IMPLEMENTATION STATUS 1. The PDO remains achievable within the project timeframe, provided that the Government/MOAD ensures completion of the civil works contract to connect Ouagadougou to the Donsin Area, and monitors closely its implementation; and the execution pace and quality of the rural roads civil works is improved, so that all works may be completed by project closing date of June 30, 2018, under Component A. The implementation of Component B is relatively on track. The following is a summary of Implementation Status by component: Component A 2. The implementation of the road construction/rehabilitation works contract to connect Ouagadougou to the Donsin Area has continued to register significant delays. The contractor's overall its performance has been weak due mainly to lack of financial resources to pay suppliers of essential materials and to pay sub-contractors. The situation has determined that MOAD took over the direct payment of suppliers in the past months, after a lengthy process of contract amendment processing which caused additional delays. The situation has lately improved with a better mobilization of the contractor. As of end-november 2017 the works were at about 75 percent physical advancement. About 25 km of roads (or half of the total road rehabilitation length) were completed at the time of the mission in November, 2017. A number of key actions to be pursued by MOAD have been agreed, in an attempt to catch-up on delays and ensure contract completion my mid-march, 2018. The mission has assessed that, given the amount of remaining civil works to be executed, and funds to be disbursed, it is unlikely that the contract be completed by mid-march - as per the new contractor's planning - however, completion before the end of project closing date (June 30, 2018) is still possible. 3. The implementation of civil works for the improvement of about 42 km of rural roads in the Donsin area started, after full completion of the related RAP. However, the works register a three months delay with a physical advancement of about 38% for a 66% contractual advancement. The new deadline for works completion has been set at end-january, 2018. The mission has expressed concerns over the apparent poor quality of works, as visualized during the field trip, and a weak contract supervision. Component B 4. The contract extension until June, 2018 for the consultant services to assist GoBF/MOAD to put in place a Public Private Partnership (PPP) to develop the Ouagadougou-Donsin airport is being processed by MOAD, given that the process of selection of the private operator is under way. MOAD estimates that the process will be completed by end-december, 2017. The implementation of all the other activities funded under Component B has advanced and remains largely on schedule, except for the Training Plan 2017 which activities have been only 62% achieved. The mission recommended that all remaining activities be completed by March, 2018, and any training that is unlikely to have an impact on project performance should be abandoned. As of end-november, 2017 cumulative credit disbursements had reached about 73% (about US$ 58.4 million), for a commitment of about 98% (about US$83 million) in signed contracts.
