1 FOWLER BOARD OF TRUSTEES 317 S. Main Street November 24, :00 p.m. Mayor Chuck Hitchcock called the meeting to order and led the group in the Pledge of Allegiance. Present: Mayor Chuck Hitchcock; Trustees Emil Rogge, Pat Christensen, Randy McKown and Brenda Eddy. Absent: Keith Lance and Felix Gonzales Staff present: Interim Administrator Dan Hyatt, Sergeant Jake Freidenberger, Chief of Police Aaron D Mize, Librarian Stephanie Delaney, Public Works Foreman Rich Spaccamonti, Treasurer Erica Watts and Town Clerk Kelly Lotrich. NONE Budget Hearing opened at 6:02 p.m. Changes to the Agenda Budget Hearing Budget Officer, Erica Watts, presented the 2015 Budget to the Board of Trustees. She stated that copies of the budget will be in the front office for anyone who wants to look at it. Public Comments-NONE Trustees Comments-NONE Budget Hearing closed at 6:04 p.m. Public Comment Monie Stites asked the board if the town had any plans on helping the citizens with the cleanup of tumbleweeds. Mayor Hitchcock said the town does not have the equipment to do this. Lacy McCuistion suggested contacting the TRAK club at the High School. They are always looking for community projects. Approval of Previous Minutes November 7, 2014 Special Meeting, November 10, 2014 and November 14, 2014 Special Meeting MOTION (230-14) Trustee Christensen moved that the Board of Trustees accept the minutes of November 7, 2014, November 10, 2014 and November 14, 2014 as written. 2 Committee Reports Trustee Christensen stated that he went to Sterling with Mayor Hitchcock and Interim Administrator Dan Hyatt to meet with DOLA about the Energy Impact Grant the town has applied for to help with the augmentation line. He felt that the meeting went well and the town should here about the results sometime in January. Trustee McKown informed the board that OPI/OCLI might be increasing the surcharge amount charged to the town for the landfill. Library Report Librarian, Stephanie Delaney, presented the board with a written report. She also informed the board that the after school program is averaging 12 kids a week. The library is seeing about 29 people a day. This is slightly less than last month but Ms. Delaney feels it is due to the cold weather. About 50% of these customers are using the computers. Ms. Delaney stated that the library continues to get new books in every week and encourages everyone to stop in and see what she has. Public Works Report Public Works Foreman, Rich Spaccamonti, informed the board that he contacted Taylor Fencing about installing the fence around the horseshoe pits in the park. They are eight (8) weeks out from Friday, November 21, The public works crew will be helping Black Hills install the Christmas lights Wednesday morning. Public works has been busy replacing light bulbs on the Main St. lights. Arrow Electric has fixed the problem with the street lights. Rich Spaccamonti stated that the cemetery project is on hold for the moment but they are still planning on continuing to work on it throughout the winter. Police Report Sergeant Jake Freidenberger gave the board a written report of police activity for the past two weeks. He also informed the board that they are having issues with the Ford police vehicle. It has trouble shifting out of park. It is still under warranty so they will be taking it in to the dealership for them to look at. Police Chief, Aaron D Mize stated that he received two(2) bids on the old Mini 14 rifles. 1. $ total for both rifles from Silver Guns. 2. A trade of $ worth of training ammunition from Vickie s Guns.

3 MOTION (231-14) Trustee Christensen moved to accept the trade of two (2) Mini 14 rifles for $ worth of training ammunition from Vickie s Guns. Trustee McKown seconded the motion and the motion Interim Administrator Report Interim Administrator, Dan Hyatt informed the board that at the last Utility Board meeting he was informed of a grant that was available from the Public Health Department that would help pay for the water testing that the State is requiring. The deadline for this grant is December 4, MOTION (232-14) Trustee Christensen moved to allow Interim Administrator Dan Hyatt the authority to pursue the grant from the Colorado Department of Health. MOTION TO AMEND(232(a)-14) Trustee Christensen moved to amend the motion to authorize the Mayor to sign the completed grant application. Trustee McKown seconded the motion and the motion MAIN MOTION VOTE. The mayor called for the vote on the main motion as amended (Motion ). The motion Town of Fowler Sign Unfinished Business MOTION (233-14) Trustee Christensen moved to postpone decisions on the Town of Fowler Sign to the December 8, 2014 meeting. Trustee Eddy seconded the motion and the motion New Business Ordinance No : AN ORDINANCE OF THE TOWN OF FOWLER COLORADO ESTABLISHING THE TOWN OF FOWLER NATURAL RESOURCES ENTERPRISE. Trustee Christensen introduced Ordinance No : AN ORDINANCE OF THE TOWN OF FOWLER COLORADO ESTABLISHING THE TOWN OF FOWLER NATURAL RESOURCES ENTERPRISE by title only. MOTION (234-14) Trustee McKown moved to adopt Ordinance No : AN ORDINANCE OF THE TOWN OF FOWLER COLORADO ESTABLISHING THE TOWN OF FOWLER NATURAL RESOURCES ENTERPRISE. Trustee Eddy seconded the motion and the motion

4 Farm lease and house lease MOTION (235-14) Trustee McKown moved to allow Interim Administrator Dan Hyatt to create a net lease form for the farm land and a separate lease form for the house. Trustee Eddy seconded the motion and the motion passed unanimously. Ordinance No : AN ORDINANCE AMENDING FOWLER MUNICIPAL CODE SECTION ADDING SUBSECTION (F) PROVIDING A SINGLE LICENSE FEE FOR GROUPS OF FIVE OR MORE TRANSIENT DEALERS AT A SINGLE EVENT. Trustee Christensen introduced Ordinance No : AN ORDINANCE AMENDING FOWLER MUNICIPAL CODE SECTION ADDING SUBSECTION (F) PROVIDING A SINGLE LICENSE FEE FOR GROUPS OF FIVE OR MORE TRANSIENT DEALERS AT A SINGLE EVENT by title only. MOTION (236-14) Trustee McKown moved to adopt introduced Ordinance No : AN ORDINANCE AMENDING FOWLER MUNICIPAL CODE SECTION ADDING SUBSECTION (F) PROVIDING A SINGLE LICENSE FEE FOR GROUPS OF FIVE OR MORE TRANSIENT DEALERS AT A SINGLE EVENT. Trustee Eddy seconded the motion and the motion GRandall Web Design Invoice-$ MOTION (237-14) Trustee Christensen moved to approve payment of $ to GRandall web design. Trustee McKown seconded the motion and the motion Travel Expense request from Randy McKown for picking up parts-$58.00 MOTION (238-14) Trustee Rogge moved to approve payment to Randy McKown for $ Trustee Christensen seconded the motion and the motion passed with Trustee McKown abstaining. Mayor sign documents MOTION (239-14) Trustee Christensen moved to authorize Mayor Hitchcock to sign all documents approved by the board of trustees at this meeting of the Board of Trustees. Trustee Rogge seconded the motion and the motion passed unanimously.
