GDSN - Cooperation: Aim Formation of a most flexible network for cooperation on topics of common interest at adjacent seas without administrative bodies for: Exchange of basic information on offshore wind energy deployment and research, Information on research needs, ongoing research projects and their results, Identification of research topics of common interest and proposal of joint activities (bi-, tri- or multi lateral), Bringing experts and scientists together.
GDSN - Cooperation: Joint Declaration A first declaration on cooperation in the field of accompanying ecological research to offshore wind energy deployment was concluded between the Danish and German governments in September 2005. Sweden Denmark Germany European Offshore Wind Conference & Exhibition, December 2007, Berlin. The Berlin Declaration of the European Policy Seminar on Offshore Wind Power Deployment 2007 proposed to expand the cooperation to other interested governments and other research topics. Sweden signed in 2007 (see photo). Scope was extended. Norway joint in 2009. (UK and NL further as observers)
GDSN - Cooperation: Common Topics I The declaration mentions explicitly the following possible common research areas Test of new technologies for the detection and observation of bird collisions, Sound pressure mitigation and -measurements during construction activities, Environmental investigations, for example concerning habitats of marine mammals and birds, Assessment of cumulative impacts and best practice approaches, Ship traffic analyses in the relevant sea areas, Safety concepts for the operation of offshore wind farms,
GDSN - Cooperation: Common Topics II Measuring and prediction of basic parameters as wind velocities, wave characteristics and mechanical loads at offshore locations, Models for the prediction of offshore wind energy production, Methods for the optimisation of offshore foundations, Data exchange in the field of external conditions and environmental aspects so far no private interests of companies or institutes involved are affected.
GDSN - Cooperation: Projects and Activities Germany - Denmark Bird and porpoise behaviour at Horns Rev I and Nysted, Acoustic detection methods for porpoises, Heat development of marine cables, Tracking routes of seals, Hearing sensitivity of porpoises, Effectiveness of seal scarers during offshore pile driving activities. Germany - Sweden Exchange of wind data of FINO 2 to Vattenfall/ Kriegers Flak, Integration of Vattenfalls marine data to the FINO-data base Germany - Norway Evaluation and optimization of design of offshore foundations in the frame of test site research RAVE(N)
GDSN - Cooperation: Next Term Joint E-mail newsletter starting December 2009 will inform on new research activities and offshore development in the countries, Linkage of the Ministries homepages (concerning GDSN), Workshop on research highlights and programs 2010, Coordination of the Steering Committee by Germany/ PtJ in 2010/ 2011 Other governments are most welcome to join the Declaration. In which joint actions should concentrate on the seas surrounded by the participating countries ensuring that there is a high degree of overlapping interests and common needs on specific technological solutions and environmental precautions.

European Policy Seminar on Offshore Wind Power Deployment, Stockholm 2009 Stockholm Declaration 2009 Offshore wind energy is a new technology that can not simply copy from onshore wind or other technologies. R&D is therefore highly needed. Regional cooperation is an instrument to support development at adjacent seas of countries. German-Danish-Swedish-Norway Cooperation can support the EU- Commissions research policy. German research platforms FINO 1,2 3 are mentioned as focal points for cooperation.
Conclusions The regional cooperation (GDSN) still has a large potential for joint activities We need a new acronym or name considering the growing participation. First Proposal: European Northern Seas Offshore Wind - Cooperation ENOW-Cooperation
