On Nvember 6, 2017, the applicant prvided the City Cuncil with a presentatin detailing the prpsed develpment. Since Nvember, the applicant has met with the City Staff, Planning Cmmittee and M-NCPPC and n Thursday, January 25, 2018, the applicant submitted an amended Preliminary Plan f Subdivisin (PPSD). The Preliminary Plan f Subdivisin was discussed at lengthy by the City Cuncil n February 5, 2018. The purpse f this memrandum is t present the City Cuncil with an update t the prpsed cnditins fr supprt fr the applicant s PPSD. Applicant is prpsing a Preliminary Plan f Subdivisin (PPSD-201850125) intended t enable a detailed site plan t permit the cnstructin f 341 fee-simple twnhuse units n existing undevelped land zned as R-10 and R-20; The 33.94-acre subject prperty is wned by the Marvin R. Prject Applicatin Details The Landy prperty is 33.94 acres f undevelped land lcated alng Tled Terrace, Belcrest Rad, Nrthwest Drive and Dean Drive. The subject site is wned by the Marvin R. Blumberg Cmpany and is lcated nrth f Tled Terrace and immediately suth f Nrthwestern High Schl, within the Neighbrhd Edge character area within Prince Gerge s Plaza Transit District Overlay Zne; Prince Gerge s Plaza Transit District Overlay Zne. A prtin f the subject prperty lies utside f the limits f the City f Hyattsville. The prperty is currently undevelped, with a prtin f it wded. The applicant is prpsing the cnstructin f 341 fee simple twnhuse units n the subject prperty. A prtin f the prperty is zned R-10 and the remaining zned R-20. The applicant is prpsing develpment f the site as 341-fee-simple attached twnhuse units, with a variety f sizes available. The exact mix f unit widths will be determined during the detailed site plan. At this time, the applicant des nt yet have a builder cmmitted t the prject, s all estimates f the unit mix wuld be speculative. Staff have been tld by the applicant that all units will include a minimum f a ne-car garage, with the majrity t include a tw-car garage. In additin t the garage parking, the applicant will be prviding apprximately 186 n-street parking spaces t be used by develpment residents and their guests. Public Infrastructure Dedicatin The applicant has designed the public radway infrastructure cnsistent with the New Neighbrhd Edge B Street Sectin, detailed within the Prince Gerge s Plaza Transit District Develpment Plan. The street netwrk, as prpsed by the applicant, cmplies with the adpted Prince Gerge s Cunty Department f Public Wrks and Transprtatin Urban Street Standards, as it is their intentin t publicly dedicate all radways within the develpment t the City f Hyattsville. All radway pavement sectins within the develpment include 10 wide travel lanes, with a cumulative pavement width f 20, the minimum the City f Hyattsville will accept int ur system. The pavement details were reviewed and apprved by the City s Department f Public Wrk s Directr. 2 P a g e
Assuming the City Cuncil accepts the dedicatin f radways, the City wuld assume respnsibility fr prviding sanitatin services, as well as fr parking management and rad maintenance and repair. The riginal applicatin included tw dead-end rad segments, that wuld pse an issue fr the circulatin f trash trucks. The City staff infrmed that applicant that we wuld nt recmmend the City Cuncil accept the radway netwrk withut the applicant revising the plan t eliminate the tw dead-end rad segments. The amended plan eliminates the dead-ends, thereby crrecting any freseen radway circulatin issues. It is likely that the n-street parking thrughut the develpment will be managed with a residential parking zne. The site is a cnsiderable distance frm Metr t anticipate significant Metr riding parking in the develpment, hwever due t the prximity t Nrthwestern High Schl, it is reasnable t anticipate sme spillver parking frm schl staff and students. The exact mechanism fr management f the n-street parking spaces will be determined at a later date, hwever Staff believes we are well equipped t manage residential parking within the subdivisin. Recreatinal Amenities The develpment will als include several recreatinal amenities. Parcel C n the site plan identifies the general area where mst f these amenities will be lcated, including an pen play area and a dg-friendly wded space. The applicant has stated that they intend n incrprating a tt lt and smaller pen seating areas scattered thrughut the develpment. Details n thse elements will be subject t the detailed site plan review. Pedestrian and Bicycle Access The applicant is prpsing tw (2) uses t satisfy their Bicycle Pedestrian Impact Statement (BPIS). 