European Sustainable Nuclear Industrial Initiative ESNII

Post-Fukushima A Euratom training initiative is to be launched following an amendment to the Euratom 2011 work programme (initiative of Commissioner Geoghegan Quinn) Specific topics to be incorporated into 2012 call Stress tests may demonstrate a need for more Euratom research activities on specific issues; to be possibly considered under WP 2013

Euratom FP 2012-13 for Nuclear Research and Training Activities Proposal adopted by EC on March 2011, before Fukushima includes additional 1.3B for ITER (2012-13) For Fission activities, similar annual budget as at present Following Fukushima, discussions were difficult, but, with help of HU and PL EU Presidencies, programme content agreed: reorientation of fission programme towards safety & security ( indirect actions programme in fission now called nuclear fission, safety and radiation protection ) Final adoption by Council is pending Basis of future calls remains SRAs of technical forums, with, however, increased focus on EU Added Value integrated / integrating actions

Horizon 2020: the Framework Programme for Research & Innovation Will maximise contribution of EU research & innovation to Innovation Union & Europe 2020 Strategy combines FP, CIP & EIT activities under one umbrella Commission proposed funding envelope of 80B (2014-20) 3 mutually reinforcing blocks 1) Excellence in the science base (ERC, M-C, FET, RIs) 2) Creating industrial leadership & competitive frameworks 3) Tackling societal challenges energy, climate change, health The Euratom Programme 2014-18 is part of Horizon 2020 Full Horizon 2020 proposal to be adopted by Commission on 30 November will then be subject to approval by EP & Council WP 2014 would start to be prepared soon...

The SET-Plan remains at the core of the EU research policy nuclear is part of the technology approach and will remain a prominent aspect of this R&D strategy Fission budget will probably remain modest, therefore need to reinforce the catalytic effect of EC funding EU legal entities, would play a key role, enabling Joint programming To be supported by MSs Strengthening the ERA EIB loans & Structural funds are key sources of additional funding for R&D&I in the 2020 strategy (smart specialization)

Let s keep in mind the key drivers for pan-european RTD approaches (1) the scientific reason (needs; excellence) (2) the financial reason (lack of resources) (3) cost-efficiency (avoiding overlaps & gaps) (4) the societal driver (global challenges, economy) (5) the international driver (scale & scope) (6) the innovation driver (potential of the EU market) (7) the EU political driver (towards an attractive ERA) (8) the knowledge use & preservation (public goods) (9) research at the core of the knowledge triangle (EU future) 1 9 07.12.2011
