Consideration of a request from the District 54 Education Foundation to waive permit fees in the amount of $200 associated with a Christmas tree sale commencing on November 19, 2017 at Elk Grove Town Center located at 980 Elk Grove Town Center. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) b. Consideration to award a purchase contract through the Illinois Department of Central Management Services to Morton Salt Inc. of Chicago, IL for the delivery of 2,400 tons of bulk rock salt at $46.93 per ton in the amount of $112,632. (The Village Board on March 28, 2017 approved a joint purchasing requisition through the Illinois Department of Central Management Services (CMS) to procure 2,000 tons of bulk rock salt with the option to increase or decrease the order by 20 percent, or 400 tons, if necessary. (On October 1, 2017, the Village was notified by CMS that bulk rock salt had been secured for all joint purchasing participants at favorable bid prices. (The CMS contract allows for the Village to increase or decrease the Department's requested 2,000 tons of rock salt by 20 percent, or 400 tons, if necessary. Page 1 of 6
AMENDED (Adequate funds are available in the General Fund to purchase 2,400 tons of bulk rock salt through the CMS contract with Morton Salt Inc. (The Director of Public Works recommends approval.) c. Consideration to make payment to the Suburban O'Hare Commission (SOC) in the amount of $25,000 to be utilized to assist with funding for analysis of overnight Runway Rotation Tests 2 and 3 as approved by the SOC Board of Directors. (The Board of Directors of the Suburban O'Hare Commission (SOC) approved a contract with JDA Aviation Consultants to perform a comprehensive analysis of noise impacts and distribution for the overnight Fly Quiet Runway Rotation Tests 2 and 3. (This information will be used to inform future policy decisions regarding the Interim Fly Quiet Rotation, which will be in effect until 2020. (SOC member communities are contributing to fund the payment of this contract.) d. Consideration to concur with the 2017 combined Village and Library property tax levy determination of $30,510,603 less the proposed abatement of $6,609,996 for a net levy $23,900,607. (This will be the 11th consecutive year that the Village Board is holding the line on property taxes. The non-pension portion of the Village tax levy is up $3,641 from last year while the pension portion is up $379,838. (The Library request is up $293,923 from last year. (The Director of Finance recommends approval.) e. Consideration to adopt Ordinance No. 3522 granting variations of Section 3-7:D (1) of the Zoning Ordinance which prohibits principal structures from being located within any required front yard area and Section 3-7:E (3) (b) which prohibits parking of vehicles within the twenty-five foot (25') front yard setback for property located at 1421-1485 Elmhurst Road, Elk Grove Village. (This item was discussed at the Village Board Meeting on October 24, 2017 and currently appears under Unfinished Business.) f. Consideration to adopt Ordinance No. 3523 amending the Position Classification and Salary Plan of the Village of Elk Grove Village (Social Worker-Police Department; Community Services Coordinator; and Social Services Supervisor-Police Department). (The ordinance deletes a Police Department position of Social Worker and deletes a Police Department position of Community Services Coordinator, and adds a Police Department position of Social Services Supervisor.) g. Consideration to adopt Ordinance No. 3524 authorizing the refinancing of the 2010 General Obligation Build America Bonds of the Village of Elk Grove Village, IL. (The Ordinance allows for the refinancing of the outstanding principal amount of the General Obligation Build America Bonds Series 2010.) Page 2 of 6
for redemption, on January 1, 2019. The redemption price of each Prior Bond shall be equal to the principal amount thereof. The Mayor, the Village Manager, the Director of Finance and the other officers and officials of the Village are authorized and directed to do, or cause to be done, all things necessary to accomplish the refunding and redemption of the Prior Bonds. Section 3. Authorization and Terms of Bonds. The sum of $ is appropriated to meet part of the estimated cost of the improvements or purposes described in Section 1 of this ordinance. Said estimated cost is inclusive of the cost of issuance of the bonds herein authorized. Pursuant to the home rule powers of the Village to incur debt payable from ad valorem property tax receipts and for the purpose of financing said appropriation, unlimited tax general obligation bonds of the Village are authorized to be issued and sold in an aggregate principal amount of $, and shall be designated "General Obligation Bonds, Series 2017A." Bonds shall be issuable in the denominations of $5,000 or any integral multiple thereof and may bear such identifying numbers or letters as shall be useful to facilitate the registration, transfer and exchange of bonds. Unless otherwise determined in the order to authenticate the bonds, each bond delivered upon the original issuance of the bonds shall be dated as of November 30, 2017. Each bond thereafter issued upon any transfer, exchange or replacement of bonds shall be dated so that no gain or loss of interest shall result from such transfer, exchange or replacement. The bonds shall mature on January 1 in each year shown in the following table in the respective principal amount set forth opposite each such year and the bonds -2-
