World Trade Organization (WTO) & GATT The World Trade Organization (WTO) was founded in 1995. WTO succeeded the General Agreement on Tariffs & Trade (GATT) which was established in 1948. WTO and GATT both had their headquarters in Geneva. WTO s governing body is its Ministerial Conference, while GATT was governed by Sessions of its Contracting Parties. The Havana Conference was intended to found the International Trade Organization (ITO), which never happened. C1.
