In that case, the cost of Tender Document in the form of Bank Draft/ Banker s cheque as mentioned below in Sr. No.3 shall have to be submitted at the time of submission of the bid in this office.

The cost of tender/bidding documents (non-refundable) shall be paid in the form of separate Demand Draft/ Banker s Cheque of Rs.500/- (Rupees Five hundred Only) in favour of SJVN Foundation, DSHEP, issued by any nationalized bank payable at PNB Hamirpur, Distt. Hamirpur (HP) alongwith EMD in separate envelope in case the tender is downloaded from website. 4. The bids can be submitted in the office of undersigned from date of publishing of tender document to 21.11.14 from 10:00 AM to 4:00 PM and on 22.11.14 till 1:00 PM. Sealed tenders can also be submitted on 22.11.14 from 10:00 AM to 1:00 PM at HPPWD Guest House, Shahpur. 5. Issuance of Tender document to any bidder does not construe that bidder is considered as qualified. 6. The tender shall be submitted in three separate sealed envelopes in the following manner: Part-I: EMD & Cost of Tender Document (In case the tender is downloaded from website) Part-II: Techno-Commercial Bid (Tender Document, NIT, IIFB, Special Conditions of contract along with an undertaking to the effect that there is no deviation from the standard terms and conditions of the tender document and documents required at sr. no. 1 of NIT). Part-III: Price Bid Part Number, Description of Part, Name of work and CSR Number should be clearly written on the top of each envelope. 7. All the three envelopes should be placed in a single sealed envelope and on the top of each envelope; CSR No. and Name of Work and Date of opening should be clearly written. 8. Earnest money amounting to Rs. 16000/- and tender cost of Rs.500/- (nonrefundable) if the tender document downloaded from website, in the form of separate Demand Draft/ Bankers cheque in favour of SJVN, DSHEP payable at PNB Hamirpur, should be enclosed with the bid in a separate envelope. The offer not accompanied with EMD and Tender Cost will be out rightly rejected and Part- II will not be opened. EMD of successful bidders shall be converted into security deposit and that of unsuccessful bidders will be refunded after evaluation. No interest on this account shall be paid. 9. Tender shall be received upto 1:00 PM on the date mentioned in the tender document and Part-I & II shall be opened on 24.11.14 at 2.00 PM in the office of undersigned. Initially Part-I shall only be opened, after confirming the receipt of EMD and cost of tender document, Part-II shall be opened in the presence of contractors or their authorized representatives who wish to be present at the time of opening. Part-III (Price bids) shall be opened on same or subsequent date only of those bidders who will qualify the minimum criteria of techno commercial bid, for which bidders will be informed separately 10. Rates & amount should be filled in both figures and words in the BOQ only. In case of ambiguity in figures and words, words will be considered as correct. In case of ambiguity in rates and amount, rates will be considered as correct and the amount shall be worked out accordingly.

11. Discount offered if any shall be indicated at the place where prices have been quoted or in forwarding letter. The discount offered anywhere else shall not be considered. 12 The contractor will adhere to all safety codes as per Section-VI and Clause 19C of tender document. 13. Conditional/telegraphic/E-mail tenders/bids without earnest money shall not be considered. 14. If it happens to be holiday on the date of opening of the tenders, the same shall be opened on the next working day at the same time. 15 The bidder will submit undertaking to abide by all labour laws. The bidder shall also abide by any other labour laws enforced from time to time by State Govt./Central Govt. during execution of contract. 16. In case amount quoted by the bidders are equal, preference will be given to those bidder who have executed and completed more works than others and having better financial turnover as required in IIFB. 17 The successful bidder will have to sign the contract agreement within 15 days positively from issue of award letter. 18. SJVN Ltd. reserves the right to accept or reject any or all tenders/bids without assigning any reasons thereof. 19 Qualifying requirements, requirement regarding EMD/Bid security, Time for completion and other detailed terms and conditions and data required to be submitted with Techno-commercial bid are elaborated in detailed NIT/IIFB of this work. PCD: DSHEP- 05/09 (Domestic Competitive bidding) Information and Instructions for Bidders (IIFB) 1.0 Scope of work & other details: - Construction of toilets under Swachh Vidyalay Abhiyan. The scope of work given here is indicative. The detailed scope/description of work is available in the BOQ attached with tender document. 1.1 Estimated cost - Rs.782860/- 1.2 EMD - Rs. 16000/- 1.3 Date and time for Sale of bidding document- 13.11.14 to 21.11.14 (10.00AM to 4.00PM ) 1.4 Last date and time for Receipt of Bids 22.11.14 (1.00PM) 1.5 Date and time of Bid Opening - 24.11.14 (2.00PM) 2.0 Eligibility & Qualifying Requirements 2.1. The bidder shall fulfill the following minimum qualifying requirements and shall submit documentary proof in support of the same:- (i) The Average Annual financial turnover audited by chartered accountant during the last three (03) years ending 31 st March of the previous financial year should be at least 30% of the estimated cost. (ii) Experience of having successfully completed similar works during last seven (07) years should be either of the following:- (a) Three similar completed works each costing not less than the amount equal to 40% of the estimated cost. (b) Two similar completed works each costing not less than the amount equal to 50% of the estimated cost. (c) One similar completed work costing not less than the amount equal to 80 % of the estimated cost. Similar works here means: Construction of buildings and other structures. 2.2 The above stated requirements are minimum and the SJVN reserves the right to request for any additional information and also reserves the right to reject the proposal of any Bidder, if in the opinion of the SJVN, the qualification data submitted by the bidder is incomplete or the Bidder, if found not qualified to satisfactorily perform the Works. 2.3 Notwithstanding anything stated above, the SJVN reserves the right to assess Bidder s capability and capacity to perform the works, should the circumstances warrant such an assessment, in the overall interest of the Owner. 3.0 Time for completion of work. The time for completion for the whole work shall be three (03) months.

