REPORT AND RECOMMENDATIONS OF THE FIRST MEETING OF TRADE AND INVESTMENT SUB COMMITTEE OF ACMOI Marrakesh - Kingdom of Morocco 16-17 March 2016 I. INTRODUCTION: The First Annual Coordination Meeting of the Organization of Islamic Cooperation Institutions (ACMOI) took place in Jeddah, Kingdom of Saudi Arabia on 7-8 December 2015 under the Chairmanship of H.E. Mr. Iyad Ameen Madani, the Secretary General of the Organization of Islamic Cooperation. The meeting has created the Trade and Investment Sub-Committee (TISC) under the chairmanship of the Director General of ICDT. The First Meeting of Trade and Investment Sub-Committee (TISC) was held on 16 and 17 March 2016 in Marrakesh, Kingdom of Morocco and was chaired by the ICDT s Director General. II. PARTICIPANTS: The meeting was attended by: - The General Secretariat of the Organization of Islamic Cooperation (Department of Economic Affairs); - The Islamic Centre for Development of Trade (ICDT); - The Statistical, Economic and Social Research and Training Centre for Islamic Countries (SESRIC); - The International Islamic Trade Finance Corporation (ITFC); - The Islamic Corporation for the Insurance of Investment And Export Credit (ICIEC); - The Cooperation and Integration Department of IDB (CID); - The IDB Rabat Regional Office; - The Standards and Metrology Institute for Islamic Countries (SMIIC); - The Kingdom of Morocco (Observer); - The United Nations Conference on Trade and Development (UNCTAD) (Observer). OPENING REMARKS: Statements were made by the Minister in Charge of Foreign Trade, Kingdom of Morocco, the Assistant Secretary General of OIC for Economic Affairs, ITFC Acting 2
CEO, ICDT Director General, and ICIEC CEO. The statements emphasized the importance of TISC to maximize cooperation, coordination, service delivery and effective solutions to Member States while avoiding duplication. IV. ADOPTION OF THE AGENDA: The meeting adopted the draft agenda. (Annex II). V. RECOMMENDATIONS OF THE MEETING: After deliberating the various items of the Agenda, the meeting approved the following recommendations: 1. In order to ensure effectiveness and efficiency, TISC members will design and implement integrated projects that include specific activities and deliverables, for example, in the areas of strategic commodities like cotton, halal industry, trade facilitation like single window, etc. Item 1: Trade Financing in OIC Member States. 2. Increase the visibility of ITFC s trade finance and ICIEC s export credit insurance services through, inter alia, including their activities as permanent agenda items of OIC trade and investment events and by organizing road shows in various regions of OIC Member States. 3. Capitalize on OIC General Secretariat networks to promote visibility and membership participation to ITFC and ICIEC. Item2: Convening of Specialized Halal Trade Fair. 4. Establish a task force composed of ICDT, IDB Group and SMIIC and when need arises, taping on international, regional and national entities experiences, to: a) Design an integrated OIC three year Halal Industry Program (Strategy/vision and implementation). b) Collate all ongoing actions on Halal under this program. c) Joint implementation of this program. d) Hold the 5 th Edition of the OIC Halal Trade Fair in 2017 in Republic of Turkey. e) Expand joint organization/participation of TISC members in OIC Halal events. Item 3: Promoting Single Window Facility in OIC Member States 5. ICDT, SESRIC and IDB Group to work together to design an integrated program on this issue including (survey, analytical study, collect and share best practices and capacity building program on Single Window in OIC Member States, while taking into account available technical assistance at regional and international levels. Item 4: Arrangements for the 15 th OIC Trade Fair 6. ICDT will take the lead in organizing the OIC Pavilion during the fair. 7. IDB Group, represented by ITFC, will financially support participation of some OIC LDCs countries in the Fair. 3
