AGENDA Effective use of PPPs in Infrastructure Procurement: Evolving Issues and New Initiatives Third Meeting of the Regional Policy Network on PPPs, Infrastructure and Connectivity 26 27 October 2016 Dusit Thani Hotel Bangkok, Thailand
BACKGROUND At the Ministerial Meeting in May 2014, Secretary-General Angel Gurría and Japanese Prime Minister Shinzō Abe launched the OECD Southeast Asia Regional Programme in the presence of ministers and high level representatives from the ASEAN region. The Programme aims to further strengthen OECD s engagement with Southeast Asia by supporting domestic priorities, policy reforms and regional integration efforts. Its implementation is based on six Regional Policy Networks which serve as fora fostering mutual learning and the exchange of good practices between policy makers in Southeast Asian and OECD countries. The Regional Policy Network on PPPs, Infrastructure and Connectivity supports Southeast Asian countries and the ASEAN Secretariat in establishing a well-connected ASEAN Economic Community and implementing the Master Plan for ASEAN Connectivity. The meeting is held at a time when the ASEAN Leaders just adopted the new Master Plan for ASEAN Connectivity (MPAC) 2025 in Vientiane, Lao PDR, on 6 September. The projects of the Network are linked to MPAC s strategic area Sustainable Development and its objectives of increasing public and private infrastructure investment, and sharing best practices on project preparation and infrastructure productivity. This third meeting of the Network will focus on How to use transaction advisors in PPPs effectively and value for money in PPPs. The meeting enables peer-to-peer discussions of recent developments in the PPP and infrastructure space in Southeast Asian and OECD countries. There will also be discussions of recent projects undertaken by OECD and partner organisations. The meeting conclusions will provide strategic direction for the Network s activities in the coming year. The meeting will be hosted by the State Enterprise Policy Office of the Thai Ministry of Finance, with financial support from the Government s Southeast Asia Prosperity Fund, and takes place in Bangkok, Thailand on 26 October 2016. Two prior meetings took place in Indonesia in 2014 and 2015, where ASEAN and OECD delegates discussed issues of PPPs and infrastructure development under the co-chairmanship of the Philippines and the United Kingdom. Dress code during time of mourning As Thailand is currently in a period of mourning due to the passing of HRH King Bhumibol Adulyadej, delegates are asked to observe the following dress code: ladies should wear all black, and men can wear all black or a black/dark suit with white shirt and black tie.

11:15-12:30 SESSION 2: WHY, WHEN AND HOW SHOULD THE PUBLIC SECTOR USE TRANSACTION ADVISORS FOR PPP PROJECTS? COUNTRY LESSONS Transaction advisors are necessary for successful PPPs. Experience shows, however, that it is not always easy to know when and how to use advisors in the most cost efficient and effective way. This session will discuss the basic questions of when and how to use advisors. The session will focus on governments perspectives what are the motivations, experiences, challenges and questions with regards to transaction advisors? The objective of this session and the work that will follow is to identify good practice and develop a guide on How to use transaction advisors effectively in PPPs. This guide will be presented at the 2017 meeting and subsequently published. This session further invites representatives of advisory companies to present their thoughts on why, when and how transaction advisory services should be used in the preparation, procurement and operation of PPP projects. On the basis of the recent OECD study of the Philippines there will be a discussion of the lessons learnt from the successful PPP program of the Philippines and possible next steps. The OECD will update the network on recent work on the Availability of financial risk mitigation instruments in private infrastructure investment in Southeast Asia. This will be complemented by a discussion among delegates on these projects as well as topics of future projects.
