Topics of Discussion 1. RBM concept SEASALT principle RBM in use today 2. CFP approach to RBM Reform details Implementing CFP and LO 3. RBM in Sweden 2015-04-16

RBM concept Catch shares in the US We prefer to use the term RBM Basic SEASALT principle 2015-04-16

Secure Exclusive All sources Scaled Accountable Limited Transferable

Secure E A S A Tenure length or access right is granted long enough for individual fishermen to realise future benefits L T

S Exclusive A S A Secure privileges are assigned to individuals or groups L T

S E All sources S A L T Shares include all sources of fishing mortality and does not exceed the catch limit or other controls on mortality

S E A Scaled A L T Management units are set at appropriate biological level, considering social and political systems

S E A S Fishermen are required to stay within their allocated share or comply with other regulations Accountable L T

S E A S Controls on fishing mortality are set at scientifically appropriate levels A Limited T

RBM in use today DG MARE/MRAG study (2009) maps RBM in EU Widespread/-ranging Definition of RBM: any system of allocating fishing rights to fishermen, fishing vessels, enterprises, cooperatives or fishing communities 14 2015-04-16

RBM in use today RBM type (OECD typology) used in DG MARE, 2009 Community-based catch quotas (CQ) Limited Non-Transferable Licences (LL) Limited Transferable Licences (LTL) Individual Transferable Effort Quotas (ITE) Individual Non-Transferable Effort Quotas (IE) Vessel Catch Limits (VC) Individual Non-Transferable Quotas (IQ) Individual Transferable Quotas (ITQ) Territorial Use Rights (TURFs) Evolved independently, not specific to CFP objectives! 2015-04-16

Topics of Discussion 1. RBM concept SEASALT principle RBM in use today 2. CFP approach to RBM Reform details Implementing CFP and LO 3. RBM in Sweden 2015-04-16

Reform details TFC individual or collective user right Apply to large scale fleets to deal with overcapacity, no scrapping MS rejected Prerogative of MS to manage fleets We do not have overcapacity CFP says TFC may be used. EMFF money available 2015-04-16

Implementing CFP and LO MS are moving to RBM e.g. Sweden, UK, Spain Landing obligation will challenge quota allocation and management MS will need to look into quota allocation and benefits of RBM Discard Reduction Manual 2015-04-16

Reducing discards in EU fisheries: Introducing our Manual

Topics of Discussion 1. RBM concept SEASALT principle RBM in use today 2. CFP approach to RBM Reform details Implementing CFP and LO 3. RBM in Sweden 2015-04-16

RBM in Sweden ITQs in pelagic fishery recently evaluated, achieved goals Mix of effort and weekly/monthly allowances in demersal fishery Parliament made RBM possible 24 Temporary transfers of quota as one potential tool to meet the requirements of the LO Limit the risk of shutting down the entire fleet 2015-04-16

RBM in Sweden (2) Some of the (many!) challenges include: low quotas in mixed fishery unclear on how LO will be implemented in 2016 stringent technical rules 25 2015-04-16

RBM in Sweden (3) Co-management Bottom-up approach to develop recommendations/ guidelines for a new quota management system Goals? enable people to keep fishing while complying with the new CFP limit rationalisation of the fleet increasing flexibility, enable young people to enter 2015-04-16

Moving Forward Supporting robust RBM quota management national quota allocation/mgt is very important, e.g. LO Flexibility in exchange for willingness to achieve full accountability and fully documented fisheries Better understanding of the problems and potential solutions. Pilots to build evidence-base and support the reality on water trial tools! Good design and process, including collaboration and participation between stakeholders, is critical to success
