2 Development of the plan First such plan under the new Common Fisheries Policy (CFP) Establishes framework for the multispecies management of Baltic stocks of cod, herring and sprat Multispecies management approach is much more effective - it aims to take into account the cod's influence on herring and sprat stocks and the other way round Such biological interactions do not concern flat species, nonetheless effects on flatfish due to cod fisheries are also considered

3 Development of the plan Balanced plan Sustainable exploitation of the stocks Stability of fishing opportunities and of livelihoods of fishers Guarantee that the management is based on the most up-to-date scientific advice regarding the status of stocks covered, interactions between species and other aspects related to ecosystem and fisheries

4 Development of the plan Long process The biggest obstacle on the way - the Baltic Plan serving as a blueprint for the future plans Future plans will be modelled on the Baltic plan, but only in terms of structure In terms of the content the principle of regionalisation will be applied What is adopted for the Baltic cannot be copied for the Mediterranean or the North Sea

6 Ordinary Legislative Procedure Main legislative procedure of the EU s decision-making system Equal power for the European Parliament and the Council of the European Union on a wide range of areas (energy, transport, fisheries) Member of the European Parliament draws up a report on a proposal for a 'legislative text' presented by the European Commission The parliamentary committee amends it and votes on the report After the adoption in plenary, the Parliament is ready for negotiations with the Council and the Commission Trialogues

10 The core of the new Baltic plan are the ranges of fishing mortality which define how the Council can set the Total Allowable Catches (TACs) and quotas The ranges are set to ensure the sustainability of fisheries and to allow enough flexibility to address all issues for the sector from one year to another

11 The new plan contains two ranges: The principal range in Annex 1, column A MSY F lower - FMSY point value Base for setting every year TACs and quotas The additional range in Annex 1, column B FMSY point value - MSY F upper with AR Exceptional use, dully explained and linked to conditionality

12 Conditionality: the biomass of the stock is above MSY B trigger it is necessary in mixed fisheries it is necessary in intra- or inter-species aspect or to limit quota variations (avoiding excessive ups and downs of quota) to 20%

13 Values in both ranges are provided by the International Council for the Exploration of the Sea (ICES) - scientific advisory body to the European Commission Figures are advised after careful analysis of all available data and applying scientifically and precautionary reviewed and tested models

14 Fishing up to FMSY upper with Advice Rule is not overfishing FMSY upper with AR is a fishing mortality value above the MSY point value that covers a narrow variation in yield, calculated with precautionary approach to deliver a long-term yield that is no more than 5% less than the long-term yield achieved by fishing at F MSY. The use of MSY F upper with Advice Rule automatically requires reducing fishing opportunities towards zero when biomass of the stock is below MSY Btrigger; BMSY serves as an objective, as an ambition and as an rebuilding target in line with Basic Regulation;

15 The incentive for the Council to allow them to fix fishing opportunities using Annex 1, column B has been created As soon as (but no later than in year 2020) the maximum sustainable yield exploitation rate has been achieved for the stock concerned fishing opportunities for that stock may be fixed in line with Article 4

16 Strong safeguard measures which aim at maintaining stocks at sustainable levels have been ensured in Article 5 They may include, if needed, also suspending the targeted fishery for the stock concerned and the adequate reduction of fishing opportunities The trigger values for appropriate remedial measures in case of stock under threat shall be MSY B-trigger and B-lim

17 Article 6 Flatfish Flatfish such as plaice, flounder, turbot or brill can show up in significant amounts as by-catch during cod fishing Flatfish are caught only as bycatch and they don't expose cod, herring and sprat to any significant risk

18 Article 9 Regionalization Member States with a direct interest will be able to agree and to submit joint recommendations for achieving the objectives of the plan, to tackle potential problem of regional nature or to ensure proper implementation of technical measures

19 Article 15 Earlier evaluation of the plan has been achieved. Three years after the entry into force of the Regulation and every five years thereafter, the Commission would report to the Parliament and the Council on the impact of the plan on the stocks and on the fisheries sector;

20 Article 18 Closed areas to protect spawning fish

21 To sum up 10 months of difficult negotiations with the Council and the European Commission Plan which upholds and respects the objectives of the Basic Regulation Plan which will ensure that the fishing activities in the Baltic are conducted in sustainable, reasonable and economically viable way and which will not put unnecessary strain on the environment