4.0 General 4.1 The bid shall be submitted in the prescribed Form. The bidder shall quote rates in the prescribed Bill of Quantities (BOQ) form only. 4.2 The bidder shall offer rates & prices On Firm Price Basis in the Price Schedule/Bill of Quantities of the Bidding Documents, and shall not be subject to adjustment on any account. 4.3 The bid documents will be issued only to the bidders or their authorized representatives. The SJVN will not be responsible for any misplacement or late receipt of bid documents. The bid documents are non transferable and cost of bid documents is not refundable under any circumstances. 4.4 The SJVN Ltd. reserve the right of accepting the whole or any part of the bid and the bidder shall be bound to perform the same at his quoted rates. 4.5 Sale tax/vat, Duties or any other taxes/levies in respect of this contract shall be payable by the contractor and the corporation shall not entertain any claim whatsoever in this respect. 4.6 The intending bidders are requested to visit the school site where toilets are to be constructed before submission of their bids. The costs of visiting the site shall be born by the bidders. The details of schools are enclosed as Annexure-A. 4.7 Submission of a bid by a bidder implies that he has read this NIT and all other conditions of tender document and has made himself aware of the scope and specifications of the work to be done and local conditions and other factors bearing on the execution of the works. 4.8 Bid submitted by bidders shall remain valid for acceptance for a period of 120 days from the date of opening of the techno-commercial bids. 4.9 The SJVN Ltd. does not bind themselves to accept the lowest or any bid or to give any reasons for their decision. 4.10 The SJVN Ltd. reserves the right to amend/modify, cancel or withdraw the Invitation for Bid/Notice Inviting tender without assigning any reason and shall bear no liability whatsoever consequent upon such a decision. 4.11 In case any dispute arises out of above, the case shall be resolved through Indian Arbitrator Act by the Sole Arbitrator who shall be appointed by Executive Director / HOP, SJVN, DSHEP, Hamirpur. The decision of arbitrator shall be final and binding on both the parties. Court of Hamirpur along shall have the jurisdiction. 4.12 In case of acceptance of tender the contractor will have to sign the formal agreement within 15days from the date of issue of award letter, failing which it will be assumed that contractor is not going to start the work. In that case, the EMD submitted will be forfeited and no claim in this regard will be entertained.

Technical and Special Conditions of the Contract. 1. The work shall be carried out as per the approved drawings (Enclosed) and specifications as per Annexure-2. 2. Any fatal / non-fatal accident occurring at the work site will be personnel responsibility of the contractor and he will have to provide all the medical facilities and compensations if any on this account at his own cost and nothing extra will be paid on this account by the department. 3. The bidder has to make his own arrangement for leasing the Private / Public / Govt. Land for job facility, Store and housing their staff. 4. The bidder has to make arrangements on his own for electrical power supply and water availability. 5. The department will supply no material. All the material shall have to be arranged by the contractor. 6. The bidder should visit the site of works and acquaint himself well before the submission of tender keeping in view the conditions of the site of work.
