Please clarify Tender condition is quite clear and to be adhered to. What after one year? What about the escalations in case of fluctuations in market rates? Kindly specify the remedy. Tender provisions are quite clear in this regard. The bidders are at liberty to quote rate beyond minimum wages by taking into account possible fluctuations within the contract period.
4 29 42 The contractor shall follow such Act, rules and regulations of the Local government bodies, State/Central Government labour laws that are in force and that may be framed from time to time for completion of work. SBI/SBIIMS shall not be responsible for any infringement of the various statutes in force by the contractor. 5 31 52 In case, any demand is raised by the SBIIMS/SBI for providing additional manpower for any extra work /activity other than those pertaining to the scope of work of the captioned project, the contractor shall make arrangements for the same and cost thereof shall be paid by the Bank on the basis of minimum wages plus 10% handing charges. We have no inhibition following any act/rules & regulation of the Local Govt. bodies. But in case, during following such act/rules & regulation of the Local Govt. bodies, the contractor has to pay extra cost, them that cost has to be reimbursed by the department, as it cannot be anticipated in advance. We request the Bank to pay the cost on basis of Minimum Wages plus their STATUTORY COMPLIANCES also. 6 45 32 CONTRACT PERIOD: What about price escalation in case of extension? 7 52 47 PRICES: What about minimum wages escalation? 8 54 51 PRICE VARIATION CLAUSE: Price Variation for Labour component: 9 54 51 Price Variation on material component, pest control, housekeeping & horticulture: 10 64 MACHINES / EQUIPMENT TO BE PROVIDED: In case of abnormal escalation in minimum wages, it should be considered separately, as a special case. 1) In any facility management contract, the manpower cost component constitutes approximately 65%-70% of the total contract value. 2) The average profitability in any such facility contract is approximately 8%-10% 3) Considering 70% share of manpower cost & 10% portability the overall profit of manpower component in total contract is 7% 4) In last 2 years the minimum wages have escalated by approximate 40%, which is an impact of 28% on the profitability. 5) Thus if the minimum wages escalates abnormally in a year i.e. more than 7%, the contractor won t be able to sustain the impact. Thus any escalation beyond 5% should be considered and reimbursed separately. Price escalation should be allowed in case of extension. The quantity of the machines/equipment is not mentioned. Kindly clarify the quantity required. Refer clarification given in Point No. 3 above As per Tender provisions only. followed. Vendor shall be responsible to procure adequate number of machinery / equipment, considering the area to be served.
11 66 MANPOWER QUALIFICATION AND1) There is no provision to quote rates of EXPERIENCE CRITERIA manpower in case the duty hours exceed beyond 8 hours. Where do we quote the rates? Please clarify. 2) Are the manpower for the categories mentioned above have to be provided for 7 days a week? 1. followed 2. Vendor to ensure that the working hours of any employee does not exceed eight hours. 3. This being a Comprehensive Facility Management contract, the bidders have to quote their rate considering all these factors. If yes then the actual number on site would be less than that mentioned. Please clarify. There is no provision to mention the Leave Wages component in the Price Bid. Kindly amend. followed. Also refer clarification given herein before. 14 General Query The Bank takes certain charges to provide Solvency Certificate which are huge. Hence, followed. If the original requesting you to kindly consider the photocopycertificate is already of the original Solvency Certificate. submitted to the SBIIMS, a self-attested copy can be considered. However, the details of Tender for which the Original had been submitted, to be furnished. 15 General Query The quantity of carpenter manpower is not Please refer to the Price mentioned in the price bid. Kindly clarify the Schedule-1. quantity.
16 We are NSIC and MSME Registered Company SBIIMS is a Private Limited Company. Please, (Copy Enclosed) by virtue of this Certificate we therefore, ensure are exempted from the payment of Tender Fees compliance as per Tender conditions only. and Earnest Money Deposit (EMD) and also as per the attached Circular from Ministry of Micro, Small and Medium Enterprises dated 23.03.2012 which states that The Central Government Ministries, Department and Public Sector Undertakings should procure minimum 20 percent of their annual goods and services from Micro and Small Enterprises, please clarify whether we can avail the same facility in this tender too. 17 Please refer Eligibility Criteria on Page No. 6/78, Point 3 (iii) where in it is mentioned that the Copies of returns submitted to the Labour Commissioner to be provided, for your kind information there is no such provision. 18 In case the Provisional / audited balance sheet for the FY 2017-18 are not available, then Audited / Certified Balance Sheet for the last 3 financial years can be provided please confirm. Please submit copy of relevant Labour License /document in relation to the employment of workmen by the Bidder. Unaudited Balance sheet signed by the Bidder and his CA can be submitted by the bidder, for the year 2017-18. 19 Can the Self Attested Copy of the Solvency Refer point no. 5 of Eligibility Criteria mentioned in the Certificate pre-issued by the Bank be attached Tender document. with the Technical Bid instead of Original Solvency Certificate?
20 Please provide the format to submit the affidavit for the Sexual Harassment of Women at Workplace. 21 Please provide format for Declaration on Letterhead for Blacklisting. 22 Which Minimum wages to be disbursed to the contract Workmen? As per the Page No. 30/78, Point No. 45, it states The Contractor shall be responsible to ensure making payment of Prevailing Minimum Wages as notified by Regional Labour Commissioner (Central) to their labourers whereas as per Page No. 48/78, Point No. 40 xiii it states that The contractor shall pay wages to his work men at the rates as applicable under the Minimum Wages Act as per the Central Government Guidelines for unskilled and for Semiskilled / equivalent categories please confirm. 23 What will be the Bonus Quadrant, will the same be reimbursed by the Bank Self-declaration on the Bidder s Letter Head, covering the aspect, can be submitted. 24 Cost towards Uniforms, ID Cards, Safety Shoes and Safety Gadgets will be reimbursed by the Bank or Not? 25 Revision in minimum wages (Basic or DA) will be reimbursed in the initial period of 1 year from time to time, please confirm. 26 In event of extension for the period of one year each time will the revision in minimum wages, material etc. will be reimbursed from time to time, please confirm. 27 What are the minor materials to be used, please elaborate. 28 What will be the overhead and profit over the extra material installed? 29 How much will be OT calculated 1.5 times or 2 times of the hourly rate. 30 Income Clearance Certificate is discontinued, what will be its substitute? Refer relevant Price and Schedule of Tender in this regard. Please also refer clarification given in Point No. 3 above Tender provisions will prevail. 31 We have submitted Original Solvency Certificate for the Tender due on 25.6.2018. Do we have to submit the Original Solvency Certificate in this Tender? 32 Since the Tender is for 1 year whether Minimum Wages will be reimbursed to us during the currency of the Contract?
