3 Scpe f Wrk The Greater Nida Industrial Develpment Authrity ( GNIDA r the Authrity ) has alltted land t a number f private develpers fr develping Grup Husing Scieties in the city. The prjects were cnceptualised and launched by the develpers but they have been unable t meet the timelines cmmitted fr cmpletin and handver f the prjects. Hence it is imprtant that these Prjects be reviewed fr viability and facilitatin as deemed necessary t expedite the delivery prcess. The key tasks t be undertaken by the cnsultant are as fllws: Current state assessment Data analysis and categrisatin Mitigatin strategy and facilitate builder-buyer meetings Regular mnitring and reprting The Cnsultant t achieve the abve mentined task shall be respnsible fr prviding services, including, but nt limited t: Phase 1: Current state assessment The cnsultants shall be respnsible fr undertaking an assessment f the identified prjects and as a first step wuld cllect data n the same. Sme infrmatin will be available with the Authrity but a lt f infrmatin will have t be cllected frm the Develpers. The cnsultant shall develp standard templates/checklist t cllect infrmatin which may include (but nt limited t) the fllwing (indicative): General infrmatin abut the prmter and ther parties invlved in develpment f the prject Prject specific infrmatin such Alltted area, Alltment date, Lease rights as alltment/lease particulars, sanctin details like flr plans, Grund cverage, FAR, number f flats, infrmatin n sld inventry, the buyer details, amunt at which the flat was sld, amunt paid and balance t be paid etc. List f apprvals pending n a prject, tentative timelines and challenges if any Infrmatin pertaining t stage f cmpletin, actual csts fr activities in prgress, prject cst estimates, estimated cmpletin date, payment schedule fr the prject, payment made t Authrity and pending dues, rescheduled payment plan (in any) etc. Additinal land if lying unutilised with the Develper/prmter This infrmatin may be captured thrugh an IT tl that can be develped by the cnsultant fr the same. The infrmatin feed t the prtal may be entered by the Develper r the cnsultant s PMU as the case may be. All infrmatin cllected needs t be crss-verified r authenticated with respective stakehlders. The prtal will display an up t date Prject Specific Reprt Card based n the aggregated details frm all stakehlders. The develpers wuld als be asked schedule t cmplete the prjects with a financing plan. The financial plan wuld be duly apprved/authrised by a financing institutin f repute. Phase 2: Data analysis and Categrisatin Page 4 f 11
Based n the data prvided by the Authrity and the Develpers the cnsultants shall analyse the prject status, identify the challenges faced by each prject and advise Authrity n its viability f the Prject in light f the prpsed financing plan. The prjects can then be segregated n basis f pre-determined categries causing delay in handing ver final pssessin f the flat t the hmebuyer i.e. financial/ecnmic related delay, regulatin/cde related delay, cnstructin related delays etc. Phase 3: Mitigatin strategy and facilitating meetings The develpers f these identified prjects shall be asked prpse mitigatin strategies based n their respective issues. Befre submitting the mitigatin prpsals, the develpers will have t get these vetted by apprpriate authrities. These mitigatin prpsals might be (but nt limited t) the fllwing: Inslvency Pitch-in Take-ver Buy-back T facilitate abve-mentined prcess, the Cnsultant shall have regular crdinatin with identified develpers t make sure that nly crrect validated prpsals are submitted. The Cnsultant shall assist the Authrity t review and identify any regulatry revisins that may be required t implement the prpsed mitigatin strategies. Additinally, the Cnsultant shall als devise Standard Operating Prcedure (SOP), eligibility criteria & evaluatin parameters fr the selectin f the best pssible mitigatin strategy. Phase 4: Mnitring and reprting The Cnsultants shall mnitr the prgress f selected Prjects based n their finalized mitigatin schedule. The Cnsultants shall prepare mnthly/quarterly mnitring reprts and identify any upcming delays and issues and submit t the Authrity. Page 5 f 11
4 Desired Experience Fr determining the eligibility, the Applicant has t fulfil bth the technical and financial capability defined hereunder. Technical capability: Sr. N. Criteria Dcuments t be submitted 1 Experience in prcesses, standard perating prcedures, husing, real estate, taxatin, legal, financial restructuring etc. 2 Experience f mnitring at least three cnstructin prjects in the last three years having a grss prject cst f INR 250 crre. Cntracts / Wrk Orders fr experience cited and Certificate f successful cmpletin f the prjects which are cmpleted. 3 Experience f managing at least ne large PMU with cnsulting fee f minimum INR 5 crre in last 3 years. 4 The Applicant shuld be either an existing cmpany registered in India under the Cmpany Act, 1956 r shuld be eligible t register as a cmpany t carry ut stated activities, shuld the Applicant be selected. Certificate f Incrpratin/ Registratin 5 Applicant may be a single entity r a Cnsrtium f a maximum f 2 (tw) members. Financial capability: Sr. N. Criteria Dcuments t be Submitted 1 Average Annual Turnver shuld be minimum INR 100 crre during the last three financial years. Nte: In the case f a Cnsrtium, the Annual Turnver criteria t be met by the lead member.
