A. Bond Issues and Loans A-1. An Ordinance increasing the indebtedness of the Township of Clay, County of Lancaster, Pennsylvania, by the issue of a general obligation note in the amount $28,000 for purchase of road equipment; fixing the form, number, date, interest, and maturity thereof; making a covenant for the payment of the debt service on the note; providing for the filing of the required document; providing for the appointment of a sinking fund depository for the note; and authorizing execution, sale, and delivery thereof. An Ordinance increasing the indebtedness of the Township of Clay, County of Lancaster, Pennsylvania, by the issue of a general obligation note in the amount of $170,000 for the construction of a new township municipal building as well as for road construction; fixing the form, number, date, interest, and maturity thereof; making a covenant for the payment of the debt service on the note; providing for the filing of the required document; providing for the appointment of a sinking fund depository for the note; and authorizing execution, sale, and delivery thereof. By clarifying the tax rate to be imposed on earned income and net profits earned, by providing for additional administrative provisions, by implementing provisions associated with The Local Taxpayers Bill of Right (act 50 of 1998, 53 PA.C.S.A. An Ordinance granting the renewal of a nonexclusive franchise to Comcast of Southeast Pennsylvania, Inc. pursuant to a Franchise Agreement to be executed between Comcast of the South, Inc. and the Township of Clay to provide the services, facilities and equipment necessary to meet the future cable-related needs of the Township.
