2. NOTICE INVITING TENDER 1.0 M/s Chennai Petroleum Corporation Ltd. (CPCL), a group company of Indian Oil, has existing Refinery Facilities at Manali, Chennai, Tamil Nadu, India. 1.1 M/s. Chennai Petroleum Corporation Limited (CPCL), hereinafter also referred to as OWNER intends to Revamp DHDS Unit at Manali Refinery of CPCL, in the state of Tamil Nadu, India. The site is located in existing Refinery complex at Manali, Chennai. 1.2 M/s Chennai Petroleum Corporation Ltd. (CPCL) have engaged Thyssenkrupp Industrial Solutions (India) Pvt. Ltd. (TKIS-India) as the EPCM consultant for their DHDS Revamp Project. 1.3 M/s. Thyssenkrupp Industrial Solutions India Pvt. Ltd. On behalf of M/s. Chennai Petroleum Corporation Ltd has the pleasure of inviting Electronic bids under International competitive bidding from eligible bidders in single stage Three Part Bidding System for Centrifugal Feed Pumps (77-G101 A/B). 1.4 Tender document for the work is enclosed for submission of your most competitive offer. 2.0 SCOPE OF WORK The scope of bidders comprises Design, Engineering, Preparation of Drawings, Procurement of all Raw Materials, manufacturing, testing, Stage wise Inspection under Third party, painting, packing, supply of complete Centrifugal type Feed Pumps (77-G101 A/B) with Seal system, Spares, Motors as applicable & Forwarding, Transportation from vendor works to CPCL site, and providing the complete equipment, guarantee against faulty design & workmanship of all supplies and providing all documentation as per Tender Specifications and Code requirements for all supply as per Material Requisition The scope mentioned above is indicative and detailed scope is included in the Technical section of the Tender document. 3.0 BIDDER PRE QUALIFICATION CRITERIA (PQC): The bidder strictly should possess the technical and financial Pre- qualification as stipulated in Bidders pre- Qualification criteria as furnished in the commercial section of this Tender document, to be eligible for participating in bidding. Bidders should submit sufficient documentary evidence to establish the qualification criteria. 3.1 TECHNICAL: 3.1.1 Bidder shall be an established centrifugal pump manufacturer having adequate design, engineering, manufacturing and testing facilities for Pumps conforming to API 610. 3.1.2 The Bidder should possess experience of having successfully supplied with a single point responsibility at least ONE number horizontal centrifugal pump as per API-610 having minimum rated Capacity of 410 m 3 /hr & minimum rated differential head of 844mlc from the proposed manufacturing plant. This supply shall have been completed in the last TEN years and shall be in successful operation for at least ONE year without any major overhaul/problem

The Ten year and One year period mentioned above shall be reckoned as on 30.11.2015. Bidder to furnish PO, Completion certificate, Inspection clearance Certificate and certificate (or) confirmation letter / e-mail from owner for satisfactory operation for minimum ONE year,,-, The annual turnover of the bidder during at least any one of the three preceding financial year shall be equal to or more than as given below: (i.e. 2012-2013, 2013-2014 & 2014-2015 (or) Calendar year ending 31.12.2012, 31.12.2013 & 31.12.2014. Indian Bidders Foreign Bidders 8.33 Crores (INR) $ 12,47,183/- (US Dollars Twelve Lacs Fourty Seven Thousand One hundred Eighty Three only) OR Euro 11,33,905/- (Euro Eleven lacs Thirty Three Thousand Nine Hundred Five Only) 3. 2.2 The net worth of the bidder as per the audited annual financial results for the year ending December 2014 or financial year 2013-14 should be positive, Other Terms and Conditions:,,BIDDER shall complete the Experience Record Performa enclosed with the bid document to amply prove that BIDDER meet the experience. In addition, manufacturer s catalogue and general reference list for the subject item shall also be furnished along with the proposal,,,- Experience of only the bidding entity shall be considered. BIDDER s In-house work experience (where for the past experience referred for qualification, the Supplier and the Owner belong to the same organization) shall not be considered as valid experience for the purpose of qualification. 3.3.3 CPCL / ThyssenKrup Industrial Solution ( India) ( TKIS) reserve the right to use their inhouse information for assessment of BIDDER s capabilities. 3.3.4 BID submitted by the BIDDER, who is on Holiday List of CPCL /TKIS, shall not be considered for opening and further evaluation. 3.3.5 Bids on Consortium or Joint-Venture formed specifically for bidding for this tender are not acceptable. 3.3.6 BIDDER should not be under liquidation, court receivership or similar proceedings. 3.3.7 Bidder shall furnish the details of such of those ongoing litigations (if applicable) for preceding Ten Years where bidder is a plaintiff (accuser) and legal proceedings are ongoing in a court of law. 3.3.8 The failure to meet the above Qualification Criteria will render the Bid to be rejected. Therefore, the BIDDER shall in his own interest furnish complete documentary evidence by way of copies of Work Orders, Completion Certificates and Balance Sheets including Profit and Loss Accounts, etc., in support of their fulfilling the Qualification Criteria as given above,

3.4 General: 3.4.1 BIDDERS meeting the technical experience as well as financial qualification criteria as stated above should submit documentary evidence to substantiate above along with their quotation. CPCL / EPCM Consultant reserve the right to verify the correctness of documentary evidence furnished by the bidder. 3.4.2 In the absence of requisite documents, CPCL reserves the right to reject the Bid without making any reference to the BIDDER. 3.4.3 BIDDER shall submit Proforma duly filled-in submitting details of their concurrent Commitments 4.0 For submission of electronic Tenders, Bidder should do the registration in the E-Tender site https://cpcletenders.gov.in using the option available. Then the Digital Signature registration has to be done with the e-token, after logging into the site. The e-token may be obtained from one of the authorized Certifying Authorities such as SIFY/TCS /n-code E-Mudhra. Detailed instructions for registration and uploading the bids are furnished in commercial section. 5.0 Earnest Money Deposit & Tender fee Bidders will be required to submit Earnest Money Deposit in the form of demand draft/e- transfer in favour of M/s Chennai Petroleum Corporation Limited payable at Chennai or in the form of Bank Guarantee from any Scheduled Banks in India or Branch of an International Bank situated in India and registered as a Scheduled Bank with the Reserve Bank of India or Bank Guarantee from foreign bank only if the same is countersigned by their Indian Branch and registered as a Scheduled Bank with the Reserve Bank of India in the prescribed proforma provided in Bidding Document on a stamp paper for a value of Rs.100/- in favour of M/s Chennai Petroleum Corporation Limited payable at Chennai. The Bank Guarantee shall be valid for 8 (Six) months from due date of submission of bid. 5.1 The amount of Earnest Money Deposit in the form of Bank Guarantee or DD shall be as under: Indian bidders: Foreign bidders:,66,300 (Rupees Six Lakhs Sixty Six Thousand Three Hundred only) $ 9,980/- (US Dollars Nine Thousand Nine hundred Eighty only) OR Euro 9,070/- (Euro Nine Thousand and Seventy only) 5.2 Foreign Bidders can also submit EMD in equivalent Indian Rupees in the form specified in clause 5.0 through their authorized Indian Agent / Representative. 5.3 Bid document fee (Non-refundable): Indian Bidders NIL Foreign Bidders NIL 5.4 EMD shall not be applicable in the following cases: (I) Central Public Sector Enterprises. (ii) Small Scale industrial units registered with National Small Scale Industries Corporation (NSIC) under single point registration Scheme shall be exempted from submitting EMD for items registered with NSIC and upto the monetary limit specified in the registration certificate.
