Renewing Our Community s Commitment to School Facilities The mission of Sidney City Schools is to provide a superior education and to ensure that all students realize their maximum potential. Sidney City Schools strive to educate all students to achieve academic excellence, be responsible citizens, and become prepared for further education and productive employment.

WHAT IS A PERMANENT IMPROVEMENT LEVY? Ohio Revised Code 5705.01 outlines the allowable use of funds from a Permanent Improvement (P.I.) Levy: Permanent improvement means any property, asset, or improvement with an estimated life or usefulness of five years or more. By law, funds generated from a P.I. Levy CANNOT be used to pay District operating expenses such as employee salaries and benefits.

DID YOU KNOW The district s aging facilities will continue to require costly repairs and improvements. A single section of flat roof replacement costs approximately $60,000 - $100,000. (Sidney High School and Northwood Elementary) We are at peak electric limits at Whittier and Northwood Elementary buildings. The original doors for the 1950 s elementary buildings have been replaced at a cost of $60,000 over the last year. We are looking at spending, at minimum, an additional $45,000. Energy ratings for our buildings range from 12% - 45%. On the plus side, thanks to DP&L rebates, the district has a four year plan to replace all light bulbs, costing the district $0.

DID YOU KNOW Sidney City Schools has 20 buses in its fleet. The cost of a new school bus today is approximately $100,000. The average life of a school bus in Sidney is 18 years or 300,000 miles. There was a time when the state would reimburse districts 50% of the cost of school bus purchases, now they reimburse nothing. Increased technology demands come at a price. State mandates are requiring schools to move to online testing; there is a need for continued increased new technology in the district. The recent network infrastructure upgrade to allow our buildings to handle the extra demand due to added technology cost the district $403,000.

WHAT 3.0 mill Permanent Improvement (PI) levy for 5 years to maintain current facilities, equipment, and transportation. The total amount to be collected annually by the levy is $1,383,628. Monies collected from the PI levy can only be used for facility, equipment, and transportation repairs and upgrades. They CANNOT be used for salaries, wages, or benefits.

WHY A quality learning environment leads to quality learning. Ensuring a quality learning environment requires facility maintenance, security enhancements, transportation upgrades, and technology and textbook upgrades. By maintaining current buildings, many built in the 1950 s, the district is able to continue to provide quality learning environments without asking voters to fund costly new schools. Sidney City Schools permitted a.8 mill Permanent Improvement Levy to expire at the end of 2009. Since 2012, $1,450,000 has been transferred from the general fund to cover specific PI expenses.

Monies collected from the PI levy can only be used for building repairs and upgrades. They CANNOT be used for salaries, wages, or benefits.

PROPOSED MILLAGE VS. EXPIRED/REDUCED MILLAGE Expired Reduced Millage: in 2009, the Board of Education allowed the long-standing.8 mill PI levy to expire. Homeowners saw an annual reduction of $28 per $100,000 property value on their property taxes. Millage: Unlike operating millage, bond millage is not automatically reduced for increased property valuation, therefore, in 2015, the Sidney City School Board took action to reduce the millage collected for the repayment of the Sidney Middle School Bond Levy by 1.2 mills. The collections at that time were more than sufficient for the annual principal and interest payments. As a result, homeowners saw an additional reduction of $42 per $100,000 property value on their property taxes.
