first 16 months, implementation has stabilized and is currently progressing steadily. Efforts to expedite ongoing works are being undertaken. The completion of dredging and embankment rehabilitation activities is expected to reduce the flood inundation footprint of the area surrounding the project locations by increasing storage capacities and improving embankment protection. Currently, there are significant anticipated project savings. The Bank and the Borrower are discussing potential utilization of these savings toward further flood mitigation efforts in Jakarta. Given the one year implementation delay, measurements are not yet available this year. Additionally, the original design had anticipated that all the Performance Indicators were expected to be reviewed and adjusted as necessary during the project s Mid-Term Review. This was especially anticipating continued but unanticipated physical changes in the city landscape (e.g., land subsidence, land use, and sea water level). The ongoing advance bilateral discussions and the formal MTR will undertake this review and propose adjustment as necessary. (Kilometers, Custom) Value 11.00 0.00 15.80 25.00 Date -- 30-Nov-2014 30-Apr-2015 -- Overall Comments Component 1 Intermediate Results Indicator 2 is a measure of the extent to which flood water retention volumes have been increased in the three retention ponds included in the project i.e., Waduk Sunter Utara, Waduk Sunter Selatan, and Waduk Sunter Timur III. The associated projectfinanced works contract i.e., Package 4 under DKI Jakarta is in final bid evaluation stage and not yet contracted. However, DKI Jakarta has formally informed the CPIU that no further dredging is required in these retention ponds. This follows emergency dredging that were carried out by DKI Jakarta following the major floods in January 2013. DKI Jakarta has provided the CPIU and the Bank with the data of volumes of dredging performed in these retention ponds, which amount to 265,117m3. Based on these volumes data from DKI Jakarta, the original targets from Results Indicator 2 have been surpassed. However, this work is not specifically a contribution from the project s financing, and the indicator may be considered to be removed following MTR. Component 2 Intermediate Results Indicator was introduce to provide some measure of the improved capacity for floods management. The indicator chosen was the length of canal that are maintained by DKI Jakarta every year (e.g., cleanup and rubbish removal). This measure was meant to reflect an extent to which DKI Jakarta s operational capacity has improved such that it is carrying out regular maintenance activities of its flood infrastructure. The results indicated is the reported length of canal maintained by DKI Jakarta in 2013 the latest annual data currently available from DKI Jakarta.
