PROPOSED MEASURES ON WHICH AN OPINION MAY BE REQUESTED. Opinion on the draft Commission Implementing Regulation amending Regulation (EEC) No 2568/9 on the characteristics of olive oil and oliveresidue oil and on the relevant methods of analysis. (comitology number: D039035) The regulation amends four methods of analysis, the organoleptic method recently modified by the International Olive Council and repeals the method for the detection of extraneous vegetable oils in olive oils. Positive Vote: 23 MS in favor. Ireland, Luxemburg, Slovenia, Malta and Latvia absent and not represented 2. WINE 2. Exchange of views on the wine market situation (roundtable) Commission services presented the 205-206 grape must harvest forecast figures, which indicate a slight increase of 2.7% compared to previous wine campaign, as well as trade data based on the first semester of 205 results. Member State delegates were given the opportunity to comment and to discuss these data presentation as well as on the global market situation. 2.2 Discussions on the revision of lists regarding the wine sector published on Europa in the frame of simplification concerning communications submitted by competent authorities via ISAMM. The Commission presented briefly the state of play regarding procedures on the modifications to the list of the official agencies and laboratories approved or appointed by MSs and Third Countries. The Commission also outlined the intention to simplify the current approach by establishing coherent links with ITsystems such as ISAMM/ TRACES for the future. Further discussions on this subject are planned during a workshop in the wine sector scheduled for January 206. HU asks the Commission to clarify the competencies of laboratories authorised to carry out official controls and rules applicable to the certification of wines in the EU (internal market). The following answer was given: "According to Article 46 of Regulation (EU) No 308/203 and Commission Regulation (EC) No 555/2008, in particular Articles 52 and Title V, the Member States shall designate the competent authorities and laboratories authorised to carry out official controls and analyses in the wine sector. These designated laboratories shall be recognised as official laboratories in the meaning of controls made at national level and assistance between control bodies, in accordance with Title V of regulation 555/2008. These laboratories have no competence in delivering certificates related to the marketing of wine products on the EU internal market. Only the accompanying document shall be regarded as certifying wine products marketed on the internal market as provided for by Article 3() and Annex VI of Regulation (EC) n 436/2009." 2.3 National Support Programmes Financial execution by 3 August 205. The Commission presented the situation and asked the MS delegates to explain the relatively low execution of some programmes. Sharing of replies provided upon requests of certain Member States. The Commission presented replies provided to RO, EL and a private person from IT concerning respectively technical accounting aspects, possible late execution of payments and the eligibility of VAT under the National Support Programmes. Discussions on a working document concerning an amended draft Commission Implementing Regulation laying down rules for the application of Regulation (EU) No 308/203 of the European Parliament and the Council as regards the national support programmes in the wine sector. The Commission presented the draft regulation amended with respect to the version presented at the Committee of 22 July and discussed it with the delegates of the Member States.

2.4 Miscellaneous: Request from UK, SV and DK regarding exceptional enrichment for the wines of the current harvest. These MS will send the data. Commission invited all MS envisaging to request such exceptional enrichment to present their request in the shortest time possible. The Commission informed on the state of play on a working document concerning an implementing act amending Commission Regulation (EC) No 555/2008 regarding Member States' communication obligations on production potential. Following the presentation of the working document (Draft Implementing Act) during the meeting of 22 July 205 and the absence of remarks from the Member States, the internal procedure for adoption (Interservice Consultation) was launched during this week. The vote should take place in the CMO committee of 20 October; adoption and publication are expected by the end of November 205. The Commission also provided an interpretation concerning the scheme of authorisations for vine plantings, related to exemptions where the plantings are intended solely for the consumption by the wine grower's household.
