2 BASIC REGULATION AND COMMON MARKET ORGANISATION 14 th June The Permanent Representatives Committee confirmed an agreement with the European Parliament on the two final compromise texts: 12514/11 & 12516/11 18 th June 2013 The Fishery Committee of the EU Parliament approved the two final compromises texts : 12514/11 & 12516/11 17/18 th October 2013: Council is expected to approve the texts in fist reading (after legal and linguistic revision) N.B. Date to be confirmed 9 th December 2013 : European Parliament (plenary) would prepare adoption of the same texts - N.B. Date to be confirmed.

3 EUROPEAN MARITIME AND FISHERIES FUND 10 th July 2013 The Fisheries Committee of the EU Parliament approved the CADEC Report 15 th July The Agriculture and Fisheries Council reached a general approach 15458/1/12 22 nd October 2013 : Indicative EU Parliament plenary sitting date, 1st reading/single reading End of October/ Early 2013 : Trilogue on the future EMFF

7 State Aids to Fisheries and Aquaculture : DG MARE launched a consultation on March 2013 on the legal instruments applicable to State aid in the fisheries and aquaculture; Committee of the Region: Mr. Rhodri Glyn Thomas rapporteur - opinion to be submitted to the vote of the NAT Commission on 1 st October 201. risks in the implementation of the de minimis regulation, such as: Potential detrimental impact on use of the EFF in Members States where priority was given to de minimis support; Potential distortive effect of the variability in use of de minimis aid by different Member States; De minimis aid would be used to support keep vessels active running counter to the wider reform objectives of reducing the size and scale of fishing

9 EU AQUACULTURE Aquaculture sector is expected to play a key role in forthcoming European Common Fisheries Policy: setting up of a specific Aquaculture Advisory Council Strong economic support from the EMFF Strategic guidelines for sustainable development of EU aquaculture Open method of coordination: a voluntary process for cooperation based on Strategic Guidelines and Multiannual national strategic plans identifying common objectives and, where possible, indicators to measure progress towards these goals Strategic Guidelines should assist Member States in defining their own national targets by taking into account of their relative starting positions

11 CPMR ROADMAP ON FISHERIES : Need for a new lobbying approach to target DG MARE, ENVI and of course the EU Parliament ( PECHE Committee and the future Intergroup on Sea and Coastal Zones) Follow up of the implementation of the next CFP : Analysis of the social-economic impacts Development of informal platforms to improve CPMR s expertise Encouraging benchmarking exercises and exchange of best Practises between CPMR Region Improving visibility of Regions within the Advisory Councils and International organisation Exploiting opportunities delivered by the programming period (Horizon 2020; Transnational and/or interregional cooperation; etc.. )

Lobbying at EU level: EU AQUACULTURE by the next DG MARE (Aquaculture Advisory Council) DG ENVI EU PARLIAMENT (Intergroup on Seas & Costal Areas, PECHE Committe)