8. All OIC relevant institutions and IDB Group to spread the information about the Trade Fair including on their respective websites. Item 5: Second Meeting of Trade Promotion Organs 9. ICDT will facilitate TISC members access, use and contribution to the OIC TPOs online Portal. 10. The agenda was endorsed for the TPOs meeting and allocation of interventions as per attached annex III. 11. Invite some OIC Member States TPOs to make presentations during the meeting on their national experiences. 12. IDB Group will explore the possibility of inviting ICDT to attend the selection Team for best TPOs achievers. ICDT& ITFC shall also explore the possibility of dedicating a separate Trophy for TPOs. Item 6: First Meeting of Investment Promotion Agencies 13. ICIEC will take the lead in organizing the IPAs meetings on regular basis once every two years, in cooperation with OIC General Secretariat and ICDT. 14. ICIEC and ICDT will coordinate the meeting logistical arrangements. 15. OIC General Secretariat will revise the IPAs meeting agenda and distribute it to TISC members and OIC Member States. Item 7: Investment Forum on OIC-PACCA November 2016 16. Agreed to change the name of the Forum to become (Trade and Investment Forum for Central Asia). 17. ICIEC, ITFC, IDB, ICDT, ICCIA and SESRIC will take the lead in organizing the Forum (draft program, concept paper, invitations, speakers, side events, etc). 18. ICDT will explore with UNCTAD the possibility of organizing a training seminar on Bilateral Investment Treaties for Central Asian Countries on the margin of the Forum. Item 8: Forum for Public and Private Investors in the area of Tourism Development 19. Holding the Forum on public and private investors in the area of tourism development concomitantly with the 3rd Tourism Fair of the OIC Member States, which will be held 18-21 October 2017 in Cairo Arab Republic of Egypt. 20. ICDT will coordinate with the Ministry of Trade and Industry, the Ministry of Tourism of the Arab Republic of Egypt, as well as with Egyptian Tourism Federation, the Arab Tourism Organization, the OIC General Secretariat, the Islamic Corporation for the Development of the Private Sector (ICD) in order to organize the said Forum. 21. ICDT and SESRIC to cooperate in establishing the OIC Tourism Portal. Item 9: Any other business A. World Investment Forum, Nairobi, 17-22 July 2016: 4
22. ICDT, ICIEC, and SESRIC will cooperate to organize an OIC Pavilion, a dedicated session on OIC investment and supporting participation of 10 OIC LDCs in the Forum. ITFC and ICD will also explore the possibility of participation in this activity. B. 11 th TPOs Network World Conference and Awards, Marrakesh, 24-26 November 2016 23. The Kingdom of Morocco (Maroc Export) announced the holding of the 11 th TPOs Network World Conference and Awards to be held in Marrakech on 24-26 November 2016 in collaboration with ITC. VI. DATE AND VENUE OF NEXT MEETINGS: The Chairman of TISC shall consult and propose date of the next meeting. V. MOTION OF THANKS At the end of the meeting, participants kindly requested Mr. Mohamed ABBOU, Minister Delegate in charge of foreign Trade of the Kingdom of Morocco to convey their deepest thanks and gratitude to His Majesty Mohamed The Sixth, King of Morocco, May God Glorify and Bless Him, to the Government and the Moroccan People for the warm welcome, hospitality and the facilities which were provided to facilitate the holding and ensure the success of this Meeting The Participants also conveyed their deepest thanks to His Excellency Mr. Iyad AMEEN MADANI, the Secretary General of the Organisation of Islamic Cooperation for his sustained support to the strengthening of Trade and Investment Cooperation among the OIC Member States. The Participants also conveyed their warm thanks and gratitude to His Excellency Dr. Ahmad Mohamed Ali, President of the IDB Group for His full and active support to the TISC of ACMOI, which is utterly in line with the development strategy of regional integration of Member Countries. The participation also expressed their deep congratulations to H.E. Amb. Hameed OPELOYERU, Assistant Secretary General for Economic Affairs and Dr. El Hassane HZAINE, Director General of the Islamic Centre for Development of Trade and all their staff for the laudable efforts they have made to provide the excellent conditions, which ensured the success of this event.