1. The applicant wuld pay fr the cst f adding ne Capital Bikeshare (CaBi) statin in the develpment, alng the frntage facing Belcrest Rad. The peratin f the statin wuld be handled by the Department f Public Wrks and Transprtatin (DPW&T) f Prince Gerge s Cunty, but the applicant wuld cver the capital csts assciated with purchase and installatin f a new statin and its assciated bikes. 2. The applicant has prpsed fr the remaining BPIS funds, apprximately $25,000, t prvide a pedestrian trail cnnectin thrugh the cmmunity t Nrthwestern High Schl. The applicant is prpsing an access easement t allw fr the cnnectin between the tw parcels. M-NCPPC staff has cntacted Prince Gerge s Cunty Public Schls (PGCPS) t inquire abut the willingness t prvide a pedestrian cnnectin between the schl prperty and develpment, but the applicant is earmarking funds fr that purpse if a cnnectin is apprved. Assciated Previus Develpment Review The Landy prperty has been the subject prperty f tw previus detailed site plans. In 2001, DSP-99048 apprved 1,283 multi-family units n the subject prperty. Mre recently, in 2013, DSP-99048/02 amended the prir DSP t allw 420 multi-family units n a smaller prtin f the site. This Preliminary Plan f Subdivisin and its subsequent DSP (frthcming) wuld replace DPS-99048. The applicant presented t the City Cuncil n Nvember 6, 2017. Based upn feedback that the applicant received frm City Staff, Planning Cmmittee and M-NCPPC the Preliminary Plan f Subdivisin was 3 P a g e
revised and resubmitted t M-NCPPC n Thursday, January 25, 2018. The applicant is scheduled t submit separate a detailed site plan applicatin fr this prject frthcming in spring 2018. Variance Requests The applicant is requesting a variatin frm standards 24-129(b) and 24-130(b)(5), t allw fr permanent impact t the existing 100-year fldplain limits in rder t cnstruct the prpsed streets and a strmwater management facility. Current standards d nt allw fr a permanent impact t a 100-year fldplain, hwever, as part f this develpment, the applicant is prpsing a strmwater management pnd, which will lwer the discharge and flding experienced n Belcrest Rad during severe rain events. The applicant estimates a 6% reductin in discharge as a result f the cnstructin f this facility. Staff is waiting t hear frm Prince Gerge s Cunty Departments f Permits, Inspectins and Enfrcement (DPIE) n their referral f the strmwater management variatin. Assuming that DPIE apprves the strmwater plan with the requested variance, Staff believe that the variance shuld be allwed and is sufficient in managing the strmwater created n site. Staff will keep the Cuncil up t date nce DPIE has cmpleted their review f the prpsed variatin. Planning Cmmittee Review The applicant met with the Planning Cmmittee n Nvember 21, 2017. The applicatin was als discussed briefly by the Cmmittee at the January 16, 2018 meeting. Cncerns frm the Cmmittee n the applicatin include: Necessity fr a pedestrian cnnectin between Nrthwestern High Schl and the subject site; Parking prvided is nt sufficient t meet demand fr auxiliary cars and guests; Site design is tight and lacking any substantial pen space; Lack f n-site recreatin space, including the reginal recreatinal facility slated t be n this prperty in the Prince Gerge s Plaza TDDP It shuld be nted that the Planning Cmmittee has nt seen the updated plan, nr will they have the pprtunity t review the updated Preliminary Plan f Subdivisin applicatin as a Cmmittee befre cmments are due t M-NCPPC fr inclusin in the staff reprt. The Cmmittee cmments were specific t the Nvember 2017 plan. The Cmmittee will review the Detailed Site Plan applicatin nce it is submitted, likely at the March r April Cmmittee meeting. Staff Recmmendatin Based n Staff review f the applicatin and its supprting materials, Staff recmmends that the Cuncil supprt the preliminary plan f subdivisin with the fllwing cnditins: The Capital Bikeshare statin and the land that it is lcated n shuld be dedicated t Prince Gerge s Cunty DPW&T. This ensures that the statin is n fully public land, and ensures DPW&T will have access t the statin t make necessary repairs r changes t the site and statin as needed. It is Staff s pinin that the inclusin f the bikeshare statin and its dedicatin t the Cunty shuld satisfy the applicant s ffsite recreatin requirement. As nted at the last Cuncil meeting, the City has missed the deadline t have cmments included in the M-NCPPC staff reprt t the Planning Bard. As a result, a member f the Cmmunity and Ecnmic Develpment staff will be present at the Planning Bard hearing t submit and present the City f Hyattsville s psitin as an exhibit. 5 P a g e
