This legislation requires the ChiefExecutive Officers ofeach county govemment to convene a panel of municipal leaders to consider, recommend, approve and administer a consolidated shared services plan. The statute requires the Supervisors and Mayors, ofthe Towns and Villages, shall be participating voting members. This letter is addressed to you because you are the sole official in your community who can attend these meetings as a panelist member. s one may understand, our meeting schedule may not accommodate all ofthe 2l jurisdictions within Sullivan County. Due to the short time frame involved with compliance to this law and its deadlines, we must pick a meeting schedule and move forward as soon as possible. Based on a census ofmany ofthe villages and towns meeting schedules in our County we have decided set our first meeting for May l6th at 6:30pm, to be held in the Government Center in the Legislative Committee Room. We ask that all ofthe leaders who meet the criteria to sit on the panel attend lhis first meeting and that they bring with them any collaborative efforts that they envision might apply to this program and help i-ts goal of increased efficiency and cost savings to tax payers. (our Torah strictly instructs us against that etc.) I don't know the gentleman personally, I only met him last year when he was by the planing board. I made a few calls last night, I finally reached Mr. Goldman the operator of the farm. I do not vouch for him as I did not go into the farm. But he says: He is running under a program from Comell cooperative and is strictly monitored and regulated by ag & markets. He has a state vet that checks all animals once a month. The shipping containers are part ofa green program encouraged and blue prints provided by comell fter someone complained to DEC regarding discharge of manwe to stream. Dec inspected and found no violation. He feels that some town employees that are rable rousing on Facebook against his operations are doing it for different reasons. Not necessarily related to their professional positions. Once again. This is what he told me I have no way to verify. This creates an issue because banks cannot provide a lease for a project this small over 10 years. Our opinion is that once several projects start making their way into the Public Service Commission (PSC) for approval, there will be a price check and pressure for the utilities to provide more acceptable pricing. For now I would say you have one of two choices. The 1" would be to hold off on the project and monitor how things progress with the PSC. The 2"d option is to try and identify additional scope within the town to increase project size and/or decrease the overall payback. This could!nclude building related lighting, mechanicalsystem replacements, building envelope improvements, and building automation. l've attached a case study of a couple projects we've recently completed to give you an idea of what this includes. The aforesaid local law imposes a moratorium providing that such that no site plan or special use permit shall be reviewed or approved by the Planning Board and no building permit shall be issued by the Code Enlorcement Officer with respect to the establishment of any new Summer Camp as such use is presently delined by lhe Town of Liberty Zoning Law. The moratorium shall apply to any and all applications lor special use approval that may be pending at the time ol adoption of the local law, and any and all special use applications that may have been approved but as to which the actual development of which has not yet been substantially completed at the time of adoption ol the local law.
