OCTOBER SUB-STATE PRESS RELEASE November 21 st, 2017 Jobs Numbers Throughout the Silver State Remain Strong This Month; Unemployment Rates Continue to Remain Relatively Low Statement from Bill Anderson, Chief Economist, Department of Employment, Training & Rehabilitation: Last week, we reported October labor market results for the State as a whole were encouraging. Job levels were at a record-high, the unemployment rate is holding relatively steady, and initial claims for unemployment insurance are at pre-recessionary levels. In looking at conditions within the State, we find that improvement is evident across nearly all of the State s metro areas and counties. Job levels continue to trend up in the State s major population centers, with record highs in Las Vegas and Reno. So far this year, unemployment rates are down in each of the Silver State s 17 counties. All things considered, labor market trends continue to point to a broad-based and diversified economic recovery. Highlights: Job Growth Since October 2016: o Statewide jobs are up 2.8 percent; 36,600 o Las Vegas jobs are up 2.5 percent; 24,200 o Reno jobs are up 1.5 percent; 3,300 o Carson City jobs are up 2.4 percent; 700 Unemployment Rates: o Las Vegas: 5.1 percent; down 0.2 point from a year ago o Reno: 3.9 percent; down 0.5 point from a year ago o Carson City: 4.8 percent; down 0.5 point from a year ago o For 14 consecutive months, unemployment rates have declined on a over-the-year basis in all 17 of the State s counties. o Unemployment rates in the State s major population centers all decreased on a year-over-year basis. o October unemployment rates ranged from 3.1 percent (Eureka) to 6.4 percent (Nye). Initial claims for unemployment insurance have declined in all but two counties in Nevada, relative to the same period last year. The State s largest population centers realized slightly reduced online job ad volume from last October.

ANDERSON CHIEF ECONOMIST NEVADA SUB-STATE LABOR MARKET OVERVIEW October 2017 Job numbers remained strong throughout the Silver State in October with growth heavily concentrated in the Las Vegas metropolitan statistical area (MSA). Las Vegas employment saw a seasonally adjusted increase of 2,600 jobs, the result of increasing by 4,300 jobs when only 1,700 were expected to be added. Reno, realized a seasonally adjusted increase of 200 jobs, the result of gaining 1,200 jobs when only 1,000 jobs were expected to be added. Over-the-year job gains were positive in the State and in all three metropolitan areas this month. The State as a whole added 36,600 jobs relative to October 2016, a growth rate of 2.8 percent. Las Vegas experienced the largest nominal gain of 24,200 jobs, a growth rate of 2.5 percent. Specifically, goods-producing industries added 11,200 jobs to payrolls while service-providing industries added 13,100 1. Reno grew at 1.5 percent over the year, resulting in an increase of 3,300 jobs. Carson City realized a slight improvement by adding 700 jobs, a growth rate of 2.4 percent. This growth resulted in a gain of 100 goods-producing and 600 service-providing jobs. Eureka has the highest LQ for mining, with a value of 206. Mining employment accounts for 90 percent of total jobs in the County. Lander is home to 3,300 mining jobs, more than 60 percent of total employment. This translates into an LQ of 139. This month, unemployment rates in the State s major population centers decreased on a year-overyear 2 basis but varied on monthover-month basis. In Las Vegas the rate is at 5.1 percent, down 0.1 percentage point from September and down 0.2 percentage point from October of last year. Reno s rate is down 0.1 percentage point relative to last month and declined 0.5 percentage point over the year, resulting in an unemployment rate of 3.9 percent. The unemployment rate in Carson City remains at 4.8 percent, unchanged from September, but down 0.5 percentage point from October last year. A location quotient (LQ) can be used to express how concentrated an industry is in a region as compared to the nation. An LQ of one indicates that an area has the same concentration of a specific industry as the national average, whereas a value of less than one indicates a lower concentration, and a value greater than one indicates a higher concentration. We focus on the concentration of mining employment in Nevada s counties relative to the nation, and highlight the relative importance of this industry in rural Nevada this month. Statewide, mining accounts for about 13,700 jobs (based upon information from Economic Modeling Specialists, Inc.), approximately 1.1 percent of total employment. The LQ for mining is 2.5, showing that the Silver State s share of employment in this industry is higher (over double) than that for the nation. For 14 consecutive months, unemployment rates have declined on a over-theyear basis in all 17 of the State s counties. Rate declines ranged from 1.7 percentage points (Lander) to 0.2 percentage point (Clark). All counties remain below 6.5 percent unemployment in October. Eureka, at 3.1 percent, is home to the State s lowest unemployment rate. In addition to Eureka, relatively low unemployment rates are also found in Elko and Esmeralda, both at 3.4 percent. The highest unemployment rates in the Silver State belong to Nye and Lyon at 6.4 percent and 5.6 percent, respectively. This month, we examine the growth/decline in each county s labor force, employment, unemployment and the jobless rate. the first ten months of 2017 relative to a year ago. Over the same period, 13 counties saw increases in employment. Labor force (those actively involved in the labor market, either employed or actively looking for work) growth is concentrated in the State s two largest population centers. Clark County s labor force is up 16,400, while Washoe s has increased 2,900 compared to the first ten months of last year. unemployment rate 8.0% 7.0% 6.0% 5.0% 4.0% Unemployment Rate by Metro Area 3.0% The unemployment rate in every county in the Silver State has declined relative to 2017. In fact, 14 counties have declined by at least one full percentage point. The largest declines in the jobless rate are found in Lander (down 1.8 percentage points), followed by Eureka and Storey, each with a decline of 1.7 percentage points. The U.S. Department of Homeland Security administers the EB-5 Visa Program, created in 1990 to stimulate the U.S. economy through job creation and capital investment. Under this program, entrepreneurs are eligible to apply for a green card (permanent residence) if they make a minimum investment of one million dollars in a commercial enterprise in the United States; and plan to create or preserve ten permanent full-time jobs for qualified U.S. workers. Targeted Employment Areas (TEA) are part of the EB-5 Investment program. TEAs are defined either as areas of high unemployment (unemployment rate 150% of the national average), or as rural areas (any area not within either a metropolitan statistical area or the outer boundary of any city or town with a population of 20,000 or more according to the most recent decennial census of the U.S.). When an investment project is located within an area designated as a TEA, the investment requirement is lowered from one million dollars to a half-million. The Department of Employment, Training, and Rehabilitation s (DETR) Research and Analysis Bureau is the

