Introduction Allahabad Bank intends to have rate contract for supply, installation and Commissioning of batteries under buy back for various branches under Bhagalpur Zone for 2 KVA UPS, 3 KVA UPS, 6KVA UPS etc.. Three technically qualified Vendors i.e. L1, L2 & L3 will be selected for the rate contract for a period of One year from the date of issue of offer letter to the empanelled vendors. L2 and L3 bidder has to match the price of L1. If L2 or L3 do not agree Bank reserves the right to any other technically qualified vendors who are ready to match the commercial with L1 Bidder. In this connection Sealed Tender is invited from the OEM or Authorized dealer/supplier, of Batteries at the Zonal Office, Bhagalpur as per the specifications/requirement mentioned below. 1. Battery Specification : S. No. Specification 1 28AH 12V, SMF Battery 2 42AH 12V, SMF Battery 3 65 AH 12V,SMF Battery 4 75 AH 12V,SMF Battery 5 100 AH 12V, SMF Battery 6 110 AH 12V, SMF Battery 7 120 AH 12V,SMF Battery 8 150 AH 12V, SMF Battery 2. Make/Model: Quanta/Exide/Panasonic. 3. Eligible Bidder : Following eligibility criteria is must from bidder: The bidder should be Original Equipment Manufacturer (OEM) or authorized dealer/supplier of batteries. Valid evidence (certificate) that they are authorized dealers /suppliers for the brand they are supplying would have to be attached with the bid, failing which the bid is liable to be rejected. Bidder should have experience of supply & installation of battery of similar specifications in any nationalized bank or any public sector organization (Relevant satisfactory certificate from the purchaser should be attached) The bidder should have an annual turnover of at least INR One Crore (Rs.1,00,00,000/-) per annum for each of the last 2 (two) financial years and Page 2 of 11

should be profit making in each of these years. Audited Balance sheets and profit /Loss statements for the financial years 2013-14 & 2014-15 should be provided. 4. Tender fee: Bidder has to purchase tender by depositing non refundable tender fee of Rs. 1000/- before the last date of submission of the bid. 5. Bid Security: Rs.10,000/- in form of draft/banker cheque issued in favor of Allahabad Bank or Bank Guarantee issued from any nationalized bank as per the format given in Annexure I. Bid Security of unsuccessful bidder will be returned within 10 days of finalization of bid process. The bid security of successful vendors would be returned after submission of Performance Security. 6. Validity of Bids: The Offer should be valid for at least 60 days. 7. Performance Security: Successful bidders has to submit Performance security amounting to Rs. 50,000/- (Rs. Fifty Thousand Only) in form of draft/banker cheque issued in favor of Allahabad Bank or Bank Guarantee issued from any nationalized bank as per the format given in Annexure II. 8. Warranty: Two year from the date of Successful Installation of the Batteries. In the event of battery becoming defective within the warranty period, bidder would be required to provide a new replacement at no cost. If new replacement cannot be given on same day vendor would be required to provide an equivalent battery in good working condition on the same day till new replacement is delivered within 7 days of the battery becoming defective. Liquidated damage (clause 9) will be applicable if battery is not replaced within 7 days. 9. Delivery: Within Two weeks of placement of Purchase order. Battery Stand, Battery interconnecting cable with lugs should be provided for each battery without any extra cost. 10. Liquidated Damages: In case of delay in supply of any or all of the batteries, liquidated damages @ 0.5% of order value per week or part thereof would be imposed for delay beyond the stipulated two weeks of delivery period from the date of placing the order. 11. Payment Terms: On delivery and successful installation. 12. Taxes: VAT/ Service Tax will be paid extra. Price should include all other tax Octroi /Entry tax. 13. Other Terms and Conditions: Bidder should have office/service center at Jharkhand/Bihar (Evidence of the same is to be attached). Bidder has to perform preventive maintenance of Battery bank provided, on half yearly basis and provide relevant report of preventive maintenance. Bidder would be required to dismantle the existing batteries and install the new batteries. The old batteries would need to be removed from the Bank s premises by the vendor at his own cost. 14. Technical Bids and Commercial bids must be received by the Purchaser at the address specified above, not later than the time and date specified above. In the event of the specified date for the submission of Bids being declared a holiday for the Purchaser, the bids will be received up to the appointed time on the next working day. 16. Any modification in the tender document, which may become necessary, shall be made by the Purchaser exclusively through the issue of an Addendum/ Corrigendum. At any time prior to the deadline for submission of bids, the Purchaser, for any reason, whether at its own initiative or in response to a clarification requested by a prospective Bidder, may modify the tender document by necessary amendment. 17. The Purchaser may, at its discretion, extend this dead-line for the submission of Bids by issuing the necessary amendment(s), in which case all rights and obligations of the Purchaser and Bidders previously subject to the deadline will thereafter be subject to the deadline as extended. No Changes are allowed / permitted after the submission of the bid. 18. Any bid (Technical & Commercial) received by the Purchaser after the deadlines for submission of bids prescribed by the Purchaser will be rejected and returned unopened to the Bidder. 19. SUBMISSION OF BIDS: Bidders are required to submit the Technical Bid and Commercial Bid in physical form on or before the last date and time mentioned. The Language of Bid should be in English. 19.17 SUBMISSION OF TECHNICAL BID & Commercial Bid 18.1.1 The Bidders shall submit the Technical Bid and Commercial Bid in two seperate sealed envelopes. If above bids are found not properly sealed, the bid is liable for rejection. The envelope containing technical bid shall be marked as TECHNICAL BID and the envelope containing commercial bid shall be marked as COMMERCIAL BID. 18.1.2 In addition to the above marking, the envelope must be super-scribed with the following information a) Tender Reference Number b) Quotation for Supply, Installation and maintainence of Batteries under buyback c) Name and Address of Bidder This will enable the Purchaser to return the bid unopened, in case it is declared unacceptable for any reason whatsoever. 18.1.3 The Technical Bid must contain following: Page 4 of 11

a) Technical Specification (as per Annexure-II) of batteries and accessories offered. b) Bid Security of specified amount. c) Product Brochures, leaflets etc if any. d) Copy of Certificate of Authorized dealership of offered Batteries. e) Relevant satisfactory certificates from the purchaser(s). f) Audited Balance sheets and profit /Loss statements for the financial years 2013-14 & 2014-15. 18.1.4 The Technical Bid should not contain any price information. 18.1.5 All the envelopes shall be addressed to the Purchaser at the address given below: The Assistant General Manager Allahabad Bank Dept. of Information Technology, Zonal Office Bhagalpur, Devdoot Complex, 1st Floor, Radha Rani Sinha Road, Bhagalpur. Vendor must accept all terms and conditions in this document and sign and affix his seal in the space below by way of confirming that all terms and condition are accepted. 23. Purchaser has sole discretion to scrap the tender at any stage of tender process. 24. Purchaser may extend the period of Empanelment of bidders with the mutual concent of empanelled bidders. Purchaser can also decrease the empanelment period with one month notice to selected bidder.