appointed authority for designating TEA areas within the State of Nevada. DETR provides TEA designation at the census tract 3 level, and allows for combined multi-tract regions when forming TEA areas. TEA data is updated annually, with new information becoming available in early May. Lander All counties in Nevada qualify as rural areas, except for the White Pine Washoe Esmeralda State s Metros--Clark, Carson Elko City, Washoe/Storey. Clark County has 130 census tracts that meet Eureka the definition of high unemployment (dark blue areas on maps above), most located in the north east part of the Las Vegas Valley. With data through the end of October, initial claims have declined in all but two counties in Nevada, relative to the same period last year. Eleven counties realized declines in excess of ten percent. As to the three largest counties in the State, Clark, Washoe, and Carson City, experienced year-to-date declines of 2,700, 900, and 330, respectively. The only counties with increased initial claims activity this month were Esmeralda and Storey counties, which increased by one and 18, respectively. Year-to-date online job posting activity is mixed amongst Nevada s counties this month 4. Elko (+710), Nye (+420), and Douglas (+220) saw the largest increases in ad volume over last year. The Silver State s largest population centers realized reduced ad volume from last October. Clark has received 3 Census tracts are small, relatively permanent statistical subdivisions of a county. Census tracts average about 4,000 inhabitants. 4 Online job postings are obtained through DETR s Silver State Solutions initiative. Online job posting volume does not necessarily correlate with the level of job openings or hiring. Internal company hiring and union hiring are often not captured by online ads. High ad volume often occurs for occupations/industries that are having difficulty finding qualified candidates, high turnover positions/recurring openings, or when companies are building large candidate pools. Online job postings should only be used with caution when developing/analyzing time series trends due to the constant changes in the rate of online advertising usage and in the methods used for collecting the data.

123,800 online job ads so far in 2017, but has decreased by 5,400 over this same time last year. Washoe postings have reached 29,100 through October this year, but are down by 4,700 postings from October 2016. Carson City has realized a decrease of 660 ads over last year, totaling 7,100 through October 2017.
